Lilly is currently constructing an advanced manufacturing facility for production of API molecules located in Lebanon, IN (Lilly Lebanon API). This facility is Lilly's largest investment in manufacturing capacity and is intended to provide APIs for current and future products, including new modalities. This is a unique opportunity to be a part of the site team for the startup of a greenfield manufacturing site, and the successful candidate will help to build the organization, facility, and culture to enable a successful startup into GMP manufacturing operations.

Description:

The Associate Director (AD) - Process Safety Engineering is responsible for leading a team of Process Safety Engineers and ensuring process safety management (PSM) program development, implementation, and maintenance, as well as Process Safety engineering support at the Lilly Lebanon API site, which is comprised of multiple production buildings, storage tank farms, utilities, waste operations, laboratories, and administrative facilities.

The Associate Director - Process Safety Engineering works closely with the Senior Director HSE and the Responsible Process Safety Engineer for PSM technical and directional alignment and is responsible for the productivity, development, and performance management of the Process Safety engineers.

In the project delivery and startup phase of the project the AD - Process Safety Engineering role will be fluid and dynamic as we endeavor to support the project delivery, build a new organization, develop and implement the necessary systems and business processes required to support GMP operations, and build the site culture. This will require significant collaboration, creativity and resilience as the site grows to a full scale GMP manufacturing through start up.

Key Responsibilities for this role include:

Pre-Startup and Startup Phase:
  • Provide collaborative, inclusive, and energetic leadership to ensure support of all aspects of operational readiness and startup, including development and implementation of PSM programs, tools (checklists, guides, etc.), training, coaching, and program audits needed to achieve PSM compliance and a positive site culture.
  • Collaborate with the Senior Director HSE and Responsible Process Safety Engineer to identify and define the necessary capabilities, capacity, and priorities needed to build a Process Safety engineering organization and culture that will operate and support the site to the highest standards of HSE/PSM and operational excellence by leveraging existing Lilly guidelines and incorporating external experiences and knowledge.
  • Collaborate with the project Commissioning and Qualification (C&Q) team to ensure robust PSM-related activities are built into the C&Q program to ensure C&Q and start-up are seamless, safe, and compliant.
  • Lead the site Process Safey engineers to support the project team to deliver the facility as a key stakeholder providing feedback and support on PSM-related design decisions and startup plan development and implementation while ensuring decisions meet project deliverables and compliance requirements.
  • Develop and adapt the process safety organizational structure where needed to provide correct and capable resources to support the site to full-scale GMP manufacturing.
  • Ensure the Process Safety engineering team builds technical relationships with the relevant corporate/global/site departments and as needed, ensure the support of strategic PSM corporate initiatives at the site level.
Post Startup:
  • Provide Process Safety engineering leadership to promote and support the HSE/PSM management system and ensure compliance with relevant regulations and Lilly Global standards for HSE/PSM.
  • With the site HSE leadership team, define and support the site's HSE/PSM priorities, metrics, HSE Plan, business planning, and strategic planning, integrating cross-functional partners as needed.
  • When applicable, ensure adequate site representation and collaboration with corporate/global/other teams to support the development or updates of process safety standards, practices, and procedures.
  • Ensure internal and external PSM reporting requirements are continually met.
  • Lead internal and governmental agency PSM audits and, as needed, other HSE programs.
  • Escalate PSM issues, as appropriate, to line management and corporate HSE management.
  • Ensure the Process Safety engineering team keeps abreast of changes to regulatory requirements and has external focus and benchmarks best practices across the Lilly network and externally.
  • Ensure performance management and development plans are in place for employees, holding employees accountable for successful completion of defined goals and objectives.
  • Actively coach and mentor staff, peers, and others to share learning, resolve issues, and develop future PSM leaders.
  • Drive and empower decision-making to the lowest level within the organization.
Requirements:
  • Bachelor's degree (prefer Chemical Engineering, other Engineering, Chemistry or related science) in a relevant discipline
  • 5+ years of experience in a leadership role.
  • 5+ years U.S. OSHA process safety-related experience in a high volume, regulated manufacturing setting.
Additional Preferences:
  • Experience developing and managing PSM or other HSE programs.
  • Experience in pharmaceutical manufacturing is preferred.
  • Strong ability to form effective relationships at all levels and build strong team cultures to ensure a safe and successful work environment.

$118,500 - $173,800

Primary duties/ responsibilities:

  • Lead PSM/RMP programs in accordance with plant, corporate, OSHA and EPA guidelines. Participate in periodic audits of PSM procedures. Track completion of action items. Present monthly PSM/RMP status reports to the PLT and quarterly PSM/RMP status reports to the Chemical Operations Governance Council. Support the review/submittal of the Risk Management plan.

