What you'll do:

Gathers business requirements by partnering with customers to define the business problem and data needs.

Utilizes basic knowledge of multiple data structures and sources to support the development and implementation of business intelligence solutions, which may include data visualization, business intelligence, data transformation, or data collection.

WHAT IS THE OPPORTUNITY?
The Business Intelligence Manager is responsible for conceptualization to implementation of both tactical and strategic data warehousing, reporting and analytics solutions for the Enterprise Analytics Business Intelligence team. Day to day responsibilities include oversight of Enterprise BI platforms, management of daily BI production activities, and supporting projects requiring BI solutions. The BI Manager is also responsible for defining Enterprise level refining BI vision and strategy and implementing new BI or analytic products and services to address shifting market and BI tool trends to increase BI delivery efficiency.
WHAT WILL YOU DO?

Plans and manages BI needs & development for strategic BI platforms - SAP Business Objects and Tabelau

Provides both strategic as well as tactical input on the Data warehouse architecture and data model.

Evaluates, selects and implements new technologies and development tools for reporting, dashboards, data modeling, ETL design and development.

Builds, leads and develops the BI team consisting of highly motivated (onsite and remote resources.

Responsible for managing a team of colleagues including workload, provide coaching and annual performance appraisal; participating in the selection of new hires and making recommendations for personal development, promotion and terminations; inspiring and leading team to perform at optimum levels.

Plans and establishes go-live activities including ongoing production support and various SLAs.

Position Summary:
Oasys is seeking a Sr. Business Intelligence Analyst to join our growing team supporting the United States Coast Guard (USCG) at the Aviation Logistics Center's Information Systems Division (ALC-ISD). The Sr. Business Intelligence Analyst will provide critical analytics, reporting, and business process support to enable data-driven decision-making and improve asset visibility across complex logistics and financial systems. This role bridges the gap between business and IT functions by delivering solutions aligned with DevSecOps, Agile, and cybersecurity principles.
Primary Responsibilities:
- Design, develop, and maintain dashboards, cubes, and reports using IBM Cognos and SAS toolsets (e.g., Framework Manager, Report Studio, Transformer, DI Studio).
- Manage and maintain historical, inventory, and financial data for asset lifecycle tracking, decision support, and supply chain management.
- Develop and implement data integration (DI) interfaces and reporting structures that support enterprise logistics, maintenance, and procurement systems.
- Utilize SAS Management Console and Base SAS for performance enhancements, data validation, and master data management.
- Elicit, analyze, and document business requirements using entity relationship diagrams, data dictionaries, process guides, and technical specifications.
- Collaborate with stakeholders to ensure alignment between user needs and system capabilities.
- Apply ITIL and Agile best practices to streamline and modernize business processes.
- Perform system and user acceptance testing and contribute to regression test planning.
- Assist in developing project documentation following the Systems Engineering Life Cycle (SELC).
- Support Change Request analysis, including estimation of level of effort (LOE) and tracking of development deliverables.
- Ensure compliance with applicable policies, including Section 508, DHS 4300A, COMDTINST directives, and the Risk Management Framework (RMF).
- Contribute to the development of system documentation supporting ATO packages and audits.
- All other duties as assigned by management.
Skills/Qualifications:
- Demonstrated expertise in IBM Cognos (Framework Manager, Report Studio, Transformer, Event Studio) and SAS DI/Base SAS for enterprise analytics.
- Strong understanding of relational database systems (Oracle, Ingres, SQL) and their integration within software/hardware configuration environments.
- Experience with data architecture, data pipelines, and ETL processes supporting logistics and enterprise application datasets.
- Familiarity with CMDB principles, lifecycle data tracking, and asset dependency modeling.
- Skilled in documenting data dictionaries, ERDs, and integrating data governance into DevSecOps workflows.
- Experience applying Section 508 compliance to dashboards and reports.
- Exposure to cloud-based data analytics (Azure, AWS) is highly desirable.
- Strong written and verbal communication skills with an ability to translate complex data findings into business recommendations.
Education/Experience Requirements:
- Bachelor's or Associate's degree in Computer Science, Math, Information Technology, Engineering, or related field. Five (5) years of experience is equivalent to two (2) years of education.
- Minimum of five (5) years of experience in data analytics and functional and technical business experience.
- Minimum of two (2) years of experience in an Agile DevSecOps software and engineering environment and methodologies.
- At least two (2) years of experience with Jira, Confluence, and Bitbucket
- Minimum of two (2) years of experience creating testing scripts and automation frameworks for cloud-based architectures.
