Job Summary: Reporting to the Deputy Chief of Talent, the Executive Director of Human Resources Operations provides key leadership and support within the Talent Office by functioning as the subject matter expert and lead of the high-volume HR operations functions of staffing operations, employee records and data management, school-based HR partnerships and support, substitute services, and the HR contact center operations (HR4U). The Executive Director of Human Resources Operations serves as a member of the Talent Office Senior Leadership Team, providing strategic direction to both Central Office and school-based staff, ensuring alignment of HR Operations with the District’s vision and goals through data-driven decision-making and operational excellence. This is a full-time, exempt position that will be paid for time worked on a salary basis. The Executive Director, Human Resources Operations will be held accountable for the following responsibilities: Support the Deputy Chief in developing and implementing the District’s HR Operations strategies Lead, develop, and manage the performance of the HR Operations teams, overseeing staffing operations, employee records and data management, school-based HR partnerships and support, substitute services, and the HR contact center operations (HR4U) Serve as advisor and subject matter expert on HR operations and school-based HR issues Lead HR operations functions in districtwide initiatives, including collective bargaining agreements and technology implementations Oversee and direct districtwide HR operations processes and services to ensure accurate and timely staffing for schools and central office departments Develop and strengthen cross-functional partnerships with Central Office departments and schools. Support continuous improvement initiatives in collaboration with District leadership Partner with the Deputy Chief to develop efficient, effective, and well-documented Talent policies and processes that enhance HR Operations and employee experience Provide high-quality customer service support to all CPS employees through effective processes and customer service, ensuring the equitable provision of operational support, services, policies, and programs Other duties and workstreams as assigned In order to be successful and achieve the above responsibilities, the Executive Director, Human Resources Operations must possess the following qualifications: Education Required: Bachelor’s degree from an accredited college or university is required Master’s degree is preferred SPHR or other relevant HR certification is preferred Experience Required: Minimum of eight (8) years of relevant HR leadership experience is required, including: Minimum of five (5) years managing HR business partners and/or generalist teams Minimum of five (5) years managing staffing operations in a large, complex organization Minimum of three (3) years supervising multiple teams and managers Minimum of three (3) years managing HR operations in a unionized environment Experience working in the public sector or a K-12 school setting is strongly preferred Knowledge, Skills, and Abilities: Extensive and diversified leadership expertise in developing and executing initiatives that optimize operations, structure, process, and culture Ability to articulate a vision, set high standards, and guide teams effectively Commitment to CPS’s mission, vision, and instructional goals Ability to interact and collaborate with employees at all levels of the organization, including District Leadership, Department Heads, School-Based Staff, and other stakeholders, with professionalism, persuasiveness, and diplomacy; must effectively gain trust, build rapport, counsel, and assess complex situations with a very high level of accuracy Strong analytical and problem-solving skills, including experience developing insights and recommendations using large datasets Deep understanding of challenges facing urban students and ability to coordinate resources to address them Knowledge of HR operations and budget/finance Ability to build and lead high-performing teams in accomplishing work objectives aligned with the District’s mission Strong leadership and team-building skills, e.g., ability to develop high-performing teams united around a clear vision for serving schools and achieving student success Ability to manage sensitive and confidential information with tact and discretion; display a strong work ethic with impeccable judgment, integrity, credibility, and professionalism; demonstrate high levels of decision-making courage Ability to quickly develop and leverage expert-level knowledge of District policies and procedures Conditions of Employment As a condition of employment with the Chicago Public Schools (CPS), employees are required to: Establish/Maintain Chicago Residency - Employees are required to live within the geographic boundaries of the City of Chicago within six months of their CPS hire date and maintain residency throughout their employment with the district. The BUHRM will sit on the executive staff of the business unit and assist the leaders in anticipating organization needs based upon deep business understanding and acumen. Act as a strategic partner and advisor to the business unit leaders, aligning the HR policies and practices with the business objectives and needs. Provide