- Serves as an expert consultant for functional teams to assist them in anticipating, identifying, evaluating, mitigating, and minimizing risks associated with information technology (IT) systems' cybersecurity vulnerabilities.
- Applies mastery of cybersecurity principles, concepts, and methods, including state-of-the-art and emerging techniques and products, to recommend appropriate technical strategies to resolve complex and persistent cybersecurity challenges.
- Advises system designers and system administrators about the consistency of proposed cybersecurity strategies with regulatory and policy directives
- Plans, organizes, directs, and coordinates efforts involving the development/maintenance of new or improved computer science methods, techniques, principles, and concepts.
- Serves as the Information Systems Security Manager (ISSM).
- Provides network/computer security and risk management planning, strategic planning, management, and technical oversight for the certification and accreditation of networks, systems, applications, and associated computer hardware/software resources.
- Develops, implements, maintains, and refines an integrated program of guidance, goals, standards, plans, procedures, and criteria for the assigned cybersecurity functional areas and associated programs.

- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the
duration of employment. A background investigation and credit check are required. - This position requires Information Assurance Manager Level III. As a condition of employment, employee shall obtain and maintain the proper certification for the Cybersecurity position as required in the DoD 8570.1-M within 6 months.
- The incumbent may be subject to a one-year probationary period.

Basic Requirement for IT Specialist (INFOSEC), NH-2210-4:
Specialized and Other Experience: One year of specialized experience which includes: managing cybersecurity plans; AND establishing standard operating procedures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03).
The specialized experience must include, or be supplemented by, information technology related experience (paid or unpaid experience and/or completion of specific, intensive training, as appropriate) which demonstrates each of the four competencies, as defined:
(1) Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Examples of IT-related experience demonstrating this competency include: leading others by setting the standards for the quality of work, even in the most difficult and/or high pressure circumstances; reviewing and editing work completed by others to ensure that the quality of work meets acceptable work standards.
(2) Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services. Examples of IT-related experience demonstrating this competency include: using expertise and experience to address complex problems, questions, or complaints; anticipating customer needs and modify the team's work activities, processes, and practices to meet these needs; collaborating across team and outside of own team to organize planning sessions that elicit ideas for improving customer service and support.
(3) Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Examples of IT-related experience demonstrating this competency include: clearly explaining and defending complex ideas, appropriately adapting to each audience's level of knowledge; actively listening and clarifying points when presenting highly complex and controversial findings; using well-constructed, fact-based arguments to persuade stakeholders/ officials to take action on suggestions for improvement.
(4) Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. Examples of IT-related experience demonstrating this competency include: providing precedent setting solutions to unique problems not previously encountered; helping team make decisions which are complicated by the number and nature of existing policy, guidelines, and organizational goals; identifying the root causes of problems; developing systemic solutions to address them and prevent them from reoccurring.

Job Description
Network Security Engineering services to validate existing firewall rulesets in place and approve new firewall requests for client's on-premise and cloud firewalls. The project requires that all firewall rules be reviewed and optimized, removing legacy rules, and validating business owners for existing production rules to meet Automated Cybersecurity Evaluation Toolbox (ACET) evolving private banking audit requirements. Additionally, the project requires security engineering services support the integration of FireMon and ServiceNow ticketing to automate the quarterly and annual firewall rules compliances reviews.
Scope of Work:
Network Security Services
• Firewall Rule analysis across various vendor devices (over 30,000 firewall rules & 11,000 servers)
• Ensure new firewall rule requests align with client's security and compliance policies
• Recommendation of Firewall Rule security and design improvements
• Validation of rules to disable
• In depth troubleshooting of infrastructure as applicable
• Establish and maintain system documentation
• Integration support between FireMon and ServiceNow
• Integration support between Firemon and Illumio
• Tracking of Firewall Rule status and their metrics
• Ability to provide OnCall coverage and work after-hour changes as needed to support project/KTLO efforts
Firewall Rule Configuration and Audit Consulting:
• Review existing FireMon rule audit reports and findings with client's team (hit counts, unused rules, etc.)
• Determine process for rule owner identification and cleanup
• Review of firewall rules - Cisco and Check Point virtual firewalls
• For each rule, determine current asset owner and document
• For each rule, validate if the firewall rule is still required for all assets covered by rule (consult Navy Federal rule owners)
• For each rule, if rules contain assets that are no longer in production or policy that is no longer required document finding and schedule change control to remove/clean up rule from existing firewall policy.
• Leverage existing firewall management tools for discovery and maintenance/cleanup:
• Adaptive Security Device Manager (ASDM)/Cisco Defense Orchestrator and FireMon Security Manager
• Determine and document process for validating rules with client's team members
• Monitor ServiceNow ticket queue to avoid SLA delay for client tickets
Key Qualifications:
• Bachelor's Degree in Computer or Electrical Engineering, Computer Science or related field or equivalent work experience
• 7 - 10 years advance hands on experience and knowledge

