INTECON, LLC is seeking a dynamic and experienced Senior Program Manager to oversee contract support for the Department of Homeland Security (DHS), Science & Technology Directorate's (S&T) Human Research Protections Group (HRPG) . The selected candidate will manage personnel, operations, compliance activities, and communication across a highly specialized federal research oversight program. This role is ideal for a skilled leader with extensive experience in human subjects research protections, federal program management, and quality assurance.
Roles and Responsibilities:
- Serve as the Program Manager for a DHS contract supporting research compliance and oversight related to human subjects protections
- Lead day-to-day contract operations, including staffing, scheduling, task execution, quality assurance, and stakeholder communication
- Ensure team activities fully support the requirements of federal research regulations, including:
- The Common Rule (6 CFR Part 46 / 45 CFR Part 46)
- The Belmont Report principles
- Good Clinical Practice (GCP) guidelines
- DHS-specific directives and procedures related to human research
- Manage technical, regulatory, and administrative support across five major workstreams:
- Program management and administrative coordination
- Compliance tracking and information management
- Regulatory auditing and oversight
- Training and stakeholder outreach
- Policy drafting and standards development
- Supervise a multidisciplinary team of scientists and compliance analysts; delegate assignments and provide coaching, feedback, and mentorship
- Organize team workflows and ensure timely delivery of weekly, monthly, and annual reports to DHS officials
- Analyze complex regulatory challenges and brief DHS leadership with evidence-based recommendations and risk mitigation strategies
- Ensure quality control across all deliverables and team outputs, maintaining an error tolerance level of ≤10% , per contract performance requirements
- Participate in strategic planning with federal stakeholders to align HRPG priorities with DHS mission objectives
- Support transition planning (both into and out of contract performance) and ensure smooth continuity of operations
Education:
- Master's degree or higher in any discipline, preferably in the sciences, public health, law, health policy, or information technology
- Bachelor's degree acceptable with extensive human subjects research protections experience
- Prior program or project management experience in a federal, research, or clinical compliance environment
- Strong understanding of:
- Human Research Protection Programs (HRPPs)
- Institutional Review Boards (IRBs)
- Research Ethics Committees (RECs)
- Regulatory frameworks including the Common Rule, GCP, and applicable DHS/HHS/OHRP guidance
- Demonstrated experience in quality control/quality assurance programs
