DEA is currently hiring an experiencedLand Development Civil Engineering Project Engineer to lead our team in delivering innovative and profitable private-sector land development projects, including large-scale residential, commercial, and mixed-use sites. As a key member of our engineering team, you will oversee all aspects of engineering from initial concept through construction completion, ensuring the successful delivery of projects on time and within budget.This position can be located inEverett, Bellevue, Woodinville or Tacoma, WA .
Responsibilities for this role will be but not limited to the following:
- Lead and manage land development projects from conception to completion, including site planning, design, permitting, and construction administration.
- Collaborate with clients, architects, planners, regulatory agencies, and internal team members to develop project scopes, budgets, and schedules.
- Conduct site feasibility studies, including land use analysis, zoning reviews, and environmental assessments.
- Prepare and review engineering design calculations, plans, and specifications for site grading, utilities, stormwater management, and erosion control.
- Obtain necessary permits and approvals from regulatory agencies, ensuring compliance with local, state, and federal regulations.
- Coordinate and oversee the work of design consultants, contractors, and subcontractors throughout the project lifecycle.
- Manage project budgets, timelines, and resources to ensure projects are delivered within scope and budget constraints.
- Conduct regular site visits and inspections to monitor construction progress, quality, and compliance with design specifications.
- Proactively identify and mitigate project risks and issues to ensure successful project delivery.
- Communicate project status, updates, and issues to clients, stakeholders, and senior management.
- Aid in business development efforts by maintaining and growing client relationships in the private sector.
- Develop pursuit strategies for new project opportunities, including proposals, interviews, and client negotiations.
- Drive projects involving platting, subdivision design, and entitlement processes for commercial, multifamily, and master-planned communities.
Basic Qualifications:
- Minimum 10 years of experience specifically in private-sector land development, including at least 5 years leading projects involving platting, commercial site development, and multifamily or mixed-use work. Proven track record of developing new business and negotiating profitable project awards in the Puget Sound region is required
- Registered Engineer in the State of Washington
- Active Industry BD Association Membership(s) desired
Note: This position is not focused on public infrastructure, K-12, or park-based civil projects. Experience in those areas is valuable, but candidates must demonstrate leadership in private development projects to be considered.

As a Professional Engineer serving under the general direction of the Public Works and Utilities Director and/or City Engineer, or his or her designee, this individual will function as a project manager responsible for managing complex engineering capital projects or other special projects as assigned. This includes establishing project scope, schedule, and budget, consultant selection and management, technical review and oversight, quality assurance, preparation of plans, technical specifications and contract documents, and construction management. Other duties include mentorship of technical staff, permit coordination, preparing funding applications and controlling project financing, and supporting City Financial Services and Public Works management staff with Capital Improvements planning (scope, schedule, budget). Communication required includes inter-departmental/inter-agency coordination, coordinating and informing City elected officials, presentations at council meetings; coordinating, promoting, and conducting public outreach; reporting to agencies, and responding to public information requests.
DISTINGUISHING CHARACTERISTICS
This is a professional staff management classification with responsibility for managing Utility, Facility, or Street improvement projects, or other special projects, and will include both administrative and technical oversight. Exercises a high degree of independent professional judgment in resolving administrative and technical problems within program goals and objectives. The incumbent will lead assigned project teams and will be responsible for project delivery or a phase of project delivery. In fulfilling this responsibility, this position will apply best management practices for technical design and quality assurance, construction management, project scheduling, financial monitoring, regulatory processing, change management, recording, reporting, and internal and external communication techniques to ensure on-schedule and on-budget progress of assigned projects.
Representative Essential Duties and Responsibilities

