We are looking for a Vice President , Data Analytics Practice Lead who will lead our data analytics team focused on serving our clients in the public sector including but not limited to Defense, Homeland Security, Federal financial, Agriculture, and State and Local markets. You will be responsible for managing a multi-disciplinary team of 50+ professionals including data analysts, data architects, data/ETL engineers, GIS experts, data visualization experts, data scientists and AI/ML experts. You will be responsible for defining the total solution (people, process, and tools) that meets the customer's needs and aligns with our capabilities in data analytics. You will work closely with business leaders, program executives, capture leaders, proposal managers, technical writers, and subject matter experts to create compelling and compliant solutions.You will primarily focus on supporting new BD/growth opportunities while also providing project delivery support as needed.

This role will be based in the Washington DC area as a hybrid position assigned to ICF’s Reston, VA headquarters office. Remote candidates with strong qualifications and experience will be considered. Travel to the DMV area up to six times a year may be required.



What You’ll Be Responsible For:

  • Developing and leading end-to-end solutions for complex RFP requirements addressing the technical and staffing aspects of the proposal, focusing on the total solution.
  • Lead the development of solution artifacts, such as white papers, Concept of Operations Graphics (CONOPS), architecture diagrams, technical volumes, and staffing plans.
  • Collaborate with the capture manager, proposal manager, and other stakeholders to ensure the solution aligns with the win strategy, themes, and discriminators.
  • Develop and present solutions to senior leadership at ICF and customers, ensuring clarity, compliance, and alignment with customer needs.
  • Author, review and provide feedback on proposal content, ensuring it is clear, concise, and compliant with the solicitation.
  • Manage a team of data analysts, data architects, data/ETL engineers, GIS experts, data visualization experts, data scientists and AI/ML experts.
  • Stay updated on the latest trends, technologies, and best practices in the federal market and the data analytics domain.
  • Cultivate the robust ICF community of practice, ensure our practitioners stay certified and have career pathways to support their professional careers.
  • Conduct quarterly technical reviews of engagements/projects to ensure alignment with the defined solution, identify areas for improvement, and innovation.

What You Must Have:

  • 15+ years of experience in technical leadership roles on large data analytics projects
  • 10+ years of experience in delivering analytics services for federal contracts
  • 5+ years of experience leading the solutioning efforts for complex and large scale federal proposals, with a $25M floor, and contributing to winning proposals.
  • 5+ years of experience leading/managing a team of 30+ people
  • Strong knowledge of the capture, proposal development lifecycle, and evaluation criteria, with a focus on creating compelling and compliant solutions.
  • Bachelor's degree in computer science or other IT or Engineering-related fields.
  • Candidate must reside in the US, be authorized to work in the US, and work must be performed in the US

  • One or more certifications in Cloud Architecture (AWS, Azure, Google) are strongly preferred. Additional certifications are also highly desirable.
  • Excellent communication, presentation, and writing skills, with the ability to convey complex technical concepts to various audiences.

As the Zero Waste Process Improvement Specialist- Payments and Data Analysis, US Donations or Recycle, you will be the primary point of contact for payments, purchase orders, and funding approvals. You will monitor incoming vendor disputes to process, monitor escalations or inquiries from vendors and internal teams. You will also identify continuous improvement by diving into recycling and donations data to identify trends and surface opportunities to reduce costs, increase recovery, or invent and simplify our business. You will also have the opportunity to work cross-functionally across external vendors and internal operations, ACES, product, tech and finance teams. Lastly, you will be able to dive deep into data to find new opportunities to escalate roadblocks and risks to both business and external vendors.
Key job responsibilities
- Own and optimize the team's standard work programs including data management/queries, cost optimization (transportation, grants, disposal charges, and sorting fees), waste reporting, and inventory tracking
- Process and track all purchase orders (POs), pre-approved spending requests, invoices, funding requests, ect
- Audit vendor reporting and reconciliation to surface trends and outlier data
- Monitor and report on revenue metrics and track commodity rates
- Handle Accounts Receivable (AR) and Accounts Payable (AP) responsibilities
- Drive process automation and standardization initiatives to improve operational efficiency
- Maintain accurate project tracking and status updates through Asana, ensuring timeline adherence and stakeholder communication
- Be able to rule SQL queries in Hubble to run reports related to ship method, removals or other inquires

While you will have your own goals and objectives, we tend to work collaboratively as necessary and have mechanisms in place to track your projects, goals and business performance.
Basic Qualifications
- Experience managing accounts receivable and accounts payable
- Experience with large scale data analysis with a history of identifying trends and inventing and simplifying mechanisms
- Experience gaining funding approvals, pre-approved spending requests, and invoice generation
- Analytical skills with experience using Excel (analysis using aggregate functions and pivot table)
- Good communication skills both verbal and writing (ability to communicate clear and coherent narratives)
- Ability to travel as needed (up to 65%)
Preferred Qualifications
- 2+ years of program or product management experience with a focus on payments, invoicing and data analysis

The USDS-Platform and Community Integrity (PaCI) team is missioned to:

- Secure platform health and community experience authenticity;
- Build infrastructures, platforms and technologies, as well as to collaborate with many cross-functional teams and stakeholders.

