Brief Job Description:

The Process Improvement Unit (PIU) Strategic Coordination Project Manager (PM) works under the direction of the Director of the Process Improvement Unit in the Office of Compliance and System Coordination (OCSC). This position is responsible for planning, implementing, and evaluating the agency's cross-program and cross-agency project initiatives. Establishes reporting tools and mechanisms to regularly report cross division coordination activities and other agency projects to executives and other key staff. Manages DSHS special projects, utilizing project management tools in coordination with agency business and program units. The position facilitates work groups and compiles and analyzes information to develop project recommendations and reports. May plan and direct organizational assessments and monitor and report on successes and challenges related to organizational change activities. Promotes and implements approaches to continuously assess and improve health outcomes and/or business processes. The work requires regular interaction and coordination with executive, program, and legal staff and others within DSHS and HHSC.

Essential Job Functions (EJFs):

EJF 1: The PM serves as project manager and lead for the development of the agency's strategic and operational plans. This work involves: providing technical assistance to all functional divisions and programmatic areas within DSHS for the development of their area's strategic and operational initiatives; leading the agency in planning for the agency's submission of it's formal strategic plan; developing all necessary documents as dictated by the State Legislative Budget Board (LBB), legislature, and Office of the Governor; working with agency staff across all areas of DSHS and HHSC to develop strategic initiatives; facilitating project status reporting; leading work groups and project teams; ensuring that any discussion or decisions made regarding project status are accurately captured in the tracking system; assisting program area managers when it is time to close out a project; and working with program area managers to evaluate performance to see that the project had the intended impact (50%).

EJF 2: The PIU Project Manager serves as project manager for initiatives that impact key functions within DSHS. This work involves: providing technical assistance to areas in the development of project charters and work plans at the start of a new project; ensuring that critical project documentation is completed timely; facilitating project status reporting; leading work groups and project teams; ensuring that any discussion or decisions made regarding project status are accurately captured in the tracking system; assisting program area managers when it is time to close out a project; and working with program area managers to evaluate performance to see that the project had the intended impact (20%).

EJF 3: The PM leads management studies conducted by the PIU team, including, but not limited to analyzing any data sources and identifying possible trends; contributing to the design and implementation of survey tools; identifying key findings; and, proposing recommendations for change that represent practical solutions to problems identified during the study. The PM will also work with the area under review to ensure that recommendations are addressed in an action plan that will subsequently become part of DSHS business processes. The PM will also be available to oversee, review, and evaluate corrective actions to determine if the actions have led to increased efficiency and effectiveness. (15%).

EJF 4: The PM is responsible, alone or in conjunction with others, to produce a variety of communication items related to departmental planning exercises and department-wide initiatives being undertaken at DSHS that may include: DSHS strategic and operational plans, priority initiatives, response to legislative request or reports, Survey of Employee Engagement (SEE), etc. (10%).

EJF 5: Performs other duties as assigned. Other duties as assigned include but are not limited to actively participating and/or serving in a supporting role to meet the agency's obligations for disaster response and/or recovery or continuity of operations activation. Such participation may require an alternate shift pattern assignment and/or location (5%).

Knowledge of public health and health care policy issues, systems of service, and programs; project management methodology/tools.; and organizational development and management practices as applied to the analysis and evaluation of programs and procedures.

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Depending on the position, employees may be eligible for overtime, shift differential, and a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.

Job Description

This position is responsible for assisting in planning, organizing, coordinating and controlling of specific site operations. This position may be accountable for delivering and maintaining high standards of customer service through both sales efforts and business operations.

ESSENTIAL FUNCTIONS:

1. Makes routine customer visits and directly interacts with customers during jobs, coordinating his/her efforts with the MPW Sales person to assure the customers job specifications are met.

2. Estimates and bids specific jobs under the direction and supervision of the Branch Manager.

3. Identifies labor and material requirements for jobs, coordinates scheduling with Operations Manager and/or Branch Manager to be sure crews are dispatched to the job sites on time with the required equipment and in compliance with all MPW policies.

4. Assures all job safety requirements are met including the completion of the Environmental Safety worksheets, conduct of safety meetings, appropriate equipment, and accident investigation when necessary.

5. Assists in preparing work order documentation, in turn driving the Branch billing and payroll function.

6. Assists in preparing job history files in order to track equipment, labor, and material needs for jobs for future implementation.

7. Directs supervisory personnel at job sites sometimes acting as a Supervisor or Equipment Operator.

8. Assists in conducting audits of job sites to assure MPW and the customers quality standards are met and that all safety regulations and other MPW procedures are followed.

9. Performs other duties as directed.

ADDITIONAL RESPONSIBILITIES:

1. This position is called upon to plan and orchestrate work flow at customers sites often working under time pressures, hence must be good at scheduling and balancing work loads.

2. In order to achieve positive results, the individual may be required to perform a variety of duties and shoulder a multiple of responsibilities.

3. Have ability to improvise to get jobs completed while maintaining safety, cost effectiveness, and high quality.

4. This position may be called in at various hours and days of the week 24/7, due to the emergency response nature of the business.

5. Several long and non-traditional hours are required as a regular part of this position.

6. Has the authority to make unsupervised decisions consistent with the scope of responsibilities.

8. Understanding of mechanical concepts and applications.

9. Effective oral and written communications.

10. Effective listening skills.

11. Ability to interact with others.

12. 2-3 years of "hands on" experience in equipment maintenance in environments listed above preferred.

13. 2-3 years of "hands on" experience in industrial cleaning or related area such as construction acceptable.

Position Summary: This position will provide support to Project Managers, Senior Project Management Assistant and Project Management Assistant II throughout the project lifecycle (marketing, pre-contractual documents, contract agreement, budgeting, contract administration, invoicing, closeout/archive, etc.). Provide contractual, financial, and administrative support to multiple departments. Project management and financial assistance related to contractual management including preparation of redistribution of contract and task funds, price proposals, task proposals, closeout letters, contract agreements, subconsultant agreements, and budgets. Understand each clients contractual and financial requirements. This position is not eligible for employer based sponsorship with the exception of the TN visa classification.

Essential Functions and Responsibilities

  • Assist Project Managers, Senior Project Management Assistant and Project Management Assistant II in contract/project administration and management, which may include the following: preparation of pre-contractual and contractual documents, price proposals, fee/task proposals, funds reallocation requests, and other project-related documentation for submission to clients.
  • Continuously track and monitor multiple contracts/projects and budgets
  • Work closely with Project Managers, Senior Project Management Assistant, Project Management Assistant II and Accounting & Finance Department to communicate the status of action items.
  • Assist the Accounting & Finance Department in the preparation of invoices and record-keeping.
  • Prepare and track subconsultant agreements and contract renewals
  • Update task tabulations spreadsheets and other contract/project performance tracking spreadsheets
  • Utilize Power BI project reports for contract and task performance and budget tracking
  • Edit, format and finalize specifications and reports for submission to clients.

Nonessential or Additional Functions and Responsibilities

  • Create, edit and distribute conference/meeting notes
  • Organize and coordinate vendor lunch presentations
  • Conduct daily tracking of project deliverables to ensure timely processing
  • Perform other related duties as assigned

Required Experience
  • High School Diploma required
  • 2- 4 years of relevant experience required
  • Associates Degree or a Four-Year Degree in Business Administration, Business Management or a related field is preferred
  • Proficient in Microsoft 365 (Word, Excel, Outlook, SharePoint, Teams, PowerPoint)
