**Responsibilities**
+ Contributes to the development of comprehensive benefits strategy that supports business objectives and enhances employee satisfaction, partnering with HR and business leaders to seamlessly integrate total rewards into broader strategic initiatives, ensuring alignment and cohesion
+ Develops proposals for plan changes (including proposals for union negotiations), including supporting materials on prevalence, benchmark/survey data and short and long-term financial implications
+ Develops and monitors healthcare benefits financial metrics relative to plan budget. Validates vendor invoices for accuracy and questions any that are outside thenorm. Ensures plan offsets, rebates and credits are accurately reflected; notes variances and explanations
+ Participates in identifying best practices and implements changes to streamline the administration of all health and welfare benefit plans requiring consultation with, and/or the management of consultants, vendors, and other internal departments
+ Designs employee experience efforts and helps support benefit change management programs
+ Assists in managing the outsourced vendor by participating in ongoing calls, call calibrations, SOW reviews and scorecard evaluations
+ Remains abreast of legislative changes and industry best practices to ensure compliance with all relevant laws and regulations related to benefits
+ Serves as the project manager or supports implemention of large scale, complex, high dollar health and welfare projects such as RFP/selection of new plan vendors. Includes review of business requirement documents, related processes and communications
+ Serves as the Company's HIPAA Privacy Official
+ A material job duty of all positions within the Company is ensuring the protection of all its physical, financial and cybersecurity assets, and properly accessing and managing private customer data, proprietary information, confidential medical records, and other types of highly sensitive information and data with the highest standards of conduct and integrity.
**Minimum Qualifications**
+ Ten or more years of experience in benefits administration.
Preferred Qualifications
+ Bachelors' degree in Business Administration, Human Resources, or a Finance-related field
+ Five or more years of experience with health and welfare plans, including analyzing plan design, managing vendor relationships, and interpreting relevant regulations
+ Experience with the financial management of health and welfare plans and related trusts
+ Advanced capability with data analysis and financial reporting experience supporting union negotiations and developing plan proposals
+ Experience leading or managing large-scale benefits projects, including RFPs and vendor implementations
+ Excellent written and oral communication skills and strong attention to detail
+ Strong analytical and organizational skills with a high level of initiative
+ Certified Employee Benefit Specialist (CEBS) designation or other relevant benefits-related certification

Typical Qualifications

Education, Training, and Experience Any combination of education and experience that provides the required knowledge, skills, and abilities to perform the essential job duties of the position is qualifying. Main Duties and Responsibilities:

  • Partners with General Manager of operating unit to understand business objectives and identify corresponding human resource needs; implements human resources strategy to support business objectives

  • Partners with Operations and other key functions to develop programs that support employee retention.

  • Helps drive division-wide human resources strategy, programs and processes into units

  • Partners with operations and training functions to identify training needs and provide input on training approaches and content.

  • Partners with operations and recruiting functions to identify and understand workforce needs; may be required to actively participate in recruiting union hourly employees and support recruitment for exempt and non-exempt positions.

  • Serves as the primary employee and labor relations manager to mediate and resolve employee disputes and union grievances for kitchen.

  • Provides counseling/training for unit management in the areas of labor/employee relations, EEO, affirmative action and discrimination.

  • Provides policy interpretation and ensures accurate and consistent application of all company policies and procedures, and related local, state and federal laws, and applicable collective bargaining agreement(s).

  • Receives and responds to employment-related claims from various government or public agencies; recommends settlement or defense based on actual investigation of facts.

  • Accomplishes human resources and organization mission by completing related results as needed.

Qualifications

Education:

  • Bachelor degree from a four year college or university is required

Work Experience:

  • 5 years of experience in progressively responsible human resource roles, with at least 2 years of experience in Labor Relations and Employee Relations.

  • At least 2 years of experience managing HR staff

  • Experience recruiting in transportation, hospitality, manufacturing or food service environment highly desirable.

Technical Skills: (Certification, Licenses and Registration)

  • Multi-lingual skills highly desirable

  • Demonstrated knowledge of state and federal employment law

  • Position requires experience and skills in:

Libertana Home Healths Human Resources Manager will play a key role in leading and developing the HR department in collaboration with the Vice President of Human Resources. This position is responsible for overseeing the day-to-day operations of the HR function, including recruitment and staffing, employee relations, training and development, and ensuring compliance with labor laws and company policies. The HR Manager will work closely with leaders across the organization to support a positive workplace culture and foster a productive, engaged, and high-performing workforce.

