This position serves as the Supervisory Logistics Management Specialist - Chief Supply Chain Officer responsible for the development and integration of a supply chain that ensures the logistical requirement of the VA Health Care Systems and supported catchment areas are met.

DutiesDuties include, but may not be limited to the following:
- Oversees, guides, manages and integrates supply chain operations across the organization;
- Plans and coordinates fiscal, acquisition, clinical and administrative operations;
- Establishes, monitors and manages the performance and measurement of logistics functions for all aspects of the supply chain;
- Conducts logistics audits, compliance reviews and program effectiveness/efficiency reviews;
- Manages all activities involved in the supply chain management to include sourcing, procurement and logistics management activities;
- Responsible for linking major business functions and processes within the organization into a cohesive and high performing business model;
- Forecast planning and budget execution for supplies, subsistence, durable medical equipment, medical gases, expendable/non-expendable and capital equipment, inventory management, warehouse operations, transportation and distribution;
- Leads and/or participates in regular meetings, ensuring logistics needs and requirements are being met;
- Performs other related duties as assigned.

Regular Full-Time positions located at the Child Development Center (CDC I), Fort Meade, MD. Work schedule is Monday-Friday 0600 to 1800 with occasional weekends and evenings. Duties- Serves as a CYS Supervisory Program Specialist with responsibility for supervising CYS direct care staff (minimum of 8 ratios of children in a Child Development Center (Ages 0-5) or 6 ratios of children/youth in a School-Age Program or Youth
- Prepares work schedules to meet ratio and group size requirements. Provides program oversight and accountability. Monitors and analyzes adult/participant ratio sheets to ensure proper staffing to ensure children are supervised at all times.
- Assists with recruitment and selection of caregiving staff utilizing Army CYS Standard Position Descriptions. Supervises and evaluates employees based on established performance standards as required. Ensures timely submission of personnel actions.
- Assists directors and training specialist to plan, coordinate, and implement activities and special events that meet the physical, social, emotional and cognitive needs of children and youth.
- Acts as Assistant Director or Director in their absence up to 20% of the time. May work in additional CYS facilities for the purposes of providing management oversight for evening or weekend openings.
- Must be at least 18 years of age at the time of appointment.

(QUAL 1) Successful completion of a bachelor's degree or higher that included or was supplemented by major study (at least 24 semester hours) in the fields appropriate to the position consistent with: Education must have been directly related to the position to be filled (general psychology/sociology courses are not qualifying). -For positions in Child Development Facilities: The education must have been in child development, early childhood education, home economics (early childhood emphasis), elementary education, special education or other fields appropriate to the position to be filled such as directly related behavioral science. OR (QUAL 2) A combination of education and experience - courses equivalent to a major in a subject matter field (24 semester hours) appropriate to the position (see above), plus appropriate experience or additional course work that provided knowledge comparable to that normally acquired through the successful completion of the four-year course of study described above. In addition to meeting one of the requirements above (QUAL 1 or QUAL 2), candidate must also possess all of the following: 1. Experience supervising or leading caregivers within child/youth facility-based programs. 2. Experience managing a classroom setting within child and youth programs. 3. Experience implementing and overseeing a structured child and youth program curriculum. 4. Demonstrated verbal communication skills gained through conducting training, delivering presentations, conducting meetings with parents and/or staff, or similar.

Pay-Band (NF or CY) Allowances and Differentials This is a pay-banded position. Sunday premium pay may be authorized by the Garrison Commander. If authorized, only regular (full-time, part-time, limited tenure and seasonal) employees may be paid Sunday premium pay. When authorized, Sunday premium will be paid at the rate of 25% of the basic rate for all hours of non-overtime, when any part of the scheduled tour of duty is performed on Sunday (to a maximum of 8 hours per Sunday). Night differential may be authorized by the Garrison Commander. When authorized, night differential will be paid at the rate of 10% basic rate for hours of non-overtime work performed between 1800-0600. Incentives and bonuses As an added employee incentive, the Department of Defense (DoD) granted approval to extend temporary limited commissary privileges (excluding the purchase of tobacco or alcohol products) to CYS employees.
