**Overview**
DATA COLLECTION LEADER (ATCDT)
Bowhead seeks a Data Collection Leader to support the ATC Data Collection upcoming proposal effort at Aberdeen Proving Ground, MD. The ATC Data Collection contract plans, conducts, analyzes, and reports the results of developmental tests, production tests, and other tests to include providing test support services within the Department of Defense (DoD). The Data Collection Leader prepares/manages daily schedule of data collection resources. Provides training to lower- graded personnel on the data collection procedures and policies at ATC and other locations outside ATC. As well as provide guidance and oversight in the development of the structured data collection curriculum to train new data collection personnel.
**Responsibilities**
+ Provides leadership, technical advice and assistance to lower-graded employees.
+ Instructs employees in specific tasks and job techniques and makes available written instructions, reference materials, and supplies.
+ Checks on work in progress generated by lower-graded employees.
+ Recognizes problems in data collection techniques and recommends solutions.
+ Determines and assures that the test data meet project's requirements and meets Government standards for quality assurance, completeness, accuracy and timeliness.
+ On a weekly basis, performs a 100% quality assurance check of data from an assigned project; all projects will be reviewed on a rotational basis.
+ Returns unacceptable work and counsels lower-graded personnel in this matter.
+ Acts as a liaison between lower-graded data collection and Data Quality/Government personnel when technical and/or personnel issues arise.
+ Provides input on lower-graded personnel performance to PM.
+ Must have knowledge of hardware and software (e.g., ODIN, MS Office, etc.) to aid lower- graded employees when hardware and software related problems arise.
+ As required, provides advice and assistance during test project planning meetings (e.g., HAWGs) in relation to data collection support issues.
+ Uses web enabled data management systems such as VDLS.
+ May be required to use the Cognos application to query databases and produce professional reports.
+ Must be available to perform job functions at sites other than APG. Bowhead seeks to network with qualified individuals relative to a potential opportunity, which is contingent upon award and not currently funded.
**Qualifications**
+ Bachelor's Degree in a scientific, engineering, or technology discipline and 3 years' experience in performing RAM/ILS or similar type of data collection of military equipment and associated maintenance concepts; or an Associate's Degree in a technical area and five (5) years' experience in performing data collection of military equipment and associated maintenance concepts; or seven (7) years' experience in performing RAM/ILS or similar type of data collection of military equipment and associated maintenance concepts.
+ Shall have Three (3) years of leadership experience in a same or similar discipline.
+ Intermediate to advanced level skills in Microsoft Office software suite - Word, Excel, Outlook, PowerPoint.
+ Ability to communicate effectively with all levels of employees and outside contacts.
+ Strong interpersonal skills and good judgment with the ability to work alone or as part of a team.
**Targeted salary range is 90,000/annually to 130,000/annually based on qualifications and experience.**
Physical Demands:

+ Must be able to twist, bend and squat periodically

We are seeking a skilled and experienced Data Collection Services to join our team!

Responsibilities:

·         Record observations and data on the performance of each system under test (SUT). 

·         Write accurate and detailed Test Incident Reports (TIRs). 

·         Archive data to support all Research, Development, Test, and Evaluation (RDT&E), 

·         Developmental Test (DT), and Operational Test (OT) test events. 

·         Manage databases in support of test report generation. 

·         Upload, download, manage, and process data, files, lists, forms, etc. using SharePoint.

·         Record results and observations for lab and field testing.

·         Develop a data collection binder detailing work performed.

·         Document, in writing or electronically, detailed information when a test article fails to perform in a manner consistent with the operational mission profile, test article operational publications, or parameters established in the DTP.

·         Document observations relating to the operational mission profile tests.

·         Manually enter test data from the completed test event to the government designated database.

·         Maintain the data collection binder(s) for the SUT, including logs, TIRs, and manual data collection forms.

·         Drive a government truck/Sport Utility Vehicle (SUV) to the required testing location (must have a valid driver’s license and a clean driving record).

·         Manage, disseminate, and collect surveys, both electronic and hard copy.

·         Collect and document testing data using photography and videography.
 

Qualifications:

·       Level I (Entry/Junior) - less than 5 years of experience. 

·       Requires a HS Diploma (BA/BS Preferred). 0-5 years of experience in the field or in a related area. 

·       Has knowledge of commonly used concepts, practices, and procedures within a particular field. 

·       Works under general supervision and typically reports to a supervisor or manager.

·       Position requires support of both water and land test and evaluation of amphibious and ground combat vehicles, to include, but not limited to water/land mobility, surf transitions, amphibious shipping, riverine operations, water/land recovery, and water/land towing.

·       Security Clearance: Active Secret clearance is required.
