Job Duties:     

  • Preparing substantive legal documents such as motions, writs of execution, garnishments, and other legal filings necessary to carry out post-judgment debt collection actions for debts owed to the United States Government.
  • Conducting interviews with debtors, employers, and agency officials to determine the effectiveness of legal actions against debtors in default.
  • Monitor and analyze credit information and public records related to debtor assets and liabilities, review and summarize debtor financial information, and recommend appropriate legal actions to Assistant U.S. Attorneys.
  • Researching, analyzing, and summarizing legal precedents, preparing legal digests, processing debt collection claims referred by client agencies, and making decisions regarding debt compromise, write-offs, and referrals back to originating agencies.
  • Tracking case progress, ensuring legal pleadings, reports, correspondence, and other documentation are completed and submitted within established deadlines.

Job Requirements: 

  • Two-year paralegal degree or a four-year degree with an additional paralegal certificate.
  • Valid United States driver’s license and reliable transportation as well as being able to pass a security clearance background check. 
  • Experience with tracing assets, seizing assets, enforcing judgment liens, and proficiency in word processing applications.
  • Accounting background and experience using online legal research tools such as Westlaw or LexisNexis (preferred).

Documents and data include physical documents, a wide range of Electronically Stored Information (ESI), discovery, forensic images, subpoena returns, PDF’s, audio/video files, pictures, forms, email, and others as required to support the client attorneys. -    Contractor will work with the Litigation Support Manager to ensure that incoming productions are made pursuant to the applicable ESI specifications and when deficiencies are found, provides Litigation Support Manager with detailed notice of deficiencies.

-    Coordinate with the client’s Technology Service Center regarding litigation support projects that are outsourced to the client.

-    Contractor will ensure that all exports for productions are made pursuant to applicable ESI specifications and/or the requirement of the requesting party or client personnel using the guidelines utilized by the Litigation Support Unit. Qualifications:

-    Undergraduate degree preferred-preferably in computer science or related field

Qualifications:

- Modify load files and perform quality control on loaded data quickly and accurately

- Assist with creating and updating document processing procedures as needed

- Run multiple load streams simultaneously

- Perform native file processing in LAW

- Export data from Relativity to create load files for other various platforms as requested by Case Manager

- Performs data conversion processing, including conversions of various document types

- Perform special format data conversions and file manipulation requests

- Handle quality control on load files and Relativity data loads and exports

- Perform advanced requests, such as creating data exports for productions and performing quality control on files, and complicated overlays or appends, privilege clawbacks, and sequestration of documents

- Perform quality control to confirm accuracy on loads completed by new Data Specialists

- Provide hands-on training to other Data Specialist as needed

- Perform basic Relativity searching and global updates to mark and/or tag records as requested; to include confirming record counts in Save Searches and Image redactions prior to creating exports for production

- Receive, review, and analyze new and backlogged Freedom of Information Act (FOIA) requests.

- Intake incoming requests and prepare FOIA request folders.

- Communicate and initiate negotiations with requesters, FOIA staff, sponsors (or regulated industry representatives), and contractors pertaining to records requested and associated information to be released.

- Coordinate searches for responsive documents and identify duplicate records.

- Review program records for responsiveness and offer release determinations.

- Ensure released materials do not contain information exempted under the applicable exemptions.


Qualifications:

- Three (3) years of experience processing Freedom of Information Act (FOIA) requests.

- Demonstrated experience and knowledge of FOIA rules and regulations; specifically applying exemptions b(4), b(5), and b(6).

- Experience redacting records with trade secrets and confidential commercial information.

- Ability to read, write, speak, and understand English.

- Ability to work independently.

- Excellent oral and written communication skills.

- Ability to obtain a government security clearance.


Ideally, you will also have:

- Prior federal government experience is valued.

- Experience with FOIA tools like FOIA EXPRESS.

- Experience using SecureRelease.

- Active security clearance preferred.

- Prepares a variety of technical legal documents that are characteristically complex in format. 

- Reviews incoming documents and material, considers the nature and the status of the case involved.

- Prepares indictments, arrest warrants, summonses, true bills, motions, orders, non-disclosure applications, and orders, stipulations, plea agreements, grand jury and trial subpoenas, and legal memoranda.

- Obtains required information from criminal case files, law enforcement agencies, or other sources, to include in legal documents before submitting to the appropriate AUSA for review. 

- Ensures when preparing recurring legal documents that they conform to local court rules and the rules governing style and format.

- Assists attorneys in preparing for trial by independently compiling trial and witness notebooks, preparing and organizing trial exhibits, assembling jury instructions, and compiling witness and exhibit lists. 

- Coordinates with the victim/witness specialist to ensure adherence to current Departmental guidelines relating to victims’ rights and services responsibilities. 

- Notifies case agents and appropriate office staff of victim/witness issues.

- Using original and online legal resources including Westlaw and/or Lexis/Nexis, verifies legal citations and statutory references contained in legal documents.

- Research to confirm that citations are accurate, complete, and consistent with source material. 

- Proofreads, edits, and revises legal briefs. 

- Electronically files legal documents with the U.S. District Court using the CM/ECF system.

- Develops and organizes tables of contents and indices to briefs in accordance with established format. 

- Lists cited cases, opinions, and miscellaneous references in briefs.

- Composes original correspondence which requires a good working knowledge of legal procedures and specialized terminology 

- Transmitting proposed orders to the court.

- Requesting extensions of time in certain cases.

- Advising of actions taken or developments in cases referred by other federal departments and agencies.

- Notifying attorneys representing defendants of various issues.

- Scans/inputs and links case-related materials into electronic discovery databases and manages those databases. 

- Uploads/downloads into those discovery databases documents and materials received from local, state, and federal law enforcement partners consisting of investigative and forensic reports, bank records, electronic communication records, and audio and video files provided in varying file formats. 

- Manages discovery processing and production. 

- Proficiently bates-stamps and redacts discovery materials using Adobe Acrobat and may employ discovery processing techniques using IPRO Eclipse. 

- Sends continuing discovery to defense counsel as directed by the assigned AUSA.

- Maintains the electronic case files, enters data in the case management system, calendars deadlines using MS Outlook, prepares and files conflict of interest and case opening forms in the electronic case file.


Qualifications:

- Requires paralegal certificate, or JD, or currently attending an ABA-accredited law school, having completed at least one year of study.  

- At least two years of litigation paralegal experience is required; trial experience is very helpful.  

- At least one year of experience in automated litigation support.  Requires sound working knowledge of federal and state court systems, legal research procedures, and legal research resources.  

- Requires excellent written and oral communication skills and thorough knowledge of legal research tools such as LEXIS and Westlaw.  

- Must have hands-on familiarity with a variety of computer applications, including word processing, databases (such as document review and file management systems), spreadsheets, imaging, and hardware systems.   

- Role also requires hands-on familiarity with ESI tools and knowledge of eDiscovery procedures and resources.  

- The ability to consistently deliver the highest quality work under extreme pressure will be very important.

-    Contractor shall design, debug, code, and maintain Cascading Style Sheets (CSS), HyperText Markup Language (HTML), JavaScript, Asynchronous JavaScript and XML (AJAX) code;

-    Contractor shall liaise with other divisions for coordination and complex problem resolution; 

-    Contractor shall perform Operation and Maintenance (O&M) standard operating procedures of LAWS application and other APEX applications as needed; 

-    Contractor shall provide direct end-user support for LAWS; 

-    Contractor shall develop supporting documentation, training materials and provide end- user training support; 

-    Contractor shall assist with ensuring requirements are documented and met.
