Overview

Position Objective

This position directs and oversees forecasting, monthly analysis, and financial management processes at one or more MTA Agencies. This includes guiding staff in identifying opportunities for enhanced budget controls, cost-saving initiatives, and budget risks. The primary objective is to ensure labor and non-labor resources are available to support the strategic and operating goals of the MTA, and funds are optimized to a reasonable extent.

This position is highly visible and will be expected to make financial presentations to MTA and Agency senior executives, external entities, and senior staff within the MTA as requested. This position is situated within the MTA-wide Office of Management and Budget. Members of OMB are expected to share best practices, coordinate on topics cutting across constituent MTA agencies, and, on occasion, rotate to focus on other portions of the MTA as needed.

Responsibilities
  • Direct the development of Agency financial plans, ensuring departmental and MTA-wide and Agency conformity with corporate budgeting assumptions, expense reduction targets, and other actions for budget balancing.
  • Effectively guide and assist departments and agency executive leadership in developing a financial plan that allows the agency to achieve operating performance goals while remaining within the overall MTA financial envelope.
  • Direct the staff and oversee the monthly, quarterly, and annual review and reporting of operating budget results, including revenues, accrued and cash expenses, headcount, overtime, employee availability, and key operating performance metrics.
  • Reports provided to MTA executive staff, MTA Board, agency department heads, executive staff, and other parties.
  • Work with MTA, Agency, and departmental staff to monitor financial performance and develop recommendations for corrective action and/or budget modification.
  • Select, develop, and motivate staff. Provide prompt and effective coaching and counseling. Review the performance of staff. Create a professional environment that respects individual differences and enables all employees to develop and contribute to their full potential.
  • Work with other Directors/Deputy Directors in Management & Budget MTA-wide, and their staff, to improve workflows related to financial plans, forecasts, and analyses.
  • Act as the representative for this OMB unit when the implementation or upgrades to financial systems occur.
  • Represent the unit on committees and task forces, especially in the areas of functional consolidations and financial and operational efficiencies.
  • Perform and direct special projects that enhance MTA's understanding of financial and operational trends, problems, or issues affecting the efficiency and effectiveness of MTA services.
  • Recommend strategies to overcome problems or to achieve desired results, including ways to: improve financial controls; ensure intergovernmental financial assistance; improve understanding of the relationship between costs, services, and ridership; and explore other areas to provide useful information to Operating Agencies.
  • Manage special projects upon request of leadership and take on other responsibilities as assigned.
Required Qualifications

Required Knowledge/Skills/Abilities:

  • Experience should include, but not be limited to, developing complex and sophisticated multi-year financial plans for either government or private organizations. A diverse aptitude for financial management is also necessary.
  • Excellent oral and written communication skills are necessary, as well as the ability to synthesize complex financial information.
  • Experience should include budgeting, revenue and cost analysis, report writing, and financial planning.
  • Knowledge of financial planning, analysis, forecasting, and control techniques.
  • Strong problem-solving and analytical skills.
  • Excellent organizational and presentation skills.
  • Experience using Microsoft Office (Excel, Word, PowerPoint).
  • Familiarity with ERP (Enterprise Resource Planning) systems.
  • Ability to professionally deal with all levels within the organization and MTA.
Required Education and Experience
  • Bachelor’s degree from an accredited university or college, with a preferred concentration in Business, Finance, Economics, Public Policy Analysis, or related field, is required.
  • This role requires a minimum of 8 years of experience, of which 4 years must have been in a supervisory/leadership position or managed a process or function.
The Following is/are Preferred
  • A graduate degree in a related field is preferred.

Responsibilities

Develops, maintains, and implements DOB emergency preparedness and response plans by conducting hazard assessments, coordinating with internal and external partners, and ensuring alignment with MTA-wide emergency management standards. Produces clear, actionable emergency documentation and reports to strengthen communication, coordination, and leadership decision-making during disruptive events. Leads division-wide preparedness audits, reviews response workflows, and drives corrective actions to ensure staff readiness, asset availability, and compliance across all divisions. Serves as the primary subject matter expert and liaison for DOB emergency protocols, briefing leadership, managing sensitive communications, and enforcing media controls. Leads operational command, multi‑agency coordination, and emergency communications during major incidents through management of the DOB Bus Command Center and coordination with MTA, NYCT, and City agencies.

Additional Responsibilities
  • Develop, maintain and implement all DOB emergency preparedness plans by conducting hazard assessments, coordinating with internal and external partners, integrating best practices, and ensuring every plan from hurricanes to heat emergencies to blackouts remains current, actionable, and aligned with MTA‑wide emergency management requirements. Produce and distribute streamlined documentation, emergency response action plans, reports, etc., that improve emergency communication and coordination with DOB leadership and partners and for use during any disruptive event.
  • Conduct comprehensive, division‑level emergency preparedness audits by reviewing operational processes, validating the availability and condition of assets, assessing staff training records, and analyzing response protocols; produce actionable reports and drive corrective measures that strengthen consistency and compliance across all divisions. Review response workflows to ensure staff are prepared and capable of responding to weather‑related and operational emergencies. Develop and maintain a standardized DOB annual preparedness calendar that follows the national standards for the preparedness cycle.
  • Serve as the subject matter expert and primary liaison for inquiries regarding DOB emergency response protocols and plans; brief leadership on sensitive issues, prepare talking points, and enforce controls to prevent unauthorized or unscripted communication with the press during both routine operations and emergency events.   • Lead operational command and multi‑agency coordination during emergencies by managing the DOB Bus Command Center throughout major storms, citywide incidents, or service disruptions; coordinate closely with DOB leadership, MTA HQ, NYCT, and external City agencies to ensure unified response efforts, timely information exchange, and alignment with citywide emergency response strategies and protocols.

Education and Experience
  • Baccalaureate degree in Emergency Management, Public Administration, Business Administration, Transportation Management, Homeland Security, or a related field and seven (7) years of related experience, at least four (4) years of which have been at a managerial/supervisory capacity;
  • A satisfactory equivalent combination of education and experience may be considered in lieu of a degree.
Specialized Experience

Experience serving as a liaison with government agencies, public safety organizations, and senior leadership to coordinate emergency preparedness, resilience initiatives, and communications.
