CHIEF FINANCIAL OFFICER
This is an in-person position in Portland, OR. The Chief Financial Officer (CFO) is a key member of the executive leadership team, responsible for overseeing Self Enhancement, Inc. (SEI)’s financial strategy, operations, and sustainability. SEI receives a large number of contracts from government sources with stringent compliance requirements. The CFO will ensure sound fiscal management to support SEI’s mission and strategic goals. This role requires a leader who can balance strategic vision with operational execution, working collaboratively to advance our impact on the community. It is extremely important that the CFO has a high level of interpersonal skill, curiosity about programming and people, with a high emphasis on relationship building as well as the ability to explain complex finance and accounting concepts in ways that resonates with all internal and external stakeholders.
Primary Job Responsibilities
Financial Strategy & Leadership
- Develop and implement financial strategies that align with the organization’s mission and goals.
- Serve as a strategic partner to the CEO, Board of Directors, and leadership team on financial planning and analysis.
- Lead the preparation and presentation of financial reports, including monthly, quarterly, and annual statements.
- Oversee the development and management of the organization’s annual budget, ensuring alignment with programmatic priorities.
- Provide accurate financial forecasting to guide organizational planning and decision-making.
- Monitor financial performance against budget and recommend corrective actions as needed.
- Support the Director of Finance in all aspects of financial operations, including accounts payable/receivable, payroll, and financial reporting.
- Ensure compliance with all federal, state, and local regulations, as well as nonprofit accounting standards.
- Oversee annual audits and ensure timely and accurate preparation of tax filings.
- Provide expertise and guidance to employees at all levels of SEI to stay in compliance with 2 CFR 200 – Uniform Administrative Requirements.
- Manage and update accounting policies and procedures.
- Partner with the development team to support fundraising strategies and ensure effective management of donor funds.
- Provide financial oversight for grants, including budgeting, reporting, and compliance with funding requirements.
- Collaborate with program leaders to ensure financial accountability for grant-funded initiatives.
- Support the Director of Human Resources to continuously update SEI’s compensation policy, pay structure, and recommendations for annual merit increases (RAVE) with strong communication with senior leadership about financial impact and recommendations.
- Support the Human Resources team to ensure fair employment practices and compliance with all federal, state, and local HR related rules and regulations and EEOC compliance are maintained.
- Participate in annual benefits review with external stakeholders and support the Human Resources team with internal communications.
- Lead and mentor the Director of Finance and Director of Human Resources, fostering a culture of accountability, innovation, and professional growth.
- Work cross-functionally with program and administrative teams to align financial practices with organizational goals.

- Master's Degree in a related field or higher, Masters of Business Administration (MBA) preferred.
- Certified Public Accountant (CPA) required.
- Minimum three (3) years' experience leading the Finance function in an organization with $15 - $0 million in revenue with a high level of Federal, County and Local contract funding.
- Experience with affordable housing development and financing preferred.
- Minimum five (5) years' experience in social services working with diverse populations.
- Must have the ability to design and coordinate comprehensive work plans.
- Must be proficient in Microsoft PowerPoint, Excel, Outlook, Word and other appropriate software tools.
- Must have excellent communication skills to include group presentations, one-on-one interaction and public speaking.
- Must have excellent writing skills to include punctuation and grammar. Technical writing skills a plus.
- Must be highly organized and a self-starter with the ability to work independently.