  • Lead the MOC process for the plant - Participating in process hazard analyses (PHAs) and pre-startup safety reviews. Ensure work instructions are updated and training is completed before changes are implemented. Support the updating of process safety information (including process piping and instrument diagrams (P&IDs) and equipment files).

  • Support PHA using HAZOP (Hazard and Operability Study) or What-If Checklist methodologies. Assist with compiling appropriate process safety information, scheduling PHA teams and documenting PHAs. Assist with developing corrective action plans - Tracking completion and reporting progress to the PLT (monthly).

  • Provide expertise in continuously improving the PSM/RMP management systems. Works with respective departments to drive capability of the PSM/RMP elements. For example, assist the Maintenance and Operations Department to continuously improve the mechanical integrity program per the PSM/RMP standards. Conducts analyses of PSM/RMP data to identify trends and recommend improvements to the respective PSM/RMP element.

  • Support third-party engineering studies to ensure the design of our processes and equipment meet RAGAGEP and LOPA. Track corrective actions to completion. Assist Engineering/Purchasing with reviewing bid packages and selecting vendors (for services). Assist with evaluating engineering design specifications to ensure alignment with RAGAGEP.

Education:

REQUIRED: B.S. Degree in an engineering discipline with knowledge of PSM/RMP regulations

Experience:

Job Purpose

The Process Safety Engineer will be responsible for supporting Process Safety Management (PSM) functions at the Pasadena Plant site for the Specialty Resins (SPR) Division. To ensure independence from asset level production, cost, or schedules pressures, as well as intervention rights with respect to technical and operational activities, this role reports to Corporate Process Safety. The Process Safety Engineer is expected to understand and support the business strategy, goals, and objectives relative to process safety. The Process Safety Engineer will lead and support the execution of essential PSM activities such as process hazard analysis, layers of protection analysis, project management, and management of change. This role will work to ensure compliance with all applicable OSHA PSM and EPA RMP regulations, practices, standards, and procedures.

Principal Accountabilities

  • Subject Matter Expert for Process Safety management systems and how they apply to the plant and technology.

  • Stimulates leadership of management and raises collective organizational awareness to ensure process safety of the site assets so that life and environment are safeguarded while meeting production objectives.

  • Challenge and provide feedback to leadership, operations, engineering, etc. to develop and implement better solutions to mitigate potential process safety hazards.

  • Bachelor's degree in Chemical Engineering, Mechanical Engineering, or related field required.

  • 5- 8 years of experience in an industrial chemical plant environment preferred. Previous experience in process safety management, Production Engineering, Process Engineering or Asset Integrity Engineering is preferred.

  • Experience and understanding of asset integrity engineering deliverables such as P&ID's, basic function of unit operations, corrosion, and materials selection, NDE and NDT technologies and applications, vessel inspections, overhaul planning

  • Extensive knowledge of RAGAGEP such as ASME, API and NFPA codes

Job Purpose

The Process Safety Engineer will be responsible for supporting Process Safety Management (PSM) functions at the Morrisville, PA and Glen Rock, PA sites for the Gelest Division of Mitsubishi Chemical America. This role reports to the Senior Manager of Safety. The Process Safety Engineer is expected to understand and support the business strategy, goals, and objectives relative to process safety. The Process Safety Engineer will lead and support the execution of essential PSM activities such as process hazard analysis, layers of protection analysis, project management, and management of change. This role will work to ensure compliance with all applicable OSHA PSM and EPA RMP regulations, practices, standards, and procedures.

Principal Accountabilities

  • Subject Matter Expert for Process Safety Management systems and how they apply to the plants and technology.

  • Stimulates leadership of management and raises collective organizational awareness to ensure process safety of the site assets so that life and environment are safeguarded while meeting production objectives.

  • Challenge and provide feedback to leadership, operations, engineering, etc. to develop and implement better solutions to mitigate potential process safety hazards.

  • Leads effective Process Safety self-assessments. Identifies areas of weakness and prioritizes gap closure to continuously reduce the process safety risk of the unit. Ensures safeguards and mitigations are effective.

  • Maintains internal and external PSM/RMP compliance auditing system.

  • Defines process safety indicators to be applied at the asset level. Prepares regular management reports, including metrics and key performance indicators, to assess overall PSM program health. Supports the facilities on the analyses of these metrics' results.

  • Develops and maintains PSM policies, standards, and procedures compliant with regulations and corporate standards. Drives improvements and oversees the management of PSM systems to maintain interrelationship among the elements and ensures effectiveness.

  • Collaborates with the Director of Operations, Senior Managers of Operations, Engineering Managers, Maintenance Managers, and Improvement Engineers to create and maintain a plant-based Process Safety Continuous Improvement plan.

  • Reviews, approves, and escalates, as appropriate, deviations from technical standards (RAGAGEP, Safety System Impairment, PSM system standards, etc.).

