Your Impact
Lead teams of Engineers, Designers and other staff through project completion; Lead the teams through the successful completion of medium to large projects while managing more than one project at a time; Prepare project work plans, proposals, and schedules, and obtain management/client approval; Maintain regular communication with clients regarding project status and project quality, and proactively resolve issues; Manage relationships with project stakeholders, including internal and external clients and vendors, regulatory authorities and technical agencies, and the public. This involves keeping the stakeholders informed of progress and issues in order to manage expectations on all project requirements and deliverables, and meet the project schedule; Proactively track, analyze and report on actual performance against the plan, and prepare cost and schedule reporting, both for clients and as part of internal reporting processes. Address change management matters promptly and professionally with clients and internal departments; Internal reporting includes: Monthly project financial forecast, project budget maintenance, key performance indicator monitoring Analyze project management and project delivery risks, establish contingency plans and identify trigger events and responsibility for initiating mitigating action; Lead and manage business development initiatives including Requests for Qualifications and Requests for Proposals; with input from others, compile a comprehensive and realistic scope of work, and prepare a complete and accurate fee estimate, in a format suitable for obtaining the required management approvals; As Team Leader, provide mentoring, assistance, encouragement and motivation to team members. Provide general administrative and technical leadership for the project; Maintain all project records and monitor correspondence Schedule and facilitate all project meetings required to successfully coordinate work activity Administer subconsultant agreements as assigned. Implement and manage the kW Quality Control Plan for each project Proactively track and report workload management throughout the project Management of client and subconsultant invoicing.
Who You Are
Required Qualifications
A Bachelor's degree in an engineering discipline or construction management 5-7 years in Project and/or Program Management and experience on large, engineering and/or construction projects. Experience leading multi-disciplinary teams of project professionals; concurrently managing issues, scope and quality while bringing projects to successful completion within the cost and time requirements. Experience within an engineering consulting environment is preferred; Familiarity with all commonly used project delivery models; Experience in project planning, risk management, cost management and schedule management, and methods of analyzing and reporting project performance on financial and other KPIs; Exceptional written and oral communication skills, including experience making presentations to senior management, elected officials and the public; Exceptional interpersonal skills; the ability to work well with people from many different disciplines with varying degrees of technical experience; competence in clear, concise and tactful communication with senior management, clients, peers and staff; Strategic, conceptual analytical thinking and decision-making skills; Adaptability and flexibility including the ability to manage deadline pressure, ambiguity and change; Negotiating skills within a context of political sensitivity and conflicting interests; and Proficiency with computer office productivity (i.e. MS Office) and project management software tools Detail oriented with ability to manage multiple priorities and meet deadlines Familiarity reading drawings and specifications. Proficiency with MS Project Exercise responsible and ethical decision-making regarding company funds, resources and conduct and adhere to WSP's Code of Conduct and related policies and procedures. Ability to abide by WSP's health, safety and drug/alcohol and harassment policies.

Responsibilities
We're looking for an assistant project manager with transportation industry experience. This position will support WMATA within the Washington, DC Metro area and is ideal for someone with previous or current WMATA experience or similar experience with a major transportation authority.
•Serve as WMATA's representative for the assigned task orders with responsibilities for all phases of the project;
•Ensure all required tasks are performed on time and within budget;
•Engage specifically in planning, staffing, scheduling, budget management, quality control, safety, and coordination of subcontractors and internal technical and support staff;
•Manage stakeholder relationships;
•Develop project scopes, prepare reports, develop, and maintain schedules and budgets, and ensure quality reviews are complete;
•Identify scheduling, cost variances, and make recommendations for corrective action for negative variances; and
•Resolve issues with contractors in a timely manner and ensure that all aspects of the task order remain on schedule and within budget.
Qualifications
•A minimum of a bachelor's degree in engineering or related field;
•A minimum of five (5) years of experience in transit and transportation projects;
•A minimum of three (3) years working on a multiple task order contract;
•Successful completion of Occupational Safety and Health Administration ( OSHA) 10-Hour Construction Course;
•Knowledge of the principles, practices, and techniques of project management, to coordinate, review and provide expert technical management for the assigned task orders;
•Knowledge of project controls, including critical path method scheduling and budgetary control systems;
•Ability to independently organize and carry out assignments with minimum direction as well as ability to function effectively as a leader of highly professional personnel; and
•Ability to communicate effectively.

