**Job Description:**
The Sr. Engineer will join the Facility Group to manage, plan, direct, and coordinate facility project activities to ensure projects are accomplished within the approved scope, budget, and schedule. The Sr. Engineer will oversee facility projects of varying sizes and complexity, ranging from greenfield/new construction to major renovations and minor upgrades of existing facilities. This position requires the ability to manage projects from the conceptual engineering phase through construction completion. The Sr. Engineer independently performs most assignments and provides direction for the project team to achieve facility project objectives and ensure resources are utilized efficiently. The position requires an understanding of project requirements to ensure projects are in compliance with cGMP design, applicable codes, and environmental laws, rules, and regulations.
**Job Responsibilities:**
+ Manage facility project design and construction by coordinating, reviewing, and administering the work of Architects, Engineers, Consultants, and Contractors.
+ Create cost management solutions for facility projects. Manage vendors, engineers, and consultants to ensure facility projects are completed on budget and per schedules.
+ Responsible for project management, project planning, budgeting, cost control, value engineering, and project cost analyses.
+ Review and evaluate bid proposals/estimates with procurement.
+ Manage facility projects and project planning efforts, including both new installations and upgrades to existing facilities.

Introduction
Manages large-public infrastructure projects with multiple funding sources, including federal funds, from establishment of project scope and objectives through completion of construction.

Anticipated starting salary may be up to mid-point depending on candidate's experience and internal equity.
The full salary range is listed above and mid-point for this position is 47.67 per hour.

Minimum Qualifications
Education and Experience
  • Bachelor's Degree in Civil Engineering, Environmental Engineering, Architecture or Construction Management, or a related field from an accredited educational institution.
  • Five years' combined experience in: the management of design and construction of public or private infrastructure, project management and/or building projects; three years of experience as a responsible project manager.
  • An equivalent combination of education and/or job-related experience that meets the minimum qualifications may be substituted.
Licensing, Certifications and Other Requirements
  • Must possess and maintain a valid, unrestricted driver's license with no major citations within the past 39 months prior to the start date. The Arizona Department of Motor Vehicles requires that out-of-state driver's licenses must be surrendered within 10 days of relocating to the State of Arizona.
  • Every person employed by the City of Scottsdale shall reside in the State of Arizona during his or her active employment by the City, regardless of whether the employee is approved to remote work.
Other pertinent licenses and/or certifications may be required of some positions depending on department/section assignment.
Essential Functions
Performs duties and responsibilities commensurate with assigned functional area which may include, but are not limited to, any combination of the following:
  • Plans, organizes, coordinates, directs, and administers contracts for the design and construction of capital improvement projects in the City, including negotiating, preparing and executing contracts and amendments.
  • Develops a project's scope of work, schedule for design and construction, leads staff in the procurement of design and construction services.
  • Manages the scope, schedule and budget of capital improvement projects, and collaborates with the construction administration supervisors and inspectors to responsibly manage the construction of capital improvement projects.
  • Resolves procedural, operational, and other work-related design or construction problems, scheduling conflicts, or contract disagreements by meeting with staff, impacted agencies, contractors, consultants, developers, architects, and other project stakeholders.
  • Provides professional advice and collaborative relationships with city departments.
  • Prepares RFP's, determines land rights, bid packages and specifications, recommending contract awards, issuing notice to proceeds, processing submittals, progress payments and change orders.
  • Conducts meetings with residents, owners, developers, architects, engineers, utility companies and partnering agencies relating to design expectations and engineering requirements for Capital Improvement Projects.