guidance, advice and coaching to business leaders, managers and associates on the full spectrum of human resources services, policies and practices and Associate relations matters. This role is responsible for developing and implementing HR strategies, plans, and programs to support talent acquisition, performance management, compensation and benefits, learning and development, employee relations, and diversity, equity & inclusion. This is a hands on roles supporting Associates, projects and all aspects of HR in the assigned business unit. The BUHRM will also lead 3-4 HR staff assigned to the business unit, ensuring they deliver high-quality services and support to the employees requiring travel between our Buffalo Grove, IL (2 days) and Oak Creek/ Franklin, WI (3 days) manufacturing and distribution facilities. More Specifically, The Business Unit Human Resources Manager Will Develop and implement HR strategies and initiatives aligned with the overall business strategy. Support current and future business needs through the development, engagement, motivation and preservation of human capital. Report to management and provide decision support through HR metrics and reporting. Build organization design models based upon current and future business needs. Bridge management and Associate relations by addressing concerns or other issues. Manage the recruitment and selection process for the assigned business unit. Plan for developmental training, assignments, mentor assignments, career paths to ensure appropriate skill sets within the business. Create career paths within assigned business unit and routinely meet with HR counterparts to review opportunities for cross pollination of talent to meet individual or developmental needs. Design individual development plans for business unit and monitor effectiveness of training or developmental assignments. Develop and monitor overall HR strategies, systems, tactics and procedures across the organization. Oversee and manage a performance appraisal system that drives high performance. Maintain pay plan and continually monitor and perform market analysis to ensure compensation competitiveness. Ensure legal compliance throughout the assigned business unit. Foster a positive working environment reflective of Yaskawa s values including diversity, equity and inclusion for all Associates. Act as a change leader. The Ideal Candidate Will Possess Bachelor's degree required in Human Resources or related field is required. Masters Degree in Human Resources and SHRM-CP or SHRM-SCP preferred but not required. 5-10 years of human resource experience within an engineering-centric organization with at least 2 years of direct partnering with executive leadership. Bilingual English/Spanish is highly preferred. Experience leading people a plus. High degree of business acumen with an understanding of business P&L and other financial statements, a strong understanding of sales cycles and market strategies, as well as a desire to learn the technology aspects of the Business Unit. High degree of organizational skills, along with the ability to set priorities and work independently with minimal supervision in a high volume, fast paced work environment. Ability to prioritize tasks and to delegate them when appropriate. Ability to act with integrity, professionalism, and confidentiality. Ability to provide prompt and thorough responses to Associate and teammate requests; solicits teammate feedback to improve service. Ability for a consultative approach as well as to demonstrate compassion, ingenuity and outside of the box thinking. Excellent verbal and written communication skills. Excellent interpersonal, negotiation, and conflict resolution skills. Ability to work well independently as well as collaboratively in a team environment. High degree of analytical and process improvement skills. The ability to ask why and suggest improvement is critical to success at Yaskawa. Previous experience with Union environments is a plus but not a definitive requirement. UKG experience is a BIG plus, EDI feeds, Business Intelligence reporting as well as advanced Excel skills are required. Scope: As an Associate HR Business Partner, you will be a member of the Human Capital Group reporting to the Regional HR Business Partner, Americas. You will assist in supporting the Company’s departmental groups (Corporate Finance, Financial and Valuation Advisory, Financial Restructuring, Financial Sponsors Coverage, and Corporate) at both a strategic and operational level for the Americas region (U.S. and Brazil). Responsibilities: Act as a point of contact for employees regarding HR policy questions. Address employee concerns and escalate as necessary. Assist in drafting and supporting performance improvement plans. Send, track, and manage employee separation and release agreements. Support investigations related to employee relation issues. Maintain employee records and HR databases. Ensure compliance with labor laws and Company policies and procedures in our local offices. Assist in drafting and implementing HR policies and procedures. Collaborate with HRBPs to align HR strategies and Company goals. Support the year-end and mid-year performance review cycle process and ensure compliance with deadlines. Help coordinate training programs and professional development initiatives.
