Overview
Reporting directly to the Enterprise Chief Facilities Officer, the Executive Director of Utilities and Energy oversees plant engineering and strategic energy management for MUSC and MUHA facilities covering approximately 10million square feet. The director also serves as a consulting resource for Health Authority regional sites throughout SouthCarolina, providing technical guidance and recommendations for infrastructure support.
Key Responsibilities- 30% – Supervises a management team, including hiring, training, assigning work, managing & evaluating performance, and conducting performance evaluations; maintains productivity and actions of in‑house and contracted labor to meet departmental goals.
- 20% – Ensures all repair and maintenance activities are performed safely in compliance with MUSC and MUHA policies and applicable codes (NFPA, DHEC, CMS, OSHA, etc.). Provides leadership over in‑house staff across skilled trades and engineering disciplines and plans a $10M annual capital infrastructure renewal program.
- 20% – Evaluates and tracks building energy usage data to identify cost‑reduction opportunities; identifies capital and operational projects that improve reliability and reduce energy consumption; collaborates with Sustainability Manager on federal and state grant/energy rebate programs.
- 10% – Monitors inventories of spare parts, maintenance supplies, and equipment; initiates reordering when necessary; ensures continuous availability of facilities 24/7 and collaborates with Procurement to meet purchasing and contracting requirements.
- 10% – Communicates directly with hospital and university staff and other support services to minimize disruption to patients and staff; collaborates with Facilities Management leadership and supports regional hospital maintenance actions through a consultative role.
- 5% – Participates in periodic regulatory surveys to demonstrate compliance of maintenance programs; maintains readiness for weather events and natural disasters; may be deemed essential personnel during extreme weather conditions.
- 5% – Utilizes a computerized maintenance management system (CMMS) for tracking corrective and preventive work‑orders; performs other assignments as directed by the Enterprise Chief Facilities Officer.
• Master’s degree in a field directly related to the role or an undergraduate engineering degree with 5+ years of utility/energy management experience (or 10+ years of related management experience if undergraduate degree is in a technical field).
• Minimum of 10 years of general maintenance experience with progressive responsibility and at least 5 years of experience directly related to utility and energy management.
• Broad working knowledge of HVAC, electrical distribution, steam and chilled water operations, building automation, energy optimization systems, backup power systems, hydronic heating, medical air and vacuum systems, and fire/life safety systems for healthcare or higher‑education facilities.
• Experience reviewing, participating in, and managing design and construction for large facility capital projects.
• Understanding of audit protocols and regulatory requirements (Joint Commission, OSHA, AALAC, CLIA, etc.) and current code requirements (ASME, ASHRA, NFPA, NBIC, etc.).
• Strong understanding of utility rate structures, curtailment, and energy benchmarking/management, with the ability to cut costs.
Energy management certification preferred.CEM: Certified Energy Manager – ACEM: Accredited Commercial Energy Manager.
