The Advanced Systems Operating Unit (OU) within the Advanced Mission Capabilities Business Unit is seeking a motivated professional for a **Contract Administrator/ Principal Contract Administrator** . The successful candidate will work closely on a day-to-day basis with the OU leadership team, including Program Management, Business Management, Global Supply Chain, and other functional teams throughout the OU. **This position will be located on-site in our Missions Systems Sector in Linthicum, MD.**
What You Will Get To Do:
**Responsibilities include, but are not limited to, the following:**
For a Contract Administrator (A02):
+ Prioritize proposal activities and working on multiple tasks simultaneously.
+ Identify contractual risks and mitigate with appropriate contract provisions.
+ Serve as key business advisor to the Program Managers on contractual and operational matters.
+ Plan and execute successful contract negotiations of a complex nature and achieve targeted profit rates, and favorable terms and conditions to assist in mitigating risk and meeting overall financial goals.
+ Make decisions in a timely manner under tight deadlines and pressure.
+ Offer guidance and work collaboratively with a multitude of organizations ranging from technical, program, finance, global supply chain, and security for seamless contract administration.
For a Principal Contract Administrator (A03):
+ Conduct proposal preparation, contract negotiation, contract administration, and customer contact activities to provide for proper contract acquisition and fulfillment in accordance with company policies, legal requirements, and customer specifications.
+ Work under general supervision to develop solutions to both routine and complex contractual matters to ensure company compliance with contract requirements on assigned programs.
+ Review terms and conditions to address provisions and risks of financial terms, acceptance criteria, delivery requirements, warranty, intellectual property, termination provisions, indemnification and all other potential risk areas and recommend risk mitigation strategies.
+ Prepare and manage written communications with internal and external customers for assigned contractual matters.
+ Ensure timely delivery of all contractual deliverables and submission of invoices, proposals, and data calls.
+ Ensure fulfillment of contract requirements, manage contract changes and maintain historical information.
**Qualifications:**
**Basic Qualifications - Contract Administrator:**
+ Bachelor's Degree with a minimum of 3 years of applicable (internal or external) work experience or a Master's degree or JD with a minimum of 1 year previous experience (ideally in contracts, subcontracts, finance, or other business management related function). We will consider 7 years of relevant experience in lieu of a degree.
+ Experience using Microsoft Office Suite (specifically Excel, PowerPoint, and Word) and Adobe
+ Ability to travel occasionally.
**Basic Qualifications - Principal Contract Administrator:**
+ For Band 3: Bachelor's degree with a minimum of 6 years directly related experience or a Master's degree with a minimum of 4 years directly related experience. Will consider 10 years of relevant experience in lieu of degree.
+ Experience using Microsoft Office Suite (specifically Excel, PowerPoint, and Word) and Adobe
+ Ability to travel occasionally.
**Preferred Qualifications for both levels:**
+ Working knowledge of FAR/DFARS as well as experience with different contract types is preferred.
+ Active Secret or Top Secret security clearance with most recent periodic investigation that has been completed in the last five years.
+ Experience in the Aerospace and/or Defense Industry.
+ Demonstrated ability to collaborate across functional teams.

About the Role: The Contract Closeout Specialist is responsible for managing and executing the full range of activities required to finalize government contracts through completion and closeout. This role ensures all contractual, financial, property, and administrative requirements are satisfied in accordance with applicable Federal Acquisition Regulation (FAR) requirements and organizational policies.
Additional Responsibilities Include, but are not Limited To:
- Assess compliance with contract terms and conditions and determine required closeout actions.
- Confirm all deliverables were accepted by the government and that vendors received full payment; document results in the official contract file.
- Research and apply applicable FAR Parts when closing expired contracts.

- Conduct audits to verify subcontractor payments were completed by the prime contractor.
- Resolve indirect costs on cost-type contracts in coordination with stakeholders.
- Confirm resolution of any outstanding Value Engineering Change Proposals (VECP).
- Track and report closeout process metrics.
- Conduct quality control reviews of closeout files to ensure accuracy and compliance.
- Provide closeout guidance and support to program officials (e.g., CORs).
- Enter zero-dollar requisitions in the OAGS PSC Workload Tracking System and provide weekly status updates until closeout actions are complete.
- Track and report the number of completed closeouts monthly in the MSR.
- Perform other duties as assigned.
- Two (2) years of contract work experience based on the Contract Specialist (GS-1102) Qualification Standard.
- A bachelor's degree from an accredited institution and 24 semester hours of business-related college courses.

This Contract Administrator role at Northrop Grumman will support a variety of programs within the Land & Maritime Systems Business Unit and have an opportunity to gain valuable experience for growth within the Company. The selected candidate will support day-to-day contracts operations for sustainment (spares/repairs/services) contracts and support various contract administrative tasking as needed across the Business Unit. **ESSENTIAL DUTIES AND RESPONSIBILITIES**
+ Responsible for Service deliverables of Mission Critical contractual obligations per the written contract. The CM must understand the contract terms end to end and ensure that the work is performed according to those terms.
+ Is the primary point of contact for all Customer communication, including executive level communication, service level reviews (monthly or as appropriate), and conducting kickoff meetings both internal and external.
+ CM must have knowledge of the Customer's critical mechanical and electrical environment.
+ Must understand, follow and communicate Customer Site Security and Access requirements.
+ Ensure that 45-day inspections are scheduled, completed, deficiencies noted and communicated to the customer. Set up equipment list in CMMS in accordance with the Company's 45-Day Inspection Process.
+ Must understand Customer's business requirements in order to assist the Sales dept. with identifying new business opportunities and potential operational improvements.
+ Establish preventive maintenance and project schedule.
+ Responsible for issue resolution from inception through resolution. Must provide and communicate Root Cause Analysis (RCA) to the customer.
+ Work directly with the Technical Operations Team to ensure that problem response for extended outages and customer escalations are properly prioritized, resourced and managed to a resolution.
+ Build and manage team relationships with all operational staff across department lines. Lead the team effort to resolve all contract challenges.
+ Ensure completion of all contract obligations on time and on budget.
+ Inform Management of significant discrepancies and corrective action on a regular basis.
+ Follow company safety and quality assurance programs.
+ Other job-related duties as assigned.
**EDUCATION AND/OR EXPERIENCE**
+ A two (2) year degree plus a minimum of five years related experience in building mechanical maintenance operations, including MEP (mechanical, electrical and plumbing) and HVAC; or a minimum of eight years related experience and/or training
+ Proven experience managing client relationships
+ Experience building teams that implement and execute complicated preventive maintenance programs
+ Working knowledge of Computerized Maintenance and Management Systems (CMMS)
+ Knowledge of mechanical, electrical and/or plumbing systems and critical systems environment
+ Active Security Clearance a plus
**Pay: $75,000-$110,000**
