Summary
Under general supervision the GIS and Asset Management Specialist will develop, maintain, and support the citywide asset management program using OpenGov Asset Management Software (Cartegraph). This position focuses on implementing and sustaining an effective GIS-based asset management system.
Essential Functions

Essential duties and responsibilities may include, but are not limited to, the following:
- Lead and support the implementation and operation of Cartegraph software for citywide asset management; administering user accounts, data configuration, and system updates.
- Establish and maintain asset inventories, hierarchies, and condition assessments to inform maintenance and capital planning.
- Perform risk-based analysis of city assets, including lifecycle cost evaluations and performance metrics.
- Collaborate with Public Works staff to integrate asset data into workflows and decision-making processes.
- Maintain and update GIS datasets and geodatabases related to city infrastructure.
- Configure and manage GIS applications, web maps, and dashboards to support asset management initiatives.
- Perform quality assurance/quality control (QA/QC) on spatial and non-spatial datasets.
- Develop cartographic products and visualizations to communicate asset data and program outcomes.
- Provide training and technical support to Public Works staff on using Cartegraph and GIS tools.
- Document workflows, procedures, and metadata to ensure program sustainability.
- Act as a liaison between the Public Works and GIS teams to align system functionality with operational needs.
- Coordinate and conduct data collection, including physical inspections and condition ratings of city assets.
- Analyze and interpret asset data to recommend maintenance priorities and capital improvements.
- Develop reports, presentations, and other documentation to support asset management planning.
- Monitor system performance and recommend enhancements to improve functionality and efficiency.
- Coordinate with vendors and consultants as needed to maintain and improve the asset management system.
Education, Training, and Experience Guidelines
Bachelor's degree in GIS, Geography or related field AND five (5) years of experience in GIS, asset management or related field. Experience working for a municipality is preferred.
Knowledge, Skills and Abilities
Knowledge of:
- Applicable local, State, and Federal laws, codes, regulations, and ordinances.
- ESRI ArcGIS software suite and enterprise geodatabases.
- Asset management systems such as Cartegraph or similar platforms.
- General office policies, procedures, and equipment.

**Technology - Data and Decision Science - Data Management and Strategy - Manager**
**The opportunity**
EY's Analytics and Data team is seeking a Master Data Management Manager focusing on helping our clients define and drive data management strategy and technology implementation. This role demands a seasoned professional with a strategic vision and ability to define a enterprise data strategy with clients- complemented by a solid track record of system delivery. The individual should be ready to guide clients through the adoption and implementation of advanced technologies.
In this role, you will design and apply comprehensive methods, practices, policies, tools, and processes to govern and control the entire lifecycle of data assets. You will perform maturity assessments on data management capabilities and advise on tools and roadmaps to implement them. Additionally, you will articulate information strategies that align with business objectives.
**Your key responsibilities**
As a Manager in Data Management and Strategy, you will be at the forefront of transforming data into a strategic asset for our clients. You will lead workstream delivery, ensuring that projects are completed on time and meet quality standards. Your role will involve engaging with clients daily, identifying opportunities for additional services, and managing engagement economics. You will also provide direction to your team, fostering a collaborative environment that encourages innovative solutions.
+ Develop solutions to complex problems, recommending changes to policies and establishing procedures that affect immediate work areas.
+ Exercise judgment in selecting methods, techniques, and evaluation criteria for obtaining results.
+ Manage project status and deliverable completion while ensuring effective risk management.
+ Guide clients in defining a data governance strategy including aspects such as data quality, data catalog, master data management, analytics use cases, date readiness for AI/ML, and systems alignment to leading ERP and CRM applications.
+ Data Integrity Assurance: Implement cutting-edge DQ tools and processes to maintain impeccable data standards throughout the infrastructure
+ Analytical Collaboration: Engage in meticulous requirement gathering, interpret Business Requirement Documents (BRDs), and collaborate with system analysts to develop comprehensive source-to-target mappings
+ Involved in strategic design, implementation, and optimization of data management solutions using Informatica and related tools, ensuring alignment with business objectives and driving data governance and integration across the enterprise
+ Data Scrutiny: Conduct thorough examinations of data within source databases prior to migration into data warehouses and generate detailed technical specifications in alignment with BRDs
+ Lead multiple engagements simultaneously, ensuring the delivery of high-quality services and client satisfaction
+ Activities will include Architecting, pipeline building, RFP responses, creating new solutions and offerings, conducting workshops as well as managing in flight projects

+ The candidate should possess a minimum of 8 years of direct involvement with MDM tools
+ Experience leading delivery teams in the areas of data governance, data management, and related system implementations
+ Knowledge of future trends/changes in the industry and the ability to articulate these to customers
+ Benchmark design, development, delivery knowledge
+ Working knowledge of any of the cloud technologies AWS and Azure.
+ Strong leadership and communication skills, with the ability to articulate complex issues and drive business outcomes
+ Proven ability to research and provide insights on industry standards, regulations, technology assessments, and forecasts
+ Demonstrated expertise in Data Privacy and Master Data Management.
+ Strong understanding of Data Governance and Enterprise Strategy.
+ Proven ability to lead teams and manage change effectively.
+ Excellent negotiation and influencing skills.
**To qualify for the role, you must have**
+ Bachelor's degree required (4-year degree) in Engineering, Advanced Data Analytics, or a related technical or scientific field
+ Typically, no less than 6 years relevant experience.
+ Strong understanding of Data Governance principles.
+ Experience with Enterprise IT Architecture.
+ Proficiency in Metadata Management and Ontology Design.
+ Knowledge of IT Operating Models and Data Fabric.
+ Familiarity with Digital Fluency and Emotional Agility.
+ Demonstrated leadership in managing a portfolio of large, complex projects and initiatives within the autonomous mobility space
+ A valid driver's license in the US; willingness and ability to travel internationally to meet client needs
+ A track record of successful stakeholder engagement and the ability to maintain and grow business relationships

+ We offer a comprehensive compensation and benefits package where you'll be rewarded based on your performance and recognized for the value you bring to the business. The base salary range for this job in all geographic locations in the US is $125,500 to $30,200. The base salary range for New York City Metro Area, Washington State and California (excluding Sacramento) is 150,700 to 261,600. Individual salaries within those ranges are determined through a wide variety of factors including but not limited to education, experience, knowledge, skills and geography. In addition, our Total Rewards package includes medical and dental coverage, pension and 401(k) plans, and a wide range of paid time off options.
