Position Summary:


The Construction Management Representative (CMR) will provide full-scope on-site support for the Park Service’s Hampton Historic Site project, overseeing the rehabilitation of historic structures. This position is responsible for monitoring contractor performance, ensuring conformance with federal construction standards, and supporting scope, cost, and schedule integrity throughout the project lifecycle. The CMR will coordinate closely with the Denver Service Center (DSC), federal technical leads, and contractor teams to document progress, manage project documentation, and support contract oversight in alignment with historic preservation and safety requirements.

Essential Job Functions

  • Conduct daily on-site observation and documentation of construction progress, safety compliance, and contract conformance.
  • Review and verify contractor submittals, RFIs, schedules, payrolls, and payment applications for accuracy and completeness.
  • Coordinate and facilitate weekly progress meetings, inspections, and technical discussions with government stakeholders.
  • Support development of independent government estimates (IGEs), scope documents, and proposal analyses in accordance with FAR Part 15.
  • Evaluate contractor schedule updates and time impact analyses to identify delays or discrepancies.
  • Document field conditions, safety concerns, and construction activities through photographs and written reports.
  • Assist with project closeout activities, including inspection tracking, deficiency resolution, and O&M documentation review.
  • Maintain all contract-related records and communications in the designated construction management software system.

Required Qualifications:

  • Minimum 10 years of relevant experience providing on-site construction management services for federal or large-scale building projects.
  • Completion of OSHA 30-hour construction safety training.
  • Demonstrated ability to interpret construction drawings and specifications, as well as assess contractor compliance.
  • Proficiency in Microsoft Office Suite (Word, Excel, Project), Adobe PDF, and virtual meeting platforms such as Microsoft Teams.
  • Strong written and verbal communication skills, including experience documenting field observations and technical discussions.

Qualifications:

  • Bachelor’s degree in Construction Management, Engineering, Architecture, or a related field.
  • Experience supporting federal construction projects involving historic preservation, accessibility upgrades, or infrastructure rehabilitation.
  • Familiarity with Park Service (NPS), GSA, or other federal agency construction oversight environments.
  • Training or certification in construction management, cost estimating, or scheduling (e.g., CCM, CEP, PSP, or equivalent).
  • Experience preparing independent government estimates (IGEs), proposal evaluations, and cost analyses in support of federal acquisition.
  • Working knowledge of Division 01 specifications and documentation practices under FAR Part 15.
  • Experience using construction cost estimating software such as RSMeans, PlanSwift, or comparable industry tools.
  • Proficiency with project controls or construction management platforms (e.g., Procore, e-Builder, or equivalent).

The Civic Works YouthBuild program engages Baltimore City youth and young adults, between the ages of 16-24, to complete their high school education while earning construction industry-related skills certifications, training, and work experience. Students help construct housing for low-income families and develop leadership, job readiness, and academic skills to support pathways to full-time employment paying a family-sustaining wage. The program offers intensive wrap-around support services to help participants address barriers to success and achieve their education and career goals.

Position Summary

The Construction Supervisor will deliver hands-on construction training, supervise youth and young adult trainees on construction projects, and assist in developing students' fundamental carpentry skills. The Supervisor will work closely with the Construction Training Manager to plan, implement, and complete carpentry and construction projects while ensuring a safe, engaging, and supportive learning environment. The Supervisor will also assist students with career exploration and readiness for construction trades employment.

The Role

We are looking for highly motivated, self-starters who can work independently as well as in a fast-paced team environment. The Construction Laborer is responsible for performing tasks involving physical labor on heavy construction projects.

Essential Job Functions
  • Installation of specialty fiberglass or flexible piping systems.
  • Installation of fueling dispensers and systems
  • Exercise proper care and use of all related hand tools.
  • Exercise proper care and use of all related power tools including, but not limited to, pumps, generators, saws, drills, and compaction equipment.
  • Ability to travel to job sites (may require overnight travel)
  • Demo and removal of concrete / asphalt.
  • Installation of new sub-base aggregate, compaction with vibratory equipment. Forming and pouring concrete pads, islands, piers and other structures.
  • Perform general housekeeping at the job site; maintain a neat and organized job site.
  • Follow safety procedures at all times
Requirements
  • Minimum high school diploma or equivalent
  • Overtime possible; occasional out of town jobs
  • Must successfully complete pre-employment testing to include but not limited to: skills testing and pre-employment background checks as well as drug/alcohol testing
  • Must be able to pass a DOT physical
  • Ability to lift 50 lbs
  • Must possess a valid Driver's License
  • Previous construction or related laborer experience is preferred

Leads and directs a multi-line underwriting group and is accountable for business results through overall management, profitability, and business development of a book of business. In conjunction with senior management, works within the highest limits of authority. Usually has territorial or several industry segments in scope of responsibility.

Essential Duties & Responsibilities
  • Directs the work activities and has full management responsibility for the performance and development of subordinate staff in accordance with corporate strategic direction.
  • Coaches, leads and develops underwriters and directs the development of underwriting training.
  • Participates with senior management in the development and implementation of underwriting policy, marketing and business strategy.
  • Develops and implements operating plans for enhancing the business and meeting strategic objectives.
  • Reviews and directs the application of underwriting policy and pricing for all risks within an assigned book of business. Performs periodic audits to ensure underwriting authority is being adhered to by the staff and ensuring the quality and timeliness of referrals.
  • Markets products and services through agencies or through the brokerage community.
  • Develops and maintains agency and/or broker relationships to ensure positive and profitable outcomes.
  • Reports business progress to senior management.
  • Keeps current on state/territory issues and regulations, industry activity and trends. May represent the company in industry trade groups.
Skills, Knowledge and Abilities
  • Ability to effectively lead, coach and develop an underwriting group.
  • Excellent communication, negotiation and presentation skills. Ability to effectively interact with all levels of CNA's internal and external business partners.
  • Senior level technical and business management acumen, underwriting skill and knowledge of insurance and underwriting principles, practices and procedures.
  • Excellent analytical and problem solving skills, with the ability to manage multiple projects and teams.
  • Ability to deal with ambiguous situations and issues.
  • Creativity in resolving unique and challenging business problems.
  • Ability to achieve results by taking a proactive long-term view of business goals and objectives.
  • Knowledge of Microsoft Office Suite and other business-related software.
Education and Experience
  • MBA or its equivalent in experience. Professional designations preferred.
  • Typically a minimum of ten years of underwriting experience with a proven track record of results.

In certain jurisdictions, CNA is legally required to include a reasonable estimate of the compensation for this role. The national base pay range for this job level is $97,000 to $189,000 annually. Salary determinations are based on various factors, including but not limited to, relevant work experience, skills, certifications and location.