The PaCI team works to minimize the damage of inauthentic behaviors on TikTok platforms, covering multiple classical and novel community and business risk areas such as account integrity, engagement authenticity, anti-spam, API abuse, growth fraud, live streaming security and financial safety, etc. In this team, you'll have a unique opportunity to have first-hand exposure to the strategy of the company in key security initiatives, especially in building scalable and robust, intelligent and privacy-safe, secure, and product-friendly systems and solutions. Our challenges are not some regular day-to-day technical puzzles -- You'll be part of a team that's developing novel solutions to first-seen challenges of a non-stop evolution of a phenomenal product eco-system. The work needs to be fast, transferrable, while still down to the ground to make quick and solid differences.

In order to enhance collaboration and cross-functional partnerships, among other things, at this time, our organization follows a hybrid work schedule that requires employees to work in the office 3 days a week, or as directed by their manager/department. Responsibilities:
- Build machine learning solutions to respond to and mitigate business risks in TikTok products/platforms. Such risks include and are not limited to abusive accounts, fake engagements, spammy redirection, scraping, fraud, etc.
- Improve modeling infrastructures, labels, features and algorithms towards robustness, automation and generalization, reduce modeling and operational load on risk adversaries and new product/risk ramping-ups.
- Uplevel risk machine learning excellence on privacy/compliance, interpretability, risk perception and analysis.

Qualifications
Minimum Qualifications
- Master or above degree in computer science, statistics, or other relevant, machine-learning-heavy majors.
- Solid engineering skills. Proficiency in at least two of: Linux, Hadoop, Hive, Spark, Storm.
- Strong machine learning background. Proficiency or publications in modern machine learning theories and applications such as deep neural nets, transfer/multi-task learning, reinforcement learning, time series or graph unsupervised learning.
- Ability to think critically, objectively, rationally. Reason and communicate in result-oriented, data-driven manner. High autonomy.

【For Pay Transparency】Compensation Description (Annually)
The base salary range for this position in the selected city is $137750 - $37500 annually.
Compensation may vary outside of this range depending on a number of factors, including a candidate’s qualifications, skills, competencies and experience, and location. Base pay is one part of the Total Package that is provided to compensate and recognize employees for their work, and this role may be eligible for additional discretionary bonuses/incentives, and restricted stock units.

Join T-Mobile's Media Analytics team and help power the transformation of marketing measurement through scalable, trusted data infrastructure. As a Sr Business Analysis Manager Data Engineer for Media Intelligence & Automation, you'll play a key role in designing and building the foundational datasets that drive strategic insight, investment optimization, and accurate attribution across paid media channels. In this role, you'll lead the development of robust, high-performance data pipelines that integrate and transform raw data from multiple delivery sources into clean, enriched, and unified datasets within our Azure-based data lakehouse architecture. You will collaborate closely with analysts, data scientists, and business partners to ensure the right data is available, timely, and actionablefueling smarter media strategy and better business outcomes. *** This position must be located in Bellevue, WA, or Overland Park, KS with a hybrid schedule requiring at least 3 days a week in office.

What You'll Do:

  • Design, develop, and maintain scalable data pipelines that ingest and transform data from various sources into ADLS and Unity Catalog-based architectures using SQL, PySpark, and Delta Lake.
  • Build curated and enriched datasets, combining raw data into unified views to support reporting and analytical use cases.
  • Ensure data quality, consistency, and completeness through rigorous validation, observability metrics (e.g., freshness, anomalies), and data quality checks.
  • Work closely with marketing analysts, data scientists, and business partners to translate analytical requirements into reliable data assets.
  • Partner with platform and delivery teams to ensure accurate data ingestion, cataloging, and governance compliance.
  • Document data assets comprehensively and ensure they meet governance, privacy, and compliance standards.
  • Build and maintain interactive dashboards and reporting frameworks (e.g., Tableau) to deliver actionable insights and metric monitoring.
  • Adapt to changes in business needs, proactively adjusting reporting and insights to support evolving objectives.
  • Champion innovation in our data strategy by staying informed on collaborator needs, media trends, tools, and emerging methodologies.

What You'll Bring:

  • Bachelor's degree in a quantitative field (e.g., Computer Science, Data Engineering, Information Systems or other applicable program); Master's preferred.
  • 5+ years of experience in data engineering with a focus on analytical/marketing data workflows.
  • Proficient in SQL, PySpark, with experience in Azure Data Lake Storage (ADLS), Unity Catalog, Snowflake, or similar with a strong understanding of data warehousing, dimensional modeling, and ETL/ELT pipelines.
  • Strong communication and interpersonal skills with the ability to build relationships and collaborate effectively across business, product, and analytics teams.

Base Pay Range: $96,700 - $174,400 Corporate Bonus Target: 20%
