JOB SUMMARY The Manager Program Management assists in the management and direction of activities in the Program Management function. Supports company-wide programs through subordinate supervisors and/or employees. This role helps drive the implementation of program management strategies, ensuring customer satisfaction and program success. ESSENTIAL DUTIES AND RESPONSIBILITIES · Support activities of the Program Management function. · Identify, hire and train Program Managers as well as advise subordinates in the more complex phases of their work. · Monitors resources and assists with coordinating the work flow of each Program Manager. · Manages the delivery of quality products on time, within budget and with competitive features. · Oversees the progress and activities of one or more Program Teams, issuing a monthly report, managing individual programs on an as needed basis. · Communicates with key customers to understand their needs, preferences, and perspectives. Ensures that the customer’s perspective is fully considered in the course of development of programs. · Leads a team to achieve timely, within budget results, with products and processes that meet or exceed requirements. · Clearly articulates program status to senior management and develops creative approaches to address program challenges. · Establishes project strategy, executes the plan and measures results. · Leads project planning and commitment process. · Provides valuable input to senior management on making decisions regarding the appropriate risk when there is substantial program impact. · Maintains project transparency through formal, written communications and reporting status systems. · Anticipates opportunities for proactive solutions. Manage conflict situations to result in win-win outcomes. · May perform other duties and responsibilities as assigned. Through our vertically integrated platform of investment, asset management, property management, and construction management, we currently manage a portfolio of over 5,000 multifamily units.
Position Summary: EastSky Properties is seeking a highly organized, hands-on Operations & Project Management Associate to support and oversee the execution of portfolio-wide capital projects, renovations, and daily operational activities. This position reports to the Director of Capital Projects and requires a combination of field and office work, ensuring that projects are completed on time, within budget, and to quality standards across multiple assets in Northern Virginia and Maryland.
Key Responsibilities:
Support the Director of Capital Projects with implementing and overseeing on site-level operational and capital improvement projects as well as back-end corporate reporting.
Oversee and coordinate on-site project activities, including scheduling subcontractors and overseeing quality control.
Meet with vendors, follow up and obtain project proposals, and assist in analyzing returned proposals.
Conduct and manage site inspections and project/inspection documentation.
Manage unit renovation pipeline, from pre-walk inspections to unit turnover:
o Pre-inspect units for renovation eligibility.
o Schedule and oversee subcontractor work during renovations.
o Ensure deadlines are met and assist in resolving site-specific challenges.
o Conduct quality control checks and oversee unit punch-outs.
o Oversee material orders and manage material stock.
o Finalize unit completion sign-off and coordinate property management handovers.
Maintain accurate renovation cost tracking, material management, and reporting.
Qualifications:
High School Diploma / GED required; additional technical training or certifications .
3+ years experience in project management and/or capital project operations, preferably in multifamily renovation and rehabilitation.
Knowledge of basic construction documents, specifications, and unit turn processes .
Valid driver's license and reliable vehicle; ability to travel between multiple job sites daily.
Skills and Competencies:
Strong leadership and team management skills.
Excellent communication skills (written and verbal)
Proficient in Microsoft Office (Excel, Word, Outlook, Project, Teams), SharePoint, OneDrive; experience with Yardi a plus.
Highly organized, detail-oriented, and able to manage multiple projects simultaneously.
Strong problem-solving ability, independent work ethic, and proactive follow-through.

The Transportation PMCL within the TNG is a key role in managing and building a high-performing Project Management Team through effective leadership and teamwork to successfully deliver projects and client service, while maximizing the long-term profitability of the firm.
**We are open to filling this position with a candidate being tied to any of our offices within Transportation North Group region in the states: MN, IA, WI, IL, MI, IN, OH, WV, VA, PA, MD, DE, NJ, NY, CT, MA, RI, VT, NH, ME.**
Primary responsibilities for this role include:
- Supervising a team of Senior Project Managers in the day-to-day operation of transportation projects including: project delivery performance, pricing strategies, risk management, forecasting and budgeting, and performance reporting. This PMCL's portfolio of projects would potentially include work with various DOTs, municipal agencies, turnpikes and transit organizations.
- Providing interpretation of monthly performance figures to support the overall business unit management and to the project managers to resolve project issues and improve project performance.
- Directing and supervising project management staff to provide coaching on timely, effective, and efficient performance of project managers' responsibilities.
- Driving consistent project management practices and procedures in alignment with CDM Smith PM requirements and those of the group.
- Managing transportation design projects to potentially include DOT, turnpike, large municipality, county, and transit agency clients.

- Bachelor's degree in Civil, transportation, or Structural Engineering or related discipline.
- Professional engineering (PE) license.
- 12 years of related experience.
- Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
- Equivalent additional directly related experience will be considered in lieu of a degree.
**Preferred Qualifications:**
- Recent experience managing transportation road, highway, bridge and/or transit design projects, ideally for various clients within our current TNG portfolio.
- Strong Project Management experience including: the development of scope, schedule, and budget, and the subsequent monitoring of cost and schedule.
- Previous experience managing a team of Project Managers.
- Business development skills and experience such as client service and proposal preparation.
- Leadership skills to drive a culture that emphasizes profitability, quality deliverables, and legendary client service.
- Current PM certification (either PMP, CCM or DBIA), or the ability to acquire said certification within 12 months of hire.
- Strong verbal and written communication skills.