**Job Summary/Purpose**
This Position assists the capital project construction function for the Capital Projects - Project Delivery business unit with focus on transmission and distribution system protection commissioning. Provides technical support and governance over the commissioning oversight personnel/commissioning teams working on power delivery capital projects. Shall possess the ability to quickly understand the culture of construction as well as mentoring/coaching others in the field executing construction activities.
This position requires a SME in Power system protection and controls testing and commissioning activities who is very knowledgeable testing the protective relays, RTU, and DFR equipment. It also requires a very good understanding of Entergy/Industry commissioning processes, NERC CIP compliance, and documentation requirements. Requires a person who can work and make decisions under tremendous pressure and has to work hand in hand with commissioning crews and oversight personnel on day to day to basis. This position has to strongly embraces continuous improvement and is constantly developing the construction leadership and functional capabilities required for Entergy to achieve commissioning excellence in construction projects across a series of transmission and distribution construction portfolios, and others as needed.
Has the technical competence to establish commissioning governance and excellence by following Entergy/Industry power system protection standards and procedures for all types of capital projects with specific focus on transmission and distribution. Ensures that the projects are delivered with good quality and guarantees that project deliverables adhere to all Entergy standards and design.
Strong advocate for the partnering process with key stakeholders such contractors, and other internal/external support groups across ENT. Understands how to interface with key stakeholders such as Engineering, Supply Chain, Project Management, key industrial and residential customers, etc.
A passionate advocate for safety who promotes an incident free workplace and cultivates a safe work culture. Understands the foundations for a strong safety culture in its most genuine form and actively participates in safety initiatives at the project site to demonstrate commitment.
The Senior Lead Engineer position will also focuses on contractor oversight for system protection commissioning area. Contractor oversight includes developing and implementing strategy for contractor excellence, oversight of contracted portfolio of work, and serving as point of contact for contractor interface. It is expected that the Senior Lead Engineer is already a subject matter expert or has the ability to develop expertise in an additional area which may include compliance, Entergy standards, industry standards, major equipment, or significant industry engagement.
**Job Duties/Responsibilities**
+ This position works with construction managers, Project Managers, relay OCs, commissioning engineers, and contractors to govern and provide quality assurance for the power systems protection commissioning activities for the projects constructed by project delivery business unit. Ensures that expectations regarding the risk and safe performance of construction activities are communicated and reinforced with construction employees, contractors, and subcontractors. Directs and/or monitors site safety practices and field personnel behavior.
+ Assists project teams in front end loading (FEL) activities at the time of project scope and schedule developments specifically as it relates to commissioning and energization functions.
+ Coordinates the commissioning kick off meetings with relay OCs and conducts commissioning refresher training to Entergy contractors.
+ Works with Relay OCs, contractors, and their subcontractors to ensure that the quality standards are met with direct contracted agreements.
+ Supports project teams with JET team meetings, constructability review meetings, Risk review coordination, outage planning and sequencing. Ensures outages are identified to minimize customer impacts, and Risk reviews are completed for those Tier 1, and nuclear generation customers.
+ Leads the resolution of field construction problems in coordination with commissioning manager, and others, as needed. Uses engineering and/or technical principles, best practices, and knowledge of internal and external business issues to solve problems, develop cost-effective, technically sound solutions, and improve products or services.
+ Provide support to project teams with CIP commissioning process and ensure NERC CIP compliance processors are followed at the time of project construction.
+ Review commissioning documentation and assist project teams in answering any questions related to the commissioning documentation.
+ Perform quality assurance checks during construction
+ Review and approve the in-service load checks performed after energizing the equipment.
+ Works closely with other groups within Project Delivery and with Power Delivery. Attends progress meetings, develops status reports, and delivers presentations.
+ Performs daily observations on safety/commissioning and monitors contractor safety training to ensure ENT minimum expectations are met.
+ Participates in safety tailboard and JHA development with contractor and Entergy personnel. Actively engaged in contractor safety kickoff meetings and weekly project site safety meetings.
+ Perform coordination and oversight for capital projects portfolios of contracted work.
+ Uses engineering/technical principles, best practices, and knowledge of internal and external business issues to solve problems, develop cost-effective, technically sound solutions, and improve products or services.
+ Supports activities to comply with applicable industry standards (i.e., NERC, SERC) and other utility regulations.
+ Works with other disciplines within the Transmission organization and other company business units to achieve stated goals.
+ Assist with storm/emergency restoration efforts.

One way that Entergy has found to identify and assess the abilities and skills needed for certain jobs is through pre-employment testing.
