The Employees’ Retirement Fund (“ERF”) was established by ordinance in November 1943 and became effective in January 1944 after ratification by the voters of the City of Dallas. ERF is a single-employer defined benefit pension plan sponsored by the City of Dallas, Texas (the “City”). It provides retirement, disability, and death benefits to its more than 16,000 retired and current members. All employees of the City are members except police officers, firefighters, elected officers, non-salaried appointee members of administrative boards or commissions, temporary employees, individuals working under contract, and individuals whose salaries are paid in part by another government agency. Members are entitled to retirement benefits at the date of eligibility for retirement or disability or to survivor benefits after two years of service. A seven-member Board of Trustees oversees ERF’s portfolio, managers, and performance, as well as reviews and approves potential investment opportunities, with input from the investment consultant and staff.

The Deputy Chief Financial Officer (DCFO) serves as a senior financial executive responsible for assisting the Chief Financial Officer (CFO) in directing, managing, and overseeing the financial operations of the Employees’ Retirement Fund. The DCFO plays a critical leadership role in ensuring the integrity of financial reporting, budgeting, accounting operations, internal controls, compliance, and fiscal stewardship of the Fund’s assets.

Requires a bachelor’s degree (master’s degree preferred) from an accredited college or university in Accounting, Finance, Business Administration, Economics, or a closely related field. Also requires a minimum of ten (10) years of progressively responsible professional experience in accounting, finance, budgeting, auditing, or financial management and a minimum of five (5) years of management or supervisory experience overseeing professional accounting or finance staff. Certified Public Accountant (CPA) designation is required and must be maintained in good standing throughout employment.

The Securitized Products Sales group covers MUFG's institutional investor clients. Responsibilities :

  • Manage institutional investor client relationship across a range of Securitized Products
  • Follow the markets within each asset class and stay up to date on themes & market flows.
  • Close collaboration with Banking and Syndicate for business development
  • Stay up to date with regulatory requirements and its impact on the business
  • Work closely with other asset class teams to promote cross selling across the firm

Role Description

SMBC is seeking an experienced Risk Audit Manager with a minimum of 7 years' experience in the banking & finance industry to work within the Internal Audit Department.

The Audit Manager will report to the Risk Stripe Lead and be responsible to design and supervise execution of internal audits of various complexities, ensuring audit work is performed in accordance with IIA standards and IAD policies and procedures, as well as participate as a team member on other audit engagements or projects.

Role Responsibilities:
  • Manage audit teams to execute high quality reviews within a prescribed timeframe.
  • Direct and supervise audit from inception to completion including planning, testing, issue identification, workpaper review and reporting.
  • Provide support, coaching, and feedback to audit team which may include internal or co-sourced internal audit professionals.
  • Effectively communicate with stakeholder and audit senior management to clearly articulate audit strategy, testing results and corrective measures.
  • As needed, assist with the delivery and execution of IAD's broader audit plan and assurance responsibilities.
  • Participate in quarterly and annual continuous monitoring / risk assessment process to identify business trends and changes in the business risk profile.
  • As needed, assist with special projects related to business process improvements or departmental strategic initiatives.
  • Track and validate closure of issues raised by the department and regulators.
  • Develop, promote and maintain a collaborative and strong working relationship with Americas Division business heads, external auditors, and regulators.
Qualifications and Skills
  • Minimum of 7 years internal audit experience in the banking and finance industry.
  • Subject matter expertise in financial risk (credit/market/liquidity), enterprise risk management, capital planning and/or banking / capital markets products.
  • Advanced understanding of applicable regulatory standards / guidance for a Bank Holding Company.
  • Understanding of audit techniques, internal controls, and workpaper standards.
  • Excellent communication, presentation and professional skills including the ability to interact effectively at all levels within the organization.
  • Bachelor's Degree in Accounting, Finance, or related field. FRM or CFA certification is a plus.

POSITION SUMMARY

Reporting to the Chief Investment Officer (CIO) and working alongside Portfolio Managers and Investment Analysts, the Principal Investment Analyst will contribute meaningfully to all phases of the investment process—from strategic asset allocation and manager selection to portfolio monitoring and board reporting. ESSENTIAL DUTIES AND RESPONSIBILITIES Investment Strategy & Portfolio Management
  • Support the periodic reassessment of DCRB’s strategic asset allocation and asset/liability framework, contributing analysis and perspective to inform long‑term investment positioning.
  • Assist the CIO and Portfolio Managers in portfolio construction, private market commitment pacing, and the ongoing calibration of risk exposures across public and private asset classes.
  • Monitor portfolio performance and risk characteristics against plan objectives, identifying and escalating issues as appropriate.
Manager Research & Due Diligence
  • Lead or co‑lead investment manager due diligence across asset classes, encompassing quantitative analysis, qualitative assessment, operational review, and reference checks.
  • Develop and maintain a deep understanding of DCRB’s existing manager roster, including ongoing performance evaluation, relationship management, and identification of areas for enhancement.
  • Assist in negotiations with new and existing investment managers and service providers to secure competitive economic and legal terms, including fee structures, co‑investment rights, and reporting requirements.
Reporting & Stakeholder Communication
  • Prepare, review, and deliver investment reports, quarterly performance summaries, and presentation materials for the Board of Trustees and executive leadership.
  • Communicate complex financial, market, and legal concepts clearly and accessibly to a diverse stakeholder audience, including Trustees with varying levels of investment expertise.
Team Leadership & Development
  • Train and mentor junior investment team members and interns, fostering a culture of intellectual rigor, continuous learning, and professional development.
FUNCTIONAL COMPETENCIES
  • Deep knowledge of modern portfolio theory, institutional investment management, global financial markets, and the interrelationships among asset classes, economies, and market dynamics.
  • Demonstrated ability to design and implement investment strategies, with the analytical skills and systems to monitor performance and risk against plan objectives.
  • Strong written and verbal communication skills, with the ability to interpret and convey complex financial and legal concepts to senior decision‑makers and non‑specialist audiences.

REQUIRED EDUCATION & PROFESSIONAL CERTIFICATIONS