GDC IT Solutions is currently seeking a Network Security Engineer to work in a hybrid capacity, with 3 days on-site per week at the Office of the Chief Financial Officer (OCFO) in Washington, D.C. This position requires candidates to reside within commuting distance of the DMV region and offers a mission-critical opportunity to design, secure, and optimize large-scale, multi-site enterprise networks.
Position Overview
As a Network Security Engineer you will be responsible for the design, implementation, monitoring, and operation of OCFO's network and security infrastructure. You will play a key role in safeguarding information assets, resolving complex technical issues, and supporting the stability and security of production and disaster recovery environments. This position is ideal for a senior-level engineer with deep knowledge of modern network security technologies, threat mitigation, and enterprise architecture.
Responsibilities
- Design, configure, and maintain large-scale, multi-site network architectures aligned with OCFO security policies and procedures.
- Monitor and analyze data traffic patterns to identify, resolve, and prevent network performance degradation or failures.
- Configure and secure routers, switches, firewalls, and appliances in compliance with OCFO standards.
- Monitor security infrastructure to detect and prevent breaches and unauthorized access.
- Perform forensic and packet analysis to support incident investigations and improve network defense strategies.
- Operate and manage security monitoring and logging systems.
- Support and manage disaster recovery and production network environments.
- Provide network design and architecture services, including secure WAN and remote access (e.g., IPsec, VPN).
- Respond to and resolve complex technical issues with appropriate urgency; escalate when needed.
- Identify recurring incidents, analyze trends, and implement solutions to reduce future issues and improve service delivery.
- Collaborate with infrastructure staff to scope and implement network changes or enhancements.
- Stay current on security threats, malware, and vulnerabilities, and advise on mitigation strategies.
- Proven experience designing and managing large-scale, multi-site enterprise networks.
- Deep knowledge of network security best practices, including system- and network-level attack mitigation methods.
- Experience with Cisco Firepower (NGFW), Cisco ASA Firewalls, and Cisco ISE 2.0+.
- Proficiency with secure remote access and WAN technologies such as IPsec and VPNs.
- Experience with network security tools including Cisco AMP, NGFW, and Firepower Management Console.
- Strong understanding of security routing protocols and secure network architectures.
- Demonstrated ability to conduct forensic and packet-level analysis.
- Excellent communication and problem-resolution skills in a customer-facing environment.
- Experience managing both production and disaster recovery network environments.
- Familiarity with security operations and incident response processes.
- Understanding of compliance frameworks relevant to public sector IT (e.g., NIST).
- Experience in public sector or high-security enterprise environments.

Senior Network Security Engineer II supports the ongoing design, implementation, operation and security of the OCFO network and the supporting security infrastructure.
Duties & Responsibilities:
a. Ability to monitor and analyze data traffic patterns within the OCFO network infrastructure;
b. Identify network problems and recommend improvements to ensure optimal performance;
c. Ability to improve network quality regarding any degradation;
d. Ability to enhance security and knowledge of the latest security threats, worms and malware and advise on how to deter them;
e. Ability to ensure reliability and stability of the work through the above actions;
f. Configure routers, switches, firewalls and other appliances in compliance with OCFO security standards
g. Monitor security measures in place within network perimeter, ensuring breaches do not occur and information is safeguarded from unauthorized access;
h. Proactively oversee the activities involved in quality resolution of complex technical issues, responding with an appropriate sense or urgency to problems escalated to Network Engineer's level;
i. Coordinate with appropriate personnel to determine positive solutions that increase end user satisfaction, following through to completion, and communicating resolution results; escalate to management any situation that could adversely impact the service provided to the end user;
j. Monitor trends in documented incidents and determine appropriate actions necessary to eliminate future occurrences and improve customer service levels in an appropriate timeframe;
k. Provide network design services
l. Coordinate with the Infrastructure Services Group staff to establish the scope, timing and technical approach to be used for proposed network changes;
m. Ensure adherence to network policies and procedures;
n. Manage production and disaster recovery networks and security
o. Ability to perform forensic and packet analysis;
p. Ability to configure and operate network security-focused monitoring and logging systems
Qualifications:
a. Experience building large scale, multi-site network architectures
