The FEMA Disaster Management Construction Specialist:
• Schedules and conducts site inspections with applicants, performs accurate quantification and detailed descriptions of disaster related damage, takes photographs and completes sketches of sites.
• Engages technical specialists when appropriate throughout the process.
• Obtains the applicant representative’s agreement that all disaster-related damage was described and quantified correctly, provides the completed site inspection information in a timely manner, develops scopes of work using code and standard requirements, and works with the applicants to prioritize their projects and meets regularly on the status.
• Evaluates applicant-provided cost claims for reasonableness to report to FEMA regarding claim eligibility. Participates in and assists with the development of the final determinations while participating in regular FEMA meetings.
• Must be a U.S. citizen and be able to obtain a FEMA Badge, which includes a background investigation for a Public Trust position.
• Performs other duties as required.

Project Construction Specialist:
The Parks, Recreation & Conservation (PRC) Project Construction Specialist is responsible for overseeing and coordinating the construction and renovation of public parks, playgrounds, trails, and recreational facilities. This position ensures that projects are delivered on time, within scope and budget, and in compliance with all local, state, and federal regulations. The Specialist acts as a liaison between contractors, County departments, architects, engineers, and stakeholders to support the successful execution of capital improvement projects. This is a professional position working under the general supervision of the Assistant Director - Parks and Conservation.
Essential Job Duties
- Coordinates construction-related activities for PRC projects from inception (planning & design) to completion of construction
- Coordinates with the Capital Projects Manager for Building & Facility Services
- Reviews plans and record drawings for construction and coordinates with the Capital Projects Manager, Planning Department, Building Department, Utilities Department, and Public Works Department to ensure compliance with County standards.
- Conducts regular site visits to monitor construction progress, safety compliance, and quality of workmanship and coordinates their findings with the Assistant Director of PRC and the Capital Projects Manager, as appropriate.
- Collaborates with design professionals, landscape architects, and engineers during planning and construction phases
- Ensures all permits, environmental clearances, and inspections are obtained and adhered to
- Develops, compiles, and distributes documents relating to solicitation processes, including invitations to bid, requests for proposals, requests for qualifications, requests for quotes, contract specifications, and addenda.
- Resolves problems that may arise from bids, quotes, purchase orders, contracts, or any concerns identified by departments or actual or prospective vendors.
- Prepares reports, updates, and presentations for management as needed.
- Communicates effectively with internal departments, contractors, vendors, and the public.
- Serves as liaison to County Departments and Divisions for a variety of procurement needs.
- Supports grant applications and reporting related to capital improvement and infrastructure funding.
- Provides day-to-day oversight and reporting of construction activities on Capital Projects.
- Manages Agenda Items, punch lists, close-out documents, and warranty follow-up tasks.
Education and Experience :
Associate's or Bachelor's degree in Construction Management, Civil Engineering, Landscape Architecture, or related field preferred. 3-5 years of experience in construction coordination, preferably in public works or park development. Experience with public procurement and contract administration.
Licenses, Certifications, or Registrations:
- Valid Florida Driver's License.
- Strong understanding of construction practices, materials, and building codes.
- Strong knowledge of State, federal, and local permitting requirements.
- Knowledge of materials, methods, and techniques of general building construction.
- Ability to read and interpret plans, specifications, and technical documents.
- Experience in technical grant writing and grant administration /management preferred.
- Ability to facilitate field data collection with staff performing engineering inspections.
- Ability to work independently and as part of a team.
- Strong organizational skills, including management of budgets, invoices, and project schedules.
- Ability to establish and maintain effective working relations as necessitated by work assignments.

Job Description Plans, manages, and oversees construction management activities on small to medium size construction projects of routine nature or a single larger project or multiple-contract projects of routine nature. May direct the day-to-day activities of construction representatives and construction coordinators on projects. Becomes familiarized with project contract documents within each project to coordinate and controls assigned activities including critical path method (CPM), scheduling and claims administration. Interprets plans and specifications for clients, contractors, and the company's field personnel. Identifies and communicates project deficiencies, expected cost overruns, materials issues and any other related construction issues or risks related to their area of oversight. Prepares related reports (ex: monthly progress reports, etc.). Maintains daily report of construction activities. Provides direction to shop drawing professionals to develop project related shop drawings. Coordinates and disseminates shop drawings to project stakeholders as necessary. Provides internal consultation to construction representatives and serves as a technical resource to other functional groups. Reviews government or funding agency regulations to provide consultative services that reflect an up-to-date knowledge and understanding of legal requirements. Minimum Qualifications Performs other duties as required. Bachelor’s degree. 4 years of related experience. Equivalent additional directly related experience will be considered in lieu of a degree. Domestic and/or international travel may be required. The frequency of travel is contingent on specific duties, responsibilities, and the essential functions of the position, which may vary depending on workload and project demands.