Project Management: Monitors the progress of assigned capital improvement project work; gathers information and data to identify or establish project schedules, timelines, budget control procedures, progress report forms and routines. Identifies permit status/requirements, completes and submits permits on behalf of the City, initiates actions necessary for obtaining or coordinating work of others responsible for ensuring necessary permits are obtained on schedule. Establishes project management monitoring documents and reporting mechanisms. Contracts for, selects, prepares work plans for, and manages consultants and/or consultant teams. Assists in negotiating alterations to conditions necessary to project completion; researches and coordinates production of necessary legal documentation. Participates in review of bids; reviews detailed provisions of project contract documents; solves problems and advises various individuals involved in projects throughout the life of each project.
Capital Improvement Plan (CIP): Assists the Public Works Director and Division Managers in establishing the CIP and developing the CIP work plan.
Project Records: Maintains major capital project financial management records and prepares associated reports. Prepares project progress reports required by policy or financing sources. Incorporates approved progress payments and expenditures into current financial records and reports. Reviews and completes reports and other administrative documentation needed to close out project financial records. Records results of inspections; communicates problems to appropriate officials; records and reports on reasons for needed change orders and other technical aspects of projects. Monitors project progress and initiates action needed to inform responsible individuals to take actions required to assure effective and timely project progress.
Information and Inter-Agency Coordination: Coordinates project activity with other City departments. Provides information on project progress to external organizations and the public. Coordinates information exchange with other agencies involved in projects. Represents the City with external organizations on assigned project matters. Makes periodic verbal and written reports on project management activity and issues, including to City elected officials.
General: Participates in the general administrative operations of the City. Responds to complaints, inquiries and requests. Qualifying Education and Experience (Minimum Requirements)

Life Insurance - Life Insurance is available at the employee's expense in amounts from 10,000 to 500,000. You may enroll when hired or at annual open enrollment.
Voluntary Long-Term Disability (LTD) - LTD coverage is available at the employee's expense. LTD will pay you up to 60% of your salary if you become disabled for more than 90 days due to the same or a related sickness or injury, which must be accumulated within a 180 day period.
Voluntary Short Term Disability (STD) - STD coverage is available at the employee's expense. Monthly benefit amounts from 400 - 5,000 (offered in increments of 100). Maximum income replacement is 66 2/3% of income. Benefit periods are 3 months; 6 months; 12 months; or 24 months.
Retirement - The City provides a comprehensive retirement program through the Public Employment Retirement System (PERS). If you have an account established in PERS prior to October 1, 1977, Plan 1 would apply or after October 1, 1977, Plan 2 or 3 would apply. If you have not already made a plan choice, you have the option of Plan 2 or Plan 3. You have 90 days from your employment date to choose between Plan 2 and Plan 3. If you have not decided within 90 days of employment, you will automatically be enrolled in Plan 3, Option A, at 5%.
The PERS plans 1 and 2 are defined benefit plans to be taken when you qualify for retirement. Service credit and average final compensation with a minimum of 5 years service for vesting determine the amount of the benefit. Plan 3 is a combination of defined benefit plan and a defined contribution plan. See your plan booklets for further information.
Deferred Compensation - You may choose between three different plans. The City will contribute 4% of your gross monthly wages. If you wish, you may also contribute with a minimum of 30 per month and a maximum annual combined contribution (employer and employee) of 23,000 You have 30 days to return your plan choice to Human Resources.

Sick Leave - Sick leave is accrued at the rate of 12 full days per year and is credited to your sick leave balance each pay period. The maximum accrual is 125 days. If you use 2 or less sick days in a calendar year, an incentive of 1 vacation day will be added to your vacation balance at the beginning of the following year.
Bereavement Leave - Upon the death of a member of the employees immediate family, three days of bereavement leave are allowed for attending funerals in the State of Washington and five days for attending out of State funerals.

System One is seeking an experienced Assistant Project Manager for a 12-month contract position located in Bellevue, WA. This role will support the management of planning, execution, and closure activities on a high-visibility energy infrastructure project. The Assistant Project Manager will report to the designated Project Manager and collaborate across multiple functional areas. This position requires 10-20% travel.
Responsibilities
+ Support the management of project cost, schedule, and scope using project management principles; ensure adherence to plans and address deviations.
+ Assist project teams in delivering on project milestones while maintaining budget, scope, and technical performance.
+ Participate in the planning process for assigned work scope; collaborate with project management and engineering leads to gather planning inputs.
+ Develop and maintain resource plans; assist with schedule updates and ensure schedules are resource leveled.
+ Monitor and analyze cost and schedule variances using earned value (EV) data; identify root causes and assist in creating corrective or recovery plans.

Qualifications
+ Minimum of 3 years of experience in Project Management or Project Delivery.

+ Experience working with multidisciplinary and matrixed teams.
+ Proficiency in project planning and execution.
+ Familiarity with project scheduling, budget control, and EVMS tools.