QUALIFICATIONS:

  • Must have at least 5+ years of experience in healthcare or related industry preferred.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

  • Oversight of the HR team and the daily workflow of the department.
  • Oversight of employee relations throughout the organization
  • Assist in the development of HR policies and Procedures for the organization.
  • Completes audits throughout the department to identify areas of improvement, assessing legal compliance is being maintained and ensuring HR practices are contributing to the success of the organization.
  • Partners with the VP of Human Resources to understand and execute the organizations human resource and talent strategy as it relates to current and future talent needs, recruiting, retention and succession planning.
  • May be required to administer and execute routine tasks in delicate circumstances such as providing reasonable accommodations, investigating allegations of wrongdoing, and terminations.
  • Creates learning and development programs and initiatives that provide internal development opportunities for employees.
  • Oversees employee disciplinary meetings, terminations, and investigations.
  • Maintains compliance with federal, state, and local employment laws and regulations, and recommended best practices; reviews policies and practices to maintain compliance.
  • Maintains knowledge of trends, best practices, regulatory changes, and new technologies in human resources, talent management, and employment law.
  • Works closely with management team and employees to improve work relationships, build morale and increase productivity and retention.
  • Provides HR policy guidance and interpretation.
  • Act as a point of contact for employee concerns, disputes, and grievances.
  • Facilitate conflict resolution and engage in disciplinary actions as needed.
  • Promote a positive and inclusive workplace culture.
  • Improve manager and employee performance by identifying and clarifying problems; evaluating potential solutions and implementing them as well as coaching and counseling managers and employees when needed.
  • Assist in the oversight of all Workers Compensation claims and leave of absences.

Full Job Description In this role, you will report to the HR Director - and provide customer service-based support for HR programs, including recruiting, onboarding, terminations, and job changes. You will assist with administrative tasks, support special projects and other projects. Using discretion, you will ensure the confidentiality of employee information while providing first-line support to HR team members. You may also offer backup support and identify opportunities for process or technology improvements to enhance the customer experience.
What You Will Do:
  • Balance customer needs with company requirements, providing proactive, professional service to customers via email, phone, and in-person interactions.
  • Serve as the primary point of contact for various HR services, handling inquiries, processing transactions, and ensuring data integrity.
  • Assist with documentation reviews, onboarding logistics, and support HR team members across various functions (e.g., Hours, Talent Strategies).
  • You will prepare reports, correspondence, and materials, facilitate new hire orientation, and maintain documentation.
  • Identify process improvement opportunities, collaborate on projects, and ensure high-quality data entry and reporting.
  • Assist with troubleshooting administrative issues and contribute to process enhancements with minimal direction.
Additional Responsibilities as needed:
  • HR Solutions Center Supervisor/Lead and team members on a variety of tasks as needed.

What is Required:
  • A minimum of one year experience providing a broad range of customer-focused administrative services within a centralized and/or shared services organization.
  • Ability to interact patiently and diplomatically with people from a variety of cultures and backgrounds and to effectively communicate with individuals who may have varied levels of English language proficiency.
  • Demonstrated experience in performing duties in a highly detail-oriented manner, with the ability to prioritize and handle multiple projects in a proactive manner.
  • Excellent customer service skills with a focus on high customer satisfaction through first call, ticketing, or email resolution, response and escalation protocols, professionalism, service quality, and integrity.
  • Excellent verbal and written communication skills with the ability to produce high-quality work (documents, reports, correspondence) that is concise, logical, and grammatically correct. Experience reviewing the work of self to ensure quality and accuracy.
  • Experience interacting effectively with others and establishing and maintaining cooperative working relationships within a diverse environment.
  • Ability to use excellent judgment and exercise discretion in carrying out duties related to confidential matters.
  • Ability to work with limited direction on assigned projects and assignments. Excellent organizational skills with the ability to establish effective task-tracking systems. Ability to independently set and change priorities for effectively managing workload.
  • Demonstrated experience working as an active team member; experience interacting with employees and managers as well as external parties, serving as primary contact point regarding customer service functions.
  • Fundamental computer skills using a variety of technology tools and applications (e.g. HR Information System, Applicant Tracking System, case management system, Google Apps (mail and calendar), Word, Excel, PowerPoint, and ability to do research online).
  • Ability to work core business hours and occasional overtime as needed.

Desired Qualifications:
  • Experience operating in a fast-paced environment within a centralized and/or shared services delivery organization and serving as a primary point of contact.
  • Knowledge and understanding of Laboratory policies and procedures pertaining to employment activities.
