**Responsibilities**
+ Assists head of government affairs with strategic planning for known and potential regulatory activities related to the business and industry areas.
+ Builds and maintains professional relationships with members of federal, state, and local government entities and agencies.
+ Represent organization with trade associations and industry committees with coordination of the head of government affairs.

+ Completes all briefing packets for all states and policy issues at the federal level.
+ Provide weekly reports on policy issues to executive management.
+ Tracks, manages, and keeps on task all project management for government affairs team.
+ Tracks all lobbying activities for government affairs and prepares appropriate reports.

**Required Skills/Education**
+ 5-8+ years working for federal or state government OR 5+ years working as a lobbyist in life science, pharmaceutical or medical device industry.

The Federal Government Affairs Director will be responsible for helping develop and implement federal Government Affairs strategy, communications and advocacy to support, promote and protect business objectives and policies of the company. The Director will communicate, advocate and reinforce CareFirst's opinions and positions throughout the Executive and Legislative branches of the federal government. This role will support the development of a positive perception among regulators, legislators, and stakeholders of CareFirst's mission and values and promote CareFirst as a public policy thought leader on healthcare issues nationally. The incumbent must have an excellent working knowledge of health policy issues facing the company, as well as the federal legislative, regulatory, and political landscape.
**ESSENTIAL FUNCTIONS:**
+ Engage federal government officials and their staffs on behalf of CareFirst to ensure that the companys position is considered in legislative and regulatory decisions, and that legislation and/or regulations are either introduced or amended to be consistent with CareFirst policy and objectives. Enhance and solidify effective working relationships with legislators, regulators, opinion leaders, and various constituencies and community groups such that CareFirst is positioned to influence policy development as a thought leader and trusted resource.
+ Working with public policy team and internal subject matter experts, coordinate CareFirsts positions regarding federal legislation and regulations. Research, develop and articulate positions on a wide variety of issues of public policy affecting the company. **QUALIFICATIONS:**
**Education Level:** Bachelor's Degree OR in lieu of a Bachelor's degree, an additional 4 years of relevant work experience is required in addition to the required work experience.
**Experience:** 10 years progressive experience in government relations or public policy in the government and/or private sector. Strong relationships with legislative branches and committees of importance and in relevant positions within the Executive Branch.

POSITION SUMMARY: This position in the Government Affairs organization will be primarily focused on federal government engagement in Washington, DC. The position will also provide other government affairs support as needed. ?
KEY RESPONSIBILITIES:
+ Manage all aspects of MPC's (including subsidiaries and related companies) government affairs activities at the federal level, as applicable, including advocacy development and political strategy development.
+ Build and maintain relationships with executive branch officials, legislators, other relevant officials, and their respective staff.
+ Identify potentially impactful proposed bills and policy positions, work with relevant business units and senior management as warranted to determine their impact to the organization and develop responsive strategy.
+ Directly advocate on behalf of MPC's interests with executive branch officials and legislators to advance the company's government and public affairs interests.
+ Promote effective relationships with industry/trade, consumer, and professional groups.
+ Assist with permitting issues as needed and serve on project teams to manage communications with elected officials and other governmental stakeholders.
+ Manage federal contributions and lobbying reporting filings in compliance with federal regulations, including assessing qualification of corporate activities and expenditures.
+ In coordination with the Law Organization, keep current with relevant lobbying and ethics requirements and monitor developments and changes. ?
EDUCATION AND EXPERIENCE:
+ Bachelor's Degree required
+ Minimum of ten years of corporate energy experience and/or six plus years of government or public affairs experience; background in tax, fuels, and clean air act regulations strongly preferred. ?

Responsible for leading ITG Brands' state government affairs strategy across a designated region of the United States. This position is eligible for a CVS Health bonus, commission or short-term incentive program in addition to the base pay range listed above.
