Knowledgeable in the overall functionality of the PP module so that manufacturing operations can proceed without interruption. Job DescriptionThe Supply Chain Compliance Manager is a key part of the Supply Chain team which represents multiple locations across the continental United States and supports all EBAD market segments. This position shall oversee and ensure full compliance with federal, state and commercial regulations as they pertain to supply chain activities within our aerospace and defense manufacturing operations.
- Responsible for ensuring adherence to government contracting requirements (e.g., CPSR, FAR/DFARS), commercial standards, small business and internal policies while supporting procurement strategies and supply chain management.
- Develop, implement, maintain and certify procurement compliance procedures and controls.
- Assist in drafting and revising procurement and compliance policies to meet evolving regulatory standards.
- Lead training and company awareness on contractual requirements, federal regulations, and the small business subcontracting program.
- The Small Business Liaison Officer (SBLO) - Manage and champion the company's small business subcontracting program with Supply Chain Managers/Buyers and other applicable cross functional teams to meet annual SBLO sourcing objectives, align with sourcing strategies, address customer requests, and ensures compliance with FAR, DFARS, and other applicable federal regulations.
- Conduct internal audits of procurement processes and documentation for compliance.
- Support regulatory audits and assessments by government agencies or third-party auditors.
- Review and validate supplier certifications (e.g., small business status, ITAR, cybersecurity compliance).
- Support the contract and subcontract flow-down of applicable clauses to suppliers and ensure documentation accuracy.
- Assisting with source selection processes to ensure regulatory compliance and small business subcontracting is a key factor in decision-making.
- Work with supply chain management teams to identify and mitigate compliance risks in the supply base.
- Ensure supplier vetting processes align with trade compliance, cybersecurity (e.g., NIST SP 800-171/CMMC), and ethical sourcing standards.
- Support reporting obligations for procurement under government contracts (e.g., EEO, anti-trafficking, conflict minerals).
- The candidate must have a BA/BS degree preferably in Supply Chain Management, Law or Business.
- 5+ years of experience in regulatory compliance procurement or quality within a government contracting or aerospace/defense environment.
- Knowledge of FAR/DFARS, ITAR/EAR, CPSR, and other relevant regulatory frameworks.
- Experience with government and commercial purchasing systems, procurement audit practices, and contract lifecycle management.
- Strong analytical, communication, and project management skills.
- Familiarity with ERP systems (e.g., IFS, SAP, Costpoint) and procurement compliance tools.
- Experience with Department of Defense (DoD) contracts and reporting requirements.
- Familiarity with ISO 9001 / AS9100 quality standards.
- Experience interfacing with federal agencies or prime contractors on small business initiatives.
- Direct experience managing or supporting a Small Business Subcontracting Program under FAR/DFARS regulations.
- Strong understanding of Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS).
- Familiarity with eSRS (Electronic Subcontracting Reporting System) and other reporting tools.
- Certifications such as CPCM, CFCM, CPSM or related government contracting certifications are preferred.
- Experience supporting Contractor Purchasing System Reviews (CPSR) is preferred.
- Working knowledge of Cybersecurity Maturity Model Certification (CMMC) requirements for suppliers is preferred.

- Implement physical inventory program (cycle count) and ensure physical to electronic inventory match at best-in-class standards
- Responsible for continuing programs of exploration for supplies, suppliers and processes to achieve the best possible quality, prices and delivery
- Coordinate with the Quality department on nonconforming material investigations and corrective actions for purchased items including credits and return authorizations
- Support design (NPD) projects with supplier selection and evaluation activities
- Provide input on supplier reevaluations
- Initiates LEAN Manufacturing practices by analyzing trend information and recommending areas of focus
- Review and monitor production variances (including material variances and time studies)
- Support the development and achievement of KPI's that deliver results for S afety, Q uality, C ost and D elivery. KPI's will encompass OTD, past dues, yield, cost of scrap, labor efficiency, safety, achieving 3rd Day sales target, etc.
- ERP (EpiCor) superuser and "go to" for resolving low level system issues
- Develop, establish, and provide for the maintenance of reporting systems that relate to the supply chain functions
- Bachelor's degree required; Six Sigma Green Belt (or higher) preferred
- 7+ years' Supply Chain experience in a manufacturing environment required
- 5 years' experience with ERP systems required (Epicor ERP preferred)
- 5+ years' experience managing direct reports
- Solid understanding of Planning and Purchasing methodologies (forecasts, safety stocks, replenishment strategies, inventory optimization, lead time reduction, Kanban, etc.)
- General understanding of Lean Management required
- Proficiency with data analytics (databases, MS Excel, and presentations) and MS Office
- Knowledge and experience of working with an ISO13485 Quality Management System.
- Demonstrated success in managing workforce, conflict management and working in a team environment.
- Certified supply chain professional (CSCP) preferred

Position Overview:
The Senior Supply Chain Manager leads the procurement organization for ARKA's Space & Defense business unit located in Danbury, CT. Collaborating with customers, suppliers and internal stakeholders, this position ensures customer and program commitments are met, while confirming compliance with all government regulations. The Sr. Manager is responsible to guide, develop and grow the Supply Chain team. Responsibilities:

The Customer Logistics Analyst oversees the flow of our product from manufacturing through final mile delivery. The role is charged with optimizing BIC logistics to minimize total system cost and maximize profitability while delivering superior customer satisfaction.
