About the Opportunity

The Federal Reserve Bank of Richmond has an immediate opening for a Law Enforcement Officer.

In these highly visible roles, your availability must be flexible to accommodate any shift over a 24-hour period (Day, Evenings, or Overnight). Under direct supervision, you will protect and safeguard Bank operations, property and employees and perform various duties of a Law Enforcement Officer. You will operate various technologies, including, but not limited to x-ray and magnetometer screening equipment, access control systems and other specialized areas of security related equipment. This position also responds to Bank emergencies, drills, alarms, potentially dangerous situations, including providing aid to individuals in distressed situations. 

The assigned shift will be determined upon completion of training.

What You Will Do:

  • Protect and safeguard Bank operations, property, and employees.

  • Escalate issues as appropriate to ensure timely and effective resolution.

  • Remain alert and vigilant while performing repetitive duties such as walking, screening, standing and sitting, all while assigned to a post.

  • Respond to Bank emergencies, drills, alarms, potentially dangerous situations and other circumstances.

  • Perform recordkeeping and reporting of moderately complex crimes, complaints, accidents, investigations, and follow-ups.

  • Control vehicle and pedestrian access to building; receive the public, determines nature of business, and directs persons to appropriate destination. 

  • Escort individuals throughout the building when needed; examines packages coming into building; ensures all persons in Bank are properly displaying appropriate access badges.

  • Perform both vehicle and walking patrols to prevent crimes and enforce laws and ordinances.

  • Operate various technologies such as, but not limited to, x-ray and magnetometer screening equipment.

  • Maintain required training and certifications, including firearms, CPR, and First Aid.  Maintain working knowledge of department policies and procedures.

  • Performs other duties as assigned: Executive Protection Unit (EPU), Training Coordination, or Field Training Officer (FTO), or Explosive Detection Dog (EDD).

Qualifications:

  • Must possess a high school diploma or GED. Prefer some college courses or graduation from an accredited college or university. Prior law enforcement experience preferred.  

  • Working knowledge of Law Enforcement procedures and operations is preferred.

  • Qualified applicants should be willing to work 1st, 2nd or 3rd shift.

  • Knowledge of various automated physical security controls is preferred

  • Knowledge of life-saving techniques such as first aid, CPR, AED; certification in standard first aid, CPR, and AED preferred

  • Attend and successfully complete basic law enforcement training and maintain certifications to remain a sworn federal law enforcement officer

  • Familiarity with the use of various firearms; must maintain firearms qualifications

  • Must have basic computer skills

Job Summary:
You will protect and safeguard premises, property, personnel, assets and operations of the Bank through customer-focused services as a Federal Reserve Law Enforcement Officer. You may operate a post; working special law enforcement duties, such as securing crime scenes or perimeters around incidents; and/or performing directed law enforcement activities in emergency or crisis circumstances without being relieved for extended periods of times.

You must successfully complete the Federal Reserve System's (FRS) Basic Law Enforcement Course (BLEC) which provides entry level basic law enforcement training to the FRS officers tasked with providing law enforcement and protection to the premises, grounds, property, personnel and operations of a Reserve Bank and the Board of Governors. Training is approximately (6-8 weeks) off premise held at either Federal Reserve Bank of Atlanta or Federal Reserve Bank of Cleveland.

The job description below is a dual grade job posting. Candidates who possess a slightly higher level of experience, education, or qualifications may also be considered.

Job Description:

  • You will perform all law enforcement activities. Enforces Federal Laws over which officer has jurisdiction.
  • Protect and safeguard lives, property, and Bank operations.
  • You respond to disturbances and other rapidly evolving events, including potentially life-threatening situations.
  • Make critical decisions at the scene of emergencies and potentially life-threatening situations prior to the arrival of more senior officers.
  • Access National Crime Information Center (NCIC) and Intelligence information, to check for warrants, those on terrorist watch lists, and other caution indicators.
  • You detain persons identified through NCIC with active warrants for local law enforcement pursuant to department procedure.
  • You will control access to Bank and high security Law Enforcement areas, including inspecting individuals, their property, and/or vehicles.
  • You perform interior and exterior Law Enforcement patrols, may be required to complete welfare checks, and provide escorts through sensitive or restricted areas.
  • You handle routine law enforcement calls for service and requests from Bank population, including visitors, contractors and/or vendors.
  • Prepare detailed incident reports of emergencies and routine events.
  • You will have the ability to read, comprehend, understand and execute established departmental policies and corresponding procedures.
  • Assist as needed in emergency procedures to include evacuation, bomb threat, active shooter and shelter in place response plans, duties may include assisting in the evacuation of disabled person(s), traffic mitigation, working assignments with city, state or federal first responders and other assignments during the event of an emergency situation.
  • You operate and monitor Bank Law Enforcement and life safety systems and equipment, including but not limited to the Video Surveillance System, integrated access control and Law Enforcement alarm systems, x-ray machine, metal detectors, trace detection equipment, and other screening equipment, biometric readers, radio system, fire system, public address system, and fire extinguishers.
  • You may serve as a communication/command center operator. Views Video Surveillance System and monitors Access Control System computer intermittently for up to 12 hours.
  • You will wear law enforcement uniform, including duty belt and handgun, while on duty.
  • You operate Law Enforcement motor vehicle(s) equipped with emergency vehicle lighting, siren and signals.
  • Perform other duties as assigned.

