Job SummaryThe Payables/Procurement Specialist will work with various Police department personnel in regard to processing invoices and requisitions. This role ensures that purchases are made in accordance with city policies, orders are processed efficiently, and vendors are paid accurately and on time. The ideal candidate will have strong organizational skills, attention to detail, and the ability to collaborate to support operations while maintaining financial integrity.
Responsibilities and Duties- Processes accounts payable invoices for payment after verifying compliance with established city procedures. This includes researching and reconciling invoices listed on monthly statements from vendors.
- Reviews of all department expenditure requests to ensure compliance with established policies. This includes verifying the availability of budget funds and approval status of suggested vendor.
- Processes Purchase Requisitions and change orders.
- Assists with and coordinates by processing invoices for payment with City Finance and closing out open purchase orders, prior to the fiscal year end.
- Responds to telephone or in-person inquiries; works with various internal units and city personnel; answers various inquiries personally.
- Performs any administrative tasks relating to finance.
REQUIREMENTS:
- A minimum of at least two (2) years of professional accounting or similar administrative experience in public or private enterprises.
- Associate's degree from an accredited college or university preferred.
- Proficient in Microsoft Office
- Ability to communicate effectively, orally, and in writing.
- Knowledge of the principles and practices of finance.
- Ability to critically analyze information and problem solve.

- Provides support for detectives; monitors location and status of each detective; types detective reports; assigns detective reports in computer; types supplemental reports for case files; prints case file reports; enters subpoenas of detectives’ court dates into subpoena handbook; enters pawn tickets into GCIC/NCIC criminal information computers; identifies crime trends in pawn files; enters intelligence reports, field interview reports, and miscellaneous incident reports into computer; screens reports to obtain information of use to detectives; runs GCIC/NCIC computer queries; generates Uniform Crime Reporting (UCR) reports.
MINIMUM QUALIFICATIONS
Education and Experience:
Requires a High School Diploma or equivalent; or equivalent combination of education and experience.
Special Qualifications:
Operation of GCIC/NCIC criminal information system requires possession and maintenance of valid GCIC/NCIC Terminal Operator certification.

- Education: Possession of a baccalaureate degree from an accredited institution, preferably in Computer Science, Information Systems, Public Administration, Business Administration, or a related field., AND
- Experience : Six (6) years of progressively responsible verifiable full‑time professional Information Technology experience, including six (6) years of supervisory experience within a large IT organization performing major management duties.
- Experience must include significant responsibility in:
- Developing and executing multi‑year technology strategies and/or innovation roadmaps in complex, high‑stakes environments such as public safety, government, healthcare, or similar sectors.
- Leading large‑scale IT projects and establishing division‑wide goals, priorities, policies, and service levels.

Protect and serve the patients, staff and visitors of UNC Hospitals through law enforcement and crime prevention. Patrol specific campus locations and investigate complaints and violations of State laws and local ordinances. Provides first-line supervision of a squad or unit. May assist in managing the Criminal Investigations Division, Training, Administrative, or Community Services Unit.

Develop and implement preventative patrol techniques and perform specialized duties to deter crime and promote effective safety and security practices including evaluating statistical criminal activity data and trend evaluation; assessing potential for crime; developing and managing information programs to reduce crime; and distributing printed informational materials.
Develop and manage programs aimed at reducing crime through educating the public regarding activity on Hospital property. Focus is on personal and group preventative measures to reduce the probability that a crime will occur, plus explaining the role of UNCHP as it relates to the Hospital community.
Conduct investigations of criminal activity that occurs on Hospital owned property which Includes conducting preliminary and follow-up investigations concerning violation(s) of State law, injury to persons or property, and conditions and causes of an incident.
Identifies leads, conducts interviews, prepares written reports and court documents, and identifies, collects and preserves evidence. Determines the causes of crimes, arrests suspects and testifies in court.
Enforce State and local traffic laws and ordinances. Includes: accident Investigation, aiding injured persons, interviewing victims, witnesses, etc., writing citations, and arresting as appropriate. Controls and directs pedestrian and vehicular traffic in accident and other designated areas, and other traffic related duties as needed.
Serve as the Training Officer for sworn personnel to include, but not limited to, coordinating schedules for new officers during their FTO period; manage the department's FTO program and training officers; coordinate the annual in-service training for the police section of the department; serve as a general instructor within the department.
Maintains current BLET certification including annual in-service training. Serve as primary or alternate FTO for new officers assigned to the Field Training Officer program.
