About the Role:
This Preconstruction Manager will oversee the successful execution of the preconstruction phase for a variety of commercial and industrial construction projects including Self-storage, Manufacturing Facilities, K-12, Municipal, Healthcare, and general commercial projects. The role involves leading all activities related to estimating, bidding, and scheduling, with a focus on accuracy, coordination, and alignment with the projects financial and design goals.
Primary Responsibilities:
- Manage and coordinate all aspects of the preconstruction process, including estimating, value engineering, budgeting, and scheduling.
- Prepare detailed estimates at all project phases: conceptual, schematic, design development, and construction.
- Analyze and develop cost models during design development and bidding.
- Ensure the quality, accuracy, and completeness of project estimates.
- Lead the subcontractor bidding process, including solicitation, qualification, and evaluation.
- Collaborate with project teams, clients, architects, and consultants to align estimates with project goals.
Requirements:

Serco is hiring Estimators with commercial construction experience to support the Federal Emergency Management Agency Public Assistance recovery initiatives in Zone 2 across the Midwest. This position will consist of professional and non-professional personnel to provide support to state, tribal, territorial local governments, and some private non-profits. Serco strives to provide support quickly and efficiently to FEMA's mission by helping those effected by man-made and natural disasters. These positions are deployment based, and you must be willing and able to deploy anywhere in Zone 2.
This position is contingent upon your ability to obtain/maintain/transfer a FEMA EOD Badge/Public Trust Clearance.
This position is contingent upon customer requirements and/or their approval.
In this role, you will:
- Develop cost estimates for infrastructure projects
- Evaluate applicant-provided cost claims for reasonableness
- Review information provided and identifying additional information needed
- Research, review, and update equipment rates used in reimbursing applicants for the use of applicant owned equipment while performing eligible work
- Develop and validate the Scope of Work (SOW) and Cost Estimate for to-be-completed work based on Site Inspection Reports (SIR)
- Provide Damage Descriptions and Dimensions (DDD)
- Enter projects into the Grants Manager (GM) system and ensuring the developed DDD, SOW, and cost are consistent with each other and adequately supported by source documentation
- Utilize standard sampling methodology to verify projects
- Document the requirements necessary to complete the project in a Request for Information (RFI) while working with the PDMG and the Task Force Lead to resolve outstanding requests
- Perform peer reviews of projects formulated by other team members
To be successful in this role, you will have:
- 2 years minimum of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience
- A bachelor's degree and 5 years of experience in a related field; OR 10 years of experience in a related field (without a degree; must have high school diploma or GED)
- 1-2 years of experience in providing estimating services of large commercial infrastructures
- 1-2 years of experience in providing estimating services in any of the following eligible types of work:
- Restoration of roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks and recreation centers
- The ability to obtain and maintain a FEMA Public Trust
- A United States citizenship
- Ability to maintain FEMA specific trainings
- Strong Microsoft Office skills
- Excellent written and oral communication skills

We are looking for an experienced Preconstruction Estimator to join our team in Washington, D.C. The ideal candidate will have a Bachelors degree, a minimum of two years of experience in commercial preconstruction environments, and a thorough understanding of the construction bid process.
The Preconstruction Estimator will be responsible for preparing project estimates, reading engineering documents and specifications, sourcing for new trades, and working with Finance on planning for project hand-offs. In this role, you will:
+ Be responsible for facilitating and coordinating the delivery of the Public Assistance grant funding while coordinating the applicant's recovery priorities
+ Facilitate and coordinate the accurate delivery of grant funding
+ Coordinate the applicant's recovery priorities
+ Participate in site inspections
+ Provide strong customer service to the applicant through the entire delivery process, from the exploratory call to the recovery transition meeting
+ Assist in identifying the eligibility of special considerations concerns that could delay grant development
+ Act as the primary point of contact to applicants in all phases of the delivery model
+ Manage the grant delivery process for an average amount of eight (8) individual applicants simultaneously. The number of applicants can vary from approximately 1 to 15 depending on the number of projects and complexity of projects that an applicant claims
+ Ensure program delivery in a timely professional, customer-centric manner that meets all assigned Applicant's recovery priorities
**Qualifications**
**To be successful in this role, you will have:**
+ 2 years minimum of prior Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience
+ A bachelor's degree with 5 years of experience in a related field, OR 10 years of experience in a related field (without a degree; must have high school diploma or GED)
+ 1-2 years of experience in large commercial construction projects
+ 1-2 years of experience in any of the following eligible types of work:
+ Restoration of roads, bridges, water control facilities, buildings, equipment, utilities, debris removal, schools, churches, parks, and recreation centers
+ The ability to obtain and maintain FEMA Public Trust
+ A United States citizenship
+ The ability to maintain FEMA specific trainings
+ Strong Microsoft Office skills
+ Excellent written and oral communication skills
+ The ability to deploy to any location in zone 2 with a 24-48-hour notice after task order award

