The Director of Staff Development (DSD) is a Registered Nurse or Licensed Vocational Nurse responsible for assessing the educational needs of staff at the Oak Valley Care Center. Develops the Care Center educational plan, implements and coordinates the identified educational and orientation programs to meet the needs of the nursing staff to maintain high quality patient care. What You'll Do:
- In conjunction with the Director of Organizational Enablement & Compliance, create and implement HR strategies and plans to support the successful integration of acquired companies, including onboarding, retention, and employee engagement
- Build and maintain enterprise standard methodologies for HR frameworks, playbooks and processes that will be used by cross-functional HR teams from conceptualization and identification, strategy development, integration planning, and delivery of business expansions, mergers and acquisitions
- Serve as HR lead for new ventures and partner with cross-functional teams in the business and leading cross-discipline teams within HR including our HR Centers of Excellence and HR Subject Matter Experts to coordinate implementation and integration activity
- Conduct due diligence to identify potential risks and opportunities related to HR, including employee benefits, compensation, culture, and talent retention
- Collaborate with legal and finance teams to maintain compliance with employment laws and regulations, including benefits, compensation, and tax implications
- Work with business leaders and HR Business Partners to identify and mitigate potential cultural differences and conflicts, and propose strategies to align company cultures
- Co-Lead HR communication and change management initiatives related to M&A, including creating messaging and delivering presentations to all levels of the organization
- Oversee the integration of HR processes and systems, including HRIS, payroll, and benefits administration, and ensure a smooth transition for employees
- Conduct post-merger integration assessments to evaluate the success of HR initiatives and identify areas for improvement
- Build and maintain relations with key partners, including HR teams, business leaders, and external consultants

- Bachelor's Degree preferred or equivalent experience
- 7+ years of program leadership and program management experience (e-commerce or retail preferred)
- 2+ years of experience leading large scale global HR programs or HR workstreams for merger/acquisitions
- Excellent verbal and written communication and problem-solving skills, especially focused on conveying complex information in an approachable manner to audiences of varying size and HR proficiency levels
- Ability to think and perform strategically and tactically in a high-energy, agile, and fast-paced environment

The specific salary offered to a candidate may be influenced by a variety of factors including but not limited to the candidate's relevant experience, education, and work location. In addition, this position is eligible for 401k and a new hire and annual equity grant.

Job Description
This position will play a pivotal role in aligning HR strategies with the overall goals and objectives of the municipality. This key leadership position is responsible for developing and implementing HR initiatives that enhance organizational effectiveness, human resources compliance, employee engagement, organizational culture, and overall workforce performance.
Work Location
This position may be eligible for flexible work arrangements, including hybrid work with some days working remotely and some days working in the office.

- Strategic HR Leadership: Collaborate with senior leadership to develop and implement HR strategies aligned with the municipality's mission, vision, and strategic objectives. Provide expert guidance on HR matters, anticipating challenges and proposing proactive solutions to drive organizational success.
- Employee Relations: Oversee employee relations strategies and initiatives to foster a positive work environment. Address complex employee relations issues, assist the Human Resources Investigative Unit with investigations, and provide recommendations for resolution and implement resolutions.
- Employee Management: Lead retention, and succession planning efforts to ensure the municipality retains high-caliber professionals. Collaborate with department heads to identify and address workforce development needs.
- Performance Management: Design and implement performance management programs that drive employee development, engagement, and high performance. Provide guidance on goal setting, performance reviews, and professional development plans.
- Compliance and Policies: Ensure compliance with federal, state, and local employment laws and regulations; civil service rules and collective bargaining agreements. Develop and maintain HR policies and procedures that align with best practices and legal requirements.
- Organizational Development: Drive initiatives to enhance organizational effectiveness and efficiency. Facilitate change management processes to support the municipality's evolving needs.
- HR Analytics: Utilize HR metrics and analytics to assess the effectiveness of HR programs and initiatives. Provide data-driven insights to inform decision-making and drive continuous improvement.
- Employee Engagement: Develop and implement strategies to enhance employee engagement, satisfaction, and well-being. Conduct regular surveys and assessments to gather employee feedback and identify areas for improvement.
- Understanding: Communicate effectively with all levels of management to enhance their understanding of Human Resources processes, functions and solutions
- Financial Wellbeing: Perform annual and multiple year business planning and budgeting for major initiatives enterprise-wide.

Bachelors Degree in Human Resources, Business Administration, or related field.
Minimum Experience
Ten (10) years of progressive work experience in Human Resources, Business or Management.
Preferred/Desired Qualifications
Master's Degree
SHRM-SC or SPHR certification
Equivalency
An equivalent combination of education and experience closely related to the duties of the position MAY be considered.

- Proven experience in a senior HR leadership role, preferably within a municipal or government setting. Strong understanding of HR best practices, employment laws, and regulations.
- Excellent communication, interpersonal, and negotiation skills.
- Strategic mindset with the ability to align HR initiatives with organizational goals.
- Demonstrated experience in employee relations, talent management, and organizational development.
- Ability to think creatively and use business knowledge to help inform HR solutions
- Knowledge of standard HR practices with ability to understand the business vision, strategy, priorities, financial, and performance measures, competitive landscape, business functions, global capabilities, and goals
- Positive relationship management, coaching and influencing skills and proven experience acting as a trusted advisor and partner to senior leadership to successfully drive a strategic HR agenda aligned with enterprise efforts
- Strong communication skills and demonstrated consultative and collaborate approach, with the ability to influence at all levels through storytelling
- Skilled in interpreting data to diagnose problems/patterns and provide leaders with insights
- Actively networked to understand HR best practices and trends