  • The salary grade for this position is 9.  Final salary and offer will be determined by the applicant’s background, experience, and skills, and internal equity and alignment with market data.

    High school diploma or equivalent. Bachelor's degree in criminal justice or related field desirable.

    At least 21 years of age.

    Valid driver's license.

    Successful completion of annual or additionally required medical or psychological examination. Successful completion of ongoing or additionally required background checks. Successful completion of any required "fit for duty" evaluation.

    Physical Requirements:

    Bending Balancing Carrying - minimum 18 lbs. additional weight on person (duty belt/ballistic vest).

    Carry/drag - move a simulated victim/disabled person a reasonable distance.

    Walk/Run- at a rapid pace to respond to attend to or react to law enforcement activities and or emergency situations.

    Ability to withstand exposure to stress-producing situations such as encountering persons suffering from emotional, physiological or drug inducted crisis situations, serious bodily injury or killed by accidents, crimes, or suicides.

    Climbing - including quickly ascending/descending stairs for emergency response, working on unprotected heights and work around moving machinery.

    Grasping/Gripping - use of weapons and contact controls.

    Hearing - No loss greater than 30dB at 500, 1000, 2000; or 40 dB at 3000 and 4000. The use of a hearing aid is permitted.

    Kneeling/Crouching - rendering aid, weapons qualifications, arrest procedures, contact controls.

    Lifting - minimum 50 lbs.

    Reaching - including overhead and/or with both hands at the same time.

    Seeing - corrected visual acuity at least 20/30 with both eyes corrected or uncorrected. Vision must be able to be corrected to at least 20/100 in the worst eye.

    Sitting Speaking/Talking - clear annunciation and conc ise direction.

    Standing - up to 90 minutes continuously.

    Walking - up to 60 minutes continuously, including patrolling a multi-level building utilizing stairs.

    Inspecting - able to distinguish weapons or Bank prohibited items through pat-down of individuals.

    Dexterity/coordination - load weapon magazine(s), insert magazine in weapon, operate charging mechanism, operate safety mechanism, clear ammunition misfeed, remove magazine(s), and extract ammunition from weapon(s).

The Program Manager provides oversight and expertise for strategic projects primarily associated with the Talent and Organizational Development (T&OD) business line and the Federal Reserve Bank of Philadelphia. Job Description:

  • You are accountable for the day-to day operations of the Talent Development and Organizational Development staff and goals. You will build and evaluate the skills and capabilities of the talent management and organization development team by setting clear performance expectations, providing on-the-job coaching and setting a specific learning plan for best practices. You evaluate performance regularly; deliver timely feedback and prepare and conduct thorough performance reviews.
  • You are a subject matter expert/trusted advisor with senior leaders, business unit managers, and others as appropriate to develop and implement talent strategic plans.   • You develop Talent Management and Organizational Development (TMOD) strategies in support of the Bank’s overarching talent strategy and goals. You partner with business line leadership to develop and execute specific TMOD strategies for their business areas.
  • You will continue to innovate on Bank strategy for talent by leveraging and designing standard and customized programs, tools and training as well as partnering with business leaders to evolve their workforce plans.
  • You conduct needs analysis and assessments to help measure and evaluate the effectiveness of all learning and professional development efforts and training programs. You develop, oversee and evolve metrics for the Bank's Talent Strategy in an effort to demonstrate progress in achieving the Bank’s workforce goals.