This position will consist of professional and non-professional personnel to provide support to state, tribal, territorial local governments, and some private non-profits. In this role, you will:
+ Develop cost estimates for infrastructure projects
+ Evaluate applicant-provided cost claims for reasonableness
+ Review information provided and identifying additional information needed
+ Research, review, and update equipment rates used in reimbursing applicants for the use of applicant owned equipment while performing eligible work
+ Develop and validate the Scope of Work (SOW), Cost Estimate for to-be-completed work based on Site Inspection Reports (SIR) and provided Damage Descriptions and Dimensions (DDD)
+ Enter projects into the Grants Manager (GM) system and ensuring the developed DDD, SOW, and cost are consistent with each other and adequately supported by source documentation
+ Utilize standard sampling methodology to verify projects
+ Document the requirements necessary to complete the project in a request for Information (RFI) while working with the PDMG and the Task Force Lead to resolve outstanding requests
+ Perform peer reviews of projects formulated by other team members
+ Verify legal descriptions in public records
+ Inspect new, existing, and damaged property, to include all parts of the structures taking into consideration condition, design, construction, and land value
+ Photograph interior and exterior and all areas of the property
+ Use comparable and other means to determine value
+ Prepare detailed appraisal reports and presenting them to PA and FEMA

Commercial Construction Superintendent - Government
Job Description:
A Superintendent directs the work flow of the project on site consistent with the project schedule and HITT safety and quality standards. The Superintendent provides leadership and serves as the liaison between project team members to promote the interest of both the business and clients in all matters, as well as demonstrate the characteristics of a mid-level leader. The Superintendent communicates project priorities to site staff and all subcontractors, serving as the primary leader on site for the construction project.
Responsibilities
- Understanding and administering the HITT safety program to include all subcontractors, ensuring that all accidents/incidents are promptly reported and investigated, and assisting in safety inspections by outside agencies
- Maintain HITT quality standards for all aspects of the project
- Serve as the leader for all on site safety, managing a safe jobsite for all involved
- Maintain daily log of all activities and site conditions, while managing the punch list and closeout process through owner/architect acceptance
- Work with the project manager in formulating project schedule, ensuring that the proper methods and sequence of installation are followed, making and following through with schedule commitments, and maintaining HITT quality standards
- Maintain good working relationships with all subcontractors on the project, developing relationships within the community which enhance business opportunities, and ensuring subcontractors are treated fairly
- Ensure complete, accurate daily documentation of work orders/tickets, understanding subcontractor scope of work to avoid unnecessary change orders, and identifying problems early and act immediately to provide solutions
- Develop and organize the site team, arranging for temporary facilities/utilities for the site, and identifying long lead items that need to be expedited
- Collaborate with the project manager and site operations team throughout the life of the project
- A four-year degree from an accredited university with a concentration in construction, engineering, or business is strongly preferred.
- In lieu of a degree, additional work experience is acceptable.
- 5+ years' experience in commercial construction, including experience with a commercial general contractor
- Tenant renovations, service work, work in occupied spaces, weekend work, fast paced project experience all a plus
- Mastery of building processes and best practices
- Ability to organize necessary resources, including people, tools and time to meet tight deadlines and achieve desired results
- Project lead experience preferred Previous experience in a superintendent or project lead experience preferred
- Ability to master sector/project-specific software systems including but not limited to: Microsoft Office suite (ex. Project, Excel, Word, Outlook, PowerPoint, etc.), ProCore, Adobe, BlueBeam,
- OSHA 30 Certification preferred