Basic Qualifications:

- Must be able to obtain and maintain a security clearance and the AEDC local area network.

Overview
Beyond New Horizons, LLC (BNH) has an exciting opportunity for a Capital Project Manager, supporting TOS II, at Tunnel 9 in White Oak, Maryland. The Capital Project Manager will be working as a member of an integrated team responsible for operating, maintaining, and improving the United States Air Force Test Operations and Sustainment efforts.

Job Summary
The successful candidate will be responsible for program/project management leadership for a group of large and complex multidisciplinary projects including capital improvement projects. May include large maintenance, test, or multiple interfacing projects.
Job Duties:
- Apply standard engineering methods and techniques to evaluate opportunities for facility capability upgrades.
- Manage complex projects; track and control scope of work, resource utilization, schedules, and work accomplishments; initiate corrective actions as required; maintain contact with the client, resolve contractual conflicts, or elevate conflicts to branch level for resolution.
- Represent the company to current and prospective clients, customers, and users.
- Facilitates the collection of project requirements, objectives and customer expectations, and clearly communicates this information to project teams.
- Provide project updates to the Tunnel 9 Branch Manager, Mission Execution director and local Air Force Director as well as other managers as required.
- Responsible for delivering a successful portfolio of projects safely, with all quality attributes, on time and within budget.
- Perform cost and performance measurement analysis against planned and estimated scope.
- Ensures compliance with appropriate codes, standards, and regulations (including those for environmental work).
- Prepares and executes Project Plans using cost, schedule, and performance objectives, resourcing, verification and validation and risk management
- Support common work processes and procedures within assigned function.
- Utilization of Earned Value Management System (EVMS) knowledge.
- Assist other project managers, principles, or officers in the management of extremely large, multidiscipline projects.
- It is a condition of employment to wear PPE (Personal Protective Equipment) in accordance with supervisory direction and company policy.
- Perform other duties as required.
- Bachelor's degree in an engineering discipline or relevant technical field from an accredited university and at least 10 years of progressive and relevant experience in an engineering or related technical field or at least 14 years of progressive and relevant experience in lieu of degree. Additional relevant education can be substituted for overall experience.
- Must be able to obtain and maintain a security clearance and the AEDC local area network.
- Current U. S. Citizenship required.
- Active Secret clearance
- A Master's Degree in an engineering discipline, construction management degree or business administration field from an accredited university.
- Knowledge of construction, engineering, procurement, and other project-related activities, including their interfaces and interdependencies.
- Knowledge of ASME, IEEE, NFPA, and ASHREA Codes and Standards.
- Experience working with project resource scheduling software such as MS-Project or Primavera.
- Ability to plan, organize, lead and monitor a wide variety of team efforts to their successful conclusion.

- Manage the interface between all suppliers through monthly trackers and weekly reviews.
- Manage the flow of project information between the project team through regular meetings and written communications.
- Forecast and update key project milestones.
- Manage and monitor local design teams in accordance with commission criteria.
- Provide technical support to owners, architects, general contractors and regional stakeholders
- Rapid response to RFIs from the field.
- Provide expertise for cost control, value engineering, and constructability guidance where required.
- Independent review of status reports, drawing submittals, timelines and costs from architects, contractors and suppliers.
- Client management – assist in developing excellent working relationships with Clients, with a view towards maximizing new opportunities.
- Strategic Thinking - provide advice to project teams on approaches that can be adopted to successfully achieve both clients’ objectives and business objectives.
- Knowledge management – ensure that key information and learnings generated from each project is captured.
- Process improvement – Identify ways to improve internal systems and processes.
- SOX control responsibilities may be part of this role, which are to be adhered to where applicable.