DEA's Puget Sound Market is looking to hire an experienced Water/Wastewater Engineering Project Manager whose primary focus will be the development of business relationships, sales and project delivery for existing and new municipal water and wastewater clients in the Puget Sound Market. This leadership position will be responsible to help build and grow our Water/Wastewater Practice in Puget Sound and will require the candidate to utilize their expertise in municipal engineering related projects, including, but not limited to: water and wastewater system planning, potable water supply, conveyance and storage design; sanitary conveyance (gravity and pumped systems) and treatment design; hydraulic modelling analysis and design; preparation of infrastructure feasibility studies and master plans; preparation of engineering and construction plans, specifications and estimates; coordination with regulatory agencies for project permitting. Specific areas of expertise may include:
- Potable, raw and recycled water delivery system management and master planning
- Groundwater supply systems, including well design
- Conveyance system design, including potable water pipelines, pump stations and reservoirs
- Water supply analyses, including water supply assessments and master planning
- Pressurized system hydraulic analyses
- Water quality analysis and treatment, including potable water systems, wastewater treatment and advanced water quality treatment for indirect and direct reuse
- Sewer system management and master planning
- Collection system design, including sewer pipelines (gravity and pumped systems), lift stations and combined systems
- Operational controls, including SCADA
Business Development responsibilities include but are not limited to the following:
- Responsible for the full relationship and overall client experience of clients in the Water/Wastewater market
- Develop significant new business, lead client teams and cross-business unit selling, assess client technology trends, and perform client sales forecasting
- Manage the overall client experience and build, maintain, and deepen the client relationships
- Monitor project manager performance on their client's projects
- Conduct client experience surveys
- Coach project managers on client expectations and provide feedback on project manager and delivery team performance, including removing underperforming project managers or staff
- Engage in project recovery and supports collections as needed
- Coordinate with the Market Leader to identify and pursue Water/Wastewater-specific project opportunities
- Make go/no-go decisions and determine pursuit staffing and teaming partners
- Responsible for client profitability, favorable contract terms, revenue forecasting, and the client sales result
- BS in Civil Engineering with emphasis in environmental engineering, civil engineering, and/or water/wastewater system analysis and design
- Registered Professional Engineer in Washington
- Strong written and verbal communication skills
- 15+ years of experience in the delivery of water/wastewater engineering projects
- 5+ years in a business development role with clients in the Puget Sound market
- 20+ years of experience
- Experience working with local special purpose water/wastewater agencies and municipalities, as well as other local, state and federal regulatory agencies

As the team leader, you will oversee the complete mechanical design and integration of propulsion subsystems, including Hall effect thrusters, cathodes, propellant management systems, and associated structures. Your responsibilities encompass full lifecycle management from design concepts and prototype development, CAD design, through production implementation. You will work closely with propulsion subject matter experts, propulsion systems engineers, a Propulsion engineering test team, Propulsion technical program managers, and the Propulsion Manufacturing organization.
The ideal candidate will bring deep expertise in satellite propulsion systems, demonstrated leadership experience, and strong mechanical engineering fundamentals. Success in this role requires excellent project management capabilities and the ability to drive complex technical programs from concept through production.
This position offers the opportunity to shape next-generation space propulsion technology while leading a team at the forefront of satellite constellation development.
Key job responsibilities
Core Responsibilities:
- Direct mechanical design and integration of spacecraft propulsion systems, including CAD design and preliminary thermal/structural analyses
- Manage Propulsion design change requests and execution according to a Propulsion design roadmap
- Coordinate with manufacture and test teams to prioritize and execute development, qualification test programs, as well as production verification activities for design changes
- Lead manufacturing support activities such as non-conformance investigations, and strategic efforts to deliver a design supporting ambitious production rate targets
- Drive root cause analysis and corrective actions for technical issues, where appropriate
- Coordinate with Propulsion teams on test & manufacturing fixture design

BASIC QUALIFICATIONS - 3+ years experience managing engineering teams developing spacecraft flight hardware
- Bachelor degree in Aerospace Engineering, Mechanical Engineering, Engineering Physics or a related field.
PREFERRED QUALIFICATIONS - 5+ years experience with spacecraft electric propulsion
- 3+ years experience with Hall Effect thrusters
- 3+ years experience with propellant management systems.