Education and Experience:

  • Bachelor’s degree in computer science, engineering, mathematics, or related field, or equivalent combination of education and experience.
  • Minimum of 5 years of relevant experience in HPC administration and systems engineering.

Knowledge and Skills:

  • You will have extensive experience with Linux operating systems (Red Hat/CentOS) in an HPC environment.
  • Command line skills and proficiency in scripting languages (Python, Bash).
  • Experience with job scheduling systems (SLURM) and resource management.
  • Knowledge of parallel file systems and storage technologies (e.g. ceph, GPFS, Lustre, BeeGFS).
  • Familiarity with parallel programming models (MPI, OpenMP) and scientific computing frameworks.
  • Experience with configuration management and automation tools (Terraform).
  • Demonstrated specialized problem-solving abilities and analytical thinking.
  • Solid appreciation for research, sound judgment and healthy professional skepticism, understands sensitivities, considers big picture in addition to tactical details.
  • Ability to communicate effectively with PhD economists as well as with various levels of personnel and different types of specialists, strong interpersonal and listening skills, approachable.
  • Agile and comfortable working in evolving rigorous research environments.
  • Research support-oriented, responsive to time-sensitive matters and custom needs.

Responsibilities:

  • Monitor metal detectors, metal detection wands to scan visitors, personal items, and packages for unauthorized items. Monitor and authorize visitors accessing Bank facilities and records visitor data on appropriate logs. Monitor surveillance equipment and other specialized equipment. Inspect vehicles entering security sensitive areas for unauthorized personnel or contents. Participate in special assignments for Law Enforcement Unit or Bank management, such as escorting VIP's or Bank visitors working in high security areas.
  • Patrols building and reports unusual situation or unauthorized individuals. Monitor departments for safety or security violations, and reports findings to shift supervisor and prepares incident reports. Respond to general alarms and secures building until alarm has been canceled.
  • Maintain proficiency in use of personal computer (PC) and related software, computerized access and control systems, video surveillance equipment, x-ray and metal screening equipment, several alarms systems and Automated External Defibrillators. Maintain knowledge of current trends and technological developments in the Law Enforcement field.
  • Maintain proficiency in areas such as weapons (lethal and non-lethal), first aid, CPR, firefighting techniques, civil disorders, and public relations. Must exhibit spontaneous good judgment over life and safety issues (shoot and don't-shoot scenarios, discrete handling of detected weapons and explosive devices, when to employ use of life saving and rescue equipment).
  • Inspect credentials and identification of employees and visitors and ensure that only authorized personnel and vehicles are permitted access to the facility.
  • Use electronic metal detectors and x-ray machines in the physical search of persons, packages, briefcases, and luggage. entering the building, being especially alert for weapons, explosive devices and other prohibited items.
  • Programs and maintains data in the access control system.
  • Enforce federal and state law and the administrative rules and regulations of the Bank. Make apprehensions, participates in subsequent court or administrative processes.
  • Work with employees and the public.
  • Monitor security systems and devices to detect the planning or preparation of acts that may threaten the safety or security of the Bank and its contents, and employees and visitors and their personal property.
  • Respond to emergency and non-emergency calls for service by responding to or contacting complainants, victims, and suspects.
  • Conduct preliminary investigations and take initial report/complaint. Prepare and submit required reports consistent with Division policy.
  • Maintain detailed and accurate records for files, follow-up investigations, and court purposes. Take command at crime scenes or accidents and administer first aid.
  • Remain compliant with all FRS and Bank training requirements and maintains Federal Reserve Law Enforcement Officer certification.

Qualifications:

  • Associate's Degree in Criminal Justice or related field, or an equivalent combination of education and experience.
  • For Level I: (One year of relevant military, law enforcement or armed security experience preferred.) For Level II: (Two years of relevant military, law enforcement or armed security experience with at least one year of full-time experience as a sworn law enforcement officer.)
  • New hires in the Federal Reserve Law Enforcement Officer I/II role must successfully meet the requirements of the Federal Reserve System Basic Law Enforcement Course to become federally sworn law enforcement officers.
  • Valid drivers license.
  • Must be able to lift/carry 150 pounds.

Additional Information:

The full salary range is $49,300-$61,583-$73,900 for Level I and $55,300- $69,151- $83,000 for Level II. The expected starting salary range is $60,000-$70,000. Salary offer will be based on qualifications/experience of the candidate, alignment with market data, the needs of the position, our total compensation package, and internal equity