  • Works closely with operations, identifies day-to-day issues with process safety implications, escalates as appropriate, and provides guidance to ensure an adequate report and analysis of these events (process safety events, near misses, releases, MOC - including technical, human and organizational changes, procedure updates, deviations, etc.).

  • Leads and facilitates the completion of Process Hazards Analysis (PHAs) during all stages of the facilities' lifecycle. Mentors PHA team to lead and participate in effective PHAs.

  • Maintains current LOPA workbook, PSM Self-Assessment, Facility Siting, PHA, MAH Table and other critical PS documentation including those needed to stay in compliance with local regulations (applicability, RMP, etc.).

  • Periodically reviews operating procedures, corrective action item closures such as audits and incident investigations to ensure compliance, completeness, and accuracy.

  • Provides subject matter expertise and support to meet submittal requirements of the sites' RMP.

  • Strong knowledge of the technology, chemistry, cardinal rules, and other technology-specific process safety requirements. Capable of transferring this knowledge to other operations' roles.

  • Provides/directs effective training on aspects related to process safety (risk assessment, management of change, mechanical integrity, Major Accident Hazards).

  • Assesses technical standards, including clear identification of the system's safe operating limits, as well as industry-recommended practices and other recognized and generally accepted good engineering practices (RAGAGEPs) that are adopted as a basis.

  • Develops and updates emergency plans using the risk studies as a basis. Collaborate with the Emergency Response Team on the development of tabletop drill scenarios related to process safety.

  • Identifies and shares within the company the lessons learned from internal and external accidents.

  • Assesses the implications of new regulations on process safety.

  • Defines process safety competencies to be achieved in all positions.

  • Utilizes training and/or educational opportunities to ensure knowledge in process safety and in assigned areas of focus to keep abreast from an operational, tactical and regulatory basis.

  • Performs additional assignments that contribute to the achievement of Mitsubishi Chemical Corporation's strategic objectives related to process safety compliance and risk management.

Knowledge / Skills / Experience

  • Bachelor's degree in Chemical Engineering, Mechanical Engineering, or related field.

  • 10 years of experience in an industrial chemical plant environment preferred. Previous experience in process safety management, Production Engineering, Process Engineering or Asset Integrity Engineering is preferred.

  • Training as a leader in Process Hazard Analysis, Layers of Protection Analysis, and Quantitative Risk Assessments is preferred.

  • Efficient at multi-tasking, working independently, staying organized and following-up on tasks to completion.

  • Strong ability to develop and maintain productive working partnerships within the organization across all levels.

  • Capable of inspiring individuals at all levels in the plants to strictly follow process safety rules. Translates requirements into concepts and examples that can be easily understood by all.

  • Has high integrity. Makes decisions based on data.

  • Active and vocal advocate of Process Safety in the units.

  • Not afraid to intervene in situations when Process Safety could be compromised. Ready to sacrifice production, cost or schedule to ensure that Process Safety risk is properly managed.

  • The salary range for this position is $105,000 - $165,000. Factors such as scope and responsibilities of the position, candidate's work experience, education/training, job-related skills, internal peer equity, as well as market and business considerations may influence base pay offered. This salary will be subject to a geographic adjustment (according to a specific city and state), if an authorization is granted to work outside of the location listed in this posting.

Focus: The Process Safety Engineer plays a key role in ensuring compliance with corporate PSM standards and PSM/RMP regulations. As a subject matter expert, this professional works closely with site leaders and personnel to drive risk assessment, develop management systems, and facilitate training. Additionally, this role supports Division EH&S Process Safety activities and standardization efforts, with potential growth into a North American Process Safety Technology Leader (PSTL) position. Reports to the Niagara EH&S Manager.

Process Safety Engineer Essential Job Functions:

  • Ensure compliance with OSHA PSM and EPA RMP regulations through management of related Olin Management System work processes and tools.
  • Track and investigate process safety events (Tier 1, 2, 3) to drive site to zero incidents.
  • Develop and deliver process safety training programs as well as coaching for site personnel through field time.
  • Lead efforts to standardize process safety fundamentals and policies through collaboration with Division EH&S, focused on continuous improvement.
  • Serve as focal point for PSM-RMP and VPP audits, ensuring readiness as well as auditor for company-side assessments.

Process Safety Engineer Minimum Requirements:

  • Bachelor's degree* in Engineering; Chemical preferred.
  • 8+ years of engineering experience; 4+ years in Process Safety and Audits preferred.
  • Familiarity with EPA RMP and OSHA PSM compliance requirements.
  • Strong analytical, problem-solving, and communication skills.
  • Ability to collaborate across all organizational levels.
  • Prior Olin experience in a relevant position preferred.
