Description
Highly skilled workers in the instrumentation/electrical craft who perform at or above a CCST/EPRI level II or equivalent. Responsibilities include but are not limited to the removal, repair, installation, troubleshooting, & diagnosis of process instrumentation & electrical systems. Employee may mentor or train other instrumentation/electrical employees. Employee will work under minimal supervision where the primary objective is safe production.

Qualifications
Minimum Requirements:

Must have completed academic and practical competencies required (this includes Line of Progression requirements for internal employees where LOP Exists) and have experience demonstrating the required aptitude. The selected candidate shall demonstrate the ability to apply knowledge and skills while also passing a written assessment where required. This exam is based on skills/abilities and/or academic knowledge; as well as safety.

JOB SUMMARY
Responsible for implementing, maintaining and supporting the automation & process control infrastructure for water and wastewater systems. Assist in creating and reviewing engineering plans, designs, monitoring, building commissioning and operation of automation & process control systems. Understand and apply new technological systems and multiple vendor products to develop and support innovative system solutions that match operational and business requirements. Assist in the development of standards, practices and policies related to the installation, maintenance and operations of automation & process control systems. Develop, deploy and maintain standard and custom programming and configuration code for the automation & process control systems. Provide first level support for maintaining and troubleshooting the automation & process control infrastructure, which includes on call as well as on site when required. Manage automation & process control system projects as required. Perform quality assurance checks of automation & process control systems as required. Assist with the maintenance and integration of computerized maintenance management systems.
ESSENTIAL FUNCTIONS

- Assist in developing programming and configuration code for process control systems, make changes to existing programs, review work performed by contractors, participate in factory witness testing, and coordinate control system issues between District Engineering, the contractor, and District Operations.
- Assist in review of control logic strategies and implement programming changes to optimize control strategies for water/wastewater supply, distribution, treatment and collection processes and automate as appropriate.
- Maintain security protocols, firewalls and access for field and operator Supervisory Control and Data Acquisition (SCADA) access for field devices in conjunction with the District's Information Technology department. Provide virus and malicious software protection, and intrusion alert systems with the support of the District's Information Technology department.
- Work collaboratively with District Engineering and Information Technology staff to support, maintain, and add to the District's Computer Maintenance Management System (CMMS) and SCADA system.
- Responds to emergencies as directed. Serves on-call, as assigned.
- Perform and/or coordinate maintenance activities on process control equipment and/or systems.
- Perform upgrades and provide replacement of hardware and software.
- Troubleshoot and resolve process control system issues.
- Investigate and recommend new technological developments and processes to hardware and software platforms.
- Research, recommend and implement systems to enhance control systems functionality and reliability.
- Assist District Maintenance and Operations staff on proper operation and maintenance of Process Control equipment and systems. Provide technical instruction as required.
- Work with maintenance and operations staff to implement policies, standards, practices and guidelines for all phases of process control implementation, operation and maintenance.
- Work with members of District Staff to enforce compliance with mandatory process control policies and procedures.
- Make recommendations to change standards and methods to improve processes and efficiencies.
- Provide support for Electrical Technicians as required.
- Ensure compliance with the Change Management process.
- Enforce process control system life cycle practices.
- Maintain relationship with Process Control vendors to keep current with changes in operational control systems.
- Review vendor specifications, report findings and make recommendations.

SUPERVISION RECEIVED
Works under the general supervision of the Manager of Maintenance.
MINIMUM QUALIFICATIONS
Associates degree in related field plus three (3) years related experience. Minimum of three (3) years of experience in in the maintenance, troubleshooting, calibration, repair and installation of Process Control Systems (SCADA and DCS), configuration and programming of PLCs / RTUs (Allen - Bradley, Modicon, Rockwell Automation, Siemens, Emerson) and HMIs (Iconics, Intellution (iFix), Wonderware), control and instrumentation loops.or other related experience that provides the requisite skills and knowledge. Significant additional experience and/or certifications or other education and training may be substituted for formal education.
Able to obtain a Control Systems Technician Certificate, Level I (CCST) within 24 months of placement.
Must have a valid driver's license.
As part of the screening process, applicants will be required to take a written examination. Candidates must pass the written exam to be considered further for point evaluation by supervision.
SPECIAL PREFERRED QUALIFICATIONS

