Location: The Salvation Army – Alabama, Louisiana, Mississippi -Divisional Headquarters.

Position Title: Divisional IT Manager II

Schedule: Monday – Friday. 8:30 am – 4:30 pm.

About this opportunity:

  • Manages the day-to-day operations and administration of the Information Technology Department; provides technical expertise and manages technical support to the Corps throughout the division in order to maintain an optimal operating level of all computer systems; provides leadership and direction for the IT team; travels throughout the division to survey site locations in order to determine the most appropriate computer equipment and method of installation or to troubleshoot existing system problems. Serves as a technical representative to Territorial Headquarters and outside vendors on behalf of the Corps.

Responsibilities include:

Manages IT Operations (60%)

  • Develops, plans, and manages the business operations (i.e., budget, procurement, staff supervision) of the Information Technology Department to provide leadership and direction throughout the division.

  • Supervises and manages the workload of the Information Technology staff; ensures their areas of responsibilities are outlined, and work schedules are completed in a timely manner; sets goals and ensures that they have the tools and training necessary to accomplish them. Conducts performance evaluations and provides hiring and termination recommendations.

  • Develops and manages all Divisional Information Technology projects in conjunction with the Territorial IT Department, including the rollout of Salvation Army applications, the establishment of new computer networks and services, and system-wide network maintenance and upgrades.

  • Prepares the annual operating budget of the Divisional Headquarters Information Technology Department as established by the Divisional Finance Board; prepares the annual computer purchasing budgets for all departments at Divisional Headquarters.

  • Plans, manages, and evaluates Divisional IT operations to ensure compliance with territorial information technology standards and operating procedures; evaluates monitors, and approves all changes in the information technology infrastructure including changes in standard hardware and software standards.

  • Under the direction of the Territorial Headquarters Chief Information Officer, Territorial Headquarters Deputy Chief Information Officer, and Territorial Headquarters Information Technology, participates in the development of all information technology positions across the division; plans improvements for the divisional organizational structure and staffing strategies to maintain compliance with territorial IT goals and standards.

  • Manages the recruitment process for all information technology positions across the division; interviews and participates in the selection of candidates for employment; participates in orienting and training of all divisional IT staff.

  • Prepares for and participates in annual audits of Divisional IT Departments by Territorial Headquarters; maintains an up-to-date Divisional IT Profile which tracks the number of users, staff standards (job functions, credentials, and staff size) and equipment standards (product and service selection, management, maintenance, security, and financial accountability).

  • Maintains an effective working relationship with the Territorial IT Director and communicates divisional needs, concerns, operational issues, and recommendations in a timely manner; receives input and feedback from the Territorial IT Director regarding compliance with territorial IT standards, policies, and procedures; receives input from the Territorial IT Director on the annual performance evaluation regarding individual performance and accomplishments.

Maintains Vendor Relationships (25%)

  • Serves as liaison with corporate offices such as AT&T, Cisco, and other vendors for installation, maintenance, and programming of telephone equipment; responsible for telecommunications system at DHQ and in the field, as requested.

  • Serves as a representative of the Corps/Division in dealings with outside service vendors, and other computer equipment, data communications equipment, or computer service vendors; monitors the work performed by the outside service vendors to ensure the hardware problems are quickly and satisfactorily resolved.

  • Develops and maintains working relationships with representatives of the outside service vendors, other computer equipment and computer peripheral vendors, and computer service vendors.

Manages Divisional and Corps Technical Support (15%)

  • Manages the preparation, distribution, and maintenance of Windows servers for DHQ, Corps, and Area Commands; installs and maintains required Data Bases i.e., Ceridian Source Time, Citrix, Great Plains, etc.

  • Manages the installation of Lotus Domino Mail Server on appropriate Windows Servers within the Division; installs Lotus Notes Client Services on all Workstations; at sites without a Domino Server, the Notes Client will be prepared as a Notes Direct Dial-up to a local Domino Notes Server or the Divisional Notes Serves as appropriate.

  • Manages the maintenance of Territorial approved computer equipment, hardware, and software list; reviews all requisitions for computer equipment, hardware, software, cabling, or related supplies being submitted by Corps, Area Commands, and Service Centers personnel in responsibility; submits requisition to DFB for consideration/approval.

  • Visits the Corps of the Division as requested to assist in the resolution of problems occurring with the computer hardware equipment, the application software, or the data communications equipment.

  • Manages troubleshooting problems and identifies the source of computer hardware, software, or data communication problems, logging each call received on the Divisional "Computer Service Request" form.

  • Manages the resolution of application software problems that exist due to inadequate documentation, improper application configuration, or improper configuration of the operating system software.

  • Serves as the technical representative of the Corps of the Division in communicating problems with those software applications to the Territorial Headquarters Information Technology Department.

  • Responds to correspondence received from the Corps of the Division requesting information on the use of their computer or software applications or requesting assistance in the management of their computer systems.

  • Manages the testing of new software modules received from Territorial Headquarters to ensure they resolve the reported software application problems without changing the operation of the existing features of the software application.

  • Notifies the appropriate personnel when problems are discovered; addresses methods to "workaround" the problems and provides an estimated date when the "fixed" software module will be available.

  • Develops step-by-step instructions and telephone guidance to assist in the installation of "fixed" software application modules to their computer system.

  • Develops technical proposals, in requisition format, for the purchase of new or expanded computer equipment, related peripherals, data communications equipment, telephone, or other data processing services, presenting them to the requesting Corps Officer or Corps Advisory Board.

  • Manages the installation of new releases of the operating system software as received by the Territorial Headquarters Information Technology Department.

  • Manages the installation of new releases of application software on the computers of the Corps of the Division; performs necessary configuration procedures to customize the software application for use by the Corps.

  • Manages the configuration of operating systems by setting up port cards, magnetic tape drives, and digital audio tape drives; adds terminals and printers; designs and implements user and application integration; sets-up hardware and peripheral devices on systems.

  • Manages the training on the use of the software applications for employees (computer users) of the Corps/Centers of the Division.

  • Provides technical training to the Corps on the customization of new software applications and the use of features of the operating systems.

  • Attends Seminars and workshops that will enhance skills and performance i.e., Territorial Information Technology Department training conference.

  • Manages the creation of computer databases or programs to help Corps, Area Commands, and Service Center personnel to accomplish specific tasks.

What we are looking for in you:

Education and Experience

  • Two years of technical college or related education from a technical school is required,

and

  • Eight (8) years of progressively responsible experience including IT Management and business operations leadership experience, staff supervisory experience, and broad technical expertise in all technology operations and services supported by the assigned location.

  • Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

Certifications

One or more relevant Information Technology certificates are required.

Physical Requirements and Working Conditions

Ability to multitask and juggle multiple priorities effectively without becoming frustrated. Ability to meet attendance requirements. Ability to read, write, and communicate in the English language. Ability to perform mathematical computations. Limited physical effort is required for walking, standing, lifting, walking up step ladders, and carrying light to medium objects (less than 25-60 pounds) 10 - 15% of work time.

Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing, walking, or driving a vehicle for site visits.

Work is usually performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like. Work requires traveling to various locations throughout the division and staying overnight to complete installation projects or troubleshooting computer problems. Ability to travel to Corps/Centers located throughout the division.