**About the Role:**
Manage a broad scope of activities and general accounting functions, including partnering with other areas of the bank as required to achieve desired results. Maintain general ledger and various financial statement production, related reports and statistics reflecting earnings, profits, assets and liabilities and other financial results. Adheres to controls to support the integrity of financial and operating reports for accurate information required to conduct and control operations. Performs and manages assignments in the form of objectives to meet defined goals.
+ Manage the timely preparation and review of the consolidated financial statements and periodic, quarterly and year-end SEC filings, including 10-K, 10-Q, 8-K and other required SEC filings. Ensure compliance with SEC and GAAP reporting requirements, including iXBRL tagging.
+ Partner with Investor Relations for the preparation and review of the earnings press releases, earnings conference call slide deck and other financial data summaries.
+ Coordinate with corporate finance departments, operational finance teams and external auditors regarding required financial reporting and audit-related deliverables. Monitor and enhance formal processes to ensure deliverables are accurate and timely.
+ Facilitate review and approval of SEC filings with external auditors, inside legal counsel and disclosure and audit committees. Prepare timelines and meeting materials, distribute draft filings and coordinate certifications and sign-offs.
+ Oversee the preparation of schedules and applicable regulatory reports for external audiences including but not limited to, SEC, IRS and FDIC, and internal audiences as required.
+ Assists in developing and maintaining policies, procedures and an environment with appropriate internal operating controls to support integrity of the general ledger and related reporting.
+ Responsible for providing accurate and timely monthly financial and management reporting and ad hoc analysis to facilitate senior management decisions.
+ Administer accounting support for planning acquisitions, expansions, systems conversions and partnering with other departments on broader scope projects.
+ Lead staff for successful completion of department tasks, goals and objectives. Supervise a unit or multiple units and provide guidance, direct work flows and volumes. May serve as project lead as directed.
+ Responsible for research and identifying impact of new authoritative guidance and emerging accounting issues.

Serve as the Tax Functional Leader across compliance, advisory or annuity tax service delivery. Lead tax processes by directing and coordinating day-to-day interactions with the team, reviewing engagement work product, driving delivery of services to meet deadlines for client deliverables, developing internal team members, and managing the functional efforts of such tax processes.
Independently recognize and identify problem areas and items that need to be addressed or escalated to ensure tax returns, tax research, tax accounting and tax projects are timely and accurately completed. Serve as a trusted advisor and role model across multiple teams, research tax law issues, provide advice and assistance managing risks and across tax compliance and/or advisory services.
**Responsibilities include:**

+ Lead tax delivery processes and build alliances through teaming, and/or act as a deep subject matter expert.

**The opportunity**
Our Business Tax Advisory practice gives you the opportunity to focus on U.S. tax information reporting & withholding matters. You will work in a group environment on challenging information reporting and withholding engagements across all financial services sectors. We offer the specialization in assisting clients with mission-critical operational tax issues and customer reporting issues. Specifically, our experienced practitioners work across tax and operations to deliver advice and support throughout the project lifecycle. You will work closely with colleagues to assist clients in understanding relevant tax rules and implementing changes to their operations, processes and systems. The CTOR team works on challenging information reporting and withholding engagements in the financial services, banking, insurance, and multinational sectors. These engagements will primarily focus on non-resident alien (NRA) withholding and reporting (IRC Sections 1441 to 1446), Foreign Account Tax Compliance Act (FATCA), and domestic withholding and reporting matters. You can expect to work on engagements dealing with the FATCA, cost basis reporting, and various other global compliance and reporting initiatives, such as the Common Reporting Standard (CRS). As you progress within EY and our CTOR tax team, you will become a trusted business advisor to your clients. As you develop, you will benefit from being led and mentored by nationally recognized tax professionals who include some of the firm's most senior tax talent.
The CTOR Tax Services practice invests in the development of its team, with frequent virtual training, update calls and in-person trainings to help individuals develop technical skills and learn about new areas of the law. Through your experiences, you will develop your skill sets and learn how CTOR requirements are managed within large to medium size companies.
**Your key responsibilities**
You will interface daily with superiors, peers and subordinates and clients on large and small CTOR projects. This could include interpreting IRS Code and Regulations, drafting guidance, data analyzation and requirements development that help clients translate and implement these rules. You may conduct a gap analysis of the current state of clients' policies, procedures and systems and write business requirements. You will be part of a team that prepares documentation including presentations and flow charts. You will be involved in technical analysis, process improvement and respond to requests for proposals from clients. You will also get the opportunity to support the development of innovative technology solutions, as well as train and manage staff located in remote delivery centers.