What You Will Do
- Calibration of critical and non-critical instrument transmitters across the factory using multifunction calibrators and the DCS (distributed control system). This includes documentation and record keeping of calibrations in AMS (Asset Management System). This also requires planning of calibration due date's to not impact customers.
- Troubleshooting and replacement/repair of malfunctioned instruments including control system hardware. Technician will use a variety of test equipment to troubleshoot including field communicators, AMS (Asset Management System), digital volt meters, amp meters, advanced multifunction calibrators, and oscilloscopes as needed. Responsibilities include primarily working with 4-20mA analog current loops and 24VDC/120VAC discrete control voltage along with HART, Modbus, and Fieldbus communication protocol systems. The use of control loop drawings and P&ID's is required for troubleshooting instrument issues.
- Perform PM's (preventative maintenance) and work order completion for SAP scheduled events.
- Specifying/solicit quotes from vendors and ordering of new/replacement instrumentation equipment.
- Support of new instrumentation commissioning and startup.
- Support senior technicians with equipment troubleshooting as needed.
- Work safely and be able to troubleshoot analog signal loops and 24VDC/120VAC discrete control loops.
- Ability to troubleshoot Digital Communication Systems. (HART, MODBUS and FIELDBUS)
- Ability to calibrate pressure, temperature and flow transmitters using multifunction calibrators. (e.g. Beamex MC6)
Qualifications You Must Have:
- Typically requires HS Diploma or AA/AS degree (or other 2-year post high school training) with a minimum of 4 years of relevant experience
- ISA CCST Level One certification (or equivalent) or applicable associates degree (Electrical Technology, Instrumentation and Controls, Electronics Technology, Mechatronics Technology or similar program).

- Frequent on-the-road travel within a 1-hour driving distance, with occasional overnight stays for long-distance jobs within the state of Minnesota.

The Instrumentation Technician tests all newly installed fire alarms and sometimes performs regular inspections to ensure that systems and equipment continue to work according to their specifications. They must test all basic alarm panel functions to make sure that every offered feature is functional. Essential Duties:
• Performs shop service and/or field inspection, testing, maintenance, and repair of fire equipment which may include customer portable and fixed fire extinguisher systems and components, lifesaving and navigation aid equipment, fixed breathing air systems, fire detection and alarm system components, fixed gas detection systems components and foam, dry chemical, gaseous fire suppression systems and components and water-based fire protection equipment.
• Consistently demonstrates the ability to operate assigned equipment meeting or exceeding service and quality targets. Ability to operate and maintain, reassemble, and test electronic safety equipment in accordance with manufacturers’ specifications.
• Install Fire Alarms: Responsible for full installation of fire alarms and other assigned security devices, the Fire Alarm Technician must travel to customer locations, thoroughly install devices, and program all fire alarm panels. This requires them to read and understand product manuals and use necessary tools. After products are installed, the Fire Alarm Technician will instruct the customer on proper device use and maintenance measures.
• Repair Fire Alarms: In addition to installing fire alarms, the Fire Alarm Technician responds to maintenance calls, troubleshooting devices and using device manuals to repair non-functioning fire alarms and restore them to original functionality or replace them if necessary. They educate customers on preventative care and regular maintenance to prevent system malfunctions. They may also perform system and device upgrades on occasion.
• Adhere to Regulations: Knowledgeable about all fire safety codes and regulations, Fire Alarm Technicians ensure that the devices they install meet all local and federal laws and building codes. They must also comply with OSHA safety policies and may be required to obtain certain licenses and certifications depending on the state in which they are employed.
• Prepare Reports: The Fire Alarm Technician prepares service reports at each service location, completing all necessary paperwork with client, recording all work performed, materials used, and any problems encountered. They write and deliver status reports on contract jobs and update work orders as well.
Skills and Experience:
• 1–3 years of experience with gas transmitter calibrations, Instrument/Electrical systems, and fire protection equipment or systems.
Working Environment:
• Shop, indoor and outdoor industrial environments. May be frequently exposed to cold, hot, wet, humid, outside weather conditions and vibration. Works in customer environment. May be exposed to high pressure, chemicals, and traffic. The noise level in work environment is usually moderate.
Educational Requirements:
• High School diploma or GED and at least two (2) years of field experience in fire protection, petrochemical, oil refinery or related industry. Associate degree in science or technical area strongly preferred.
