+ Champion client relationship managers, ensuring they are well-supported and accountable for growing influential relationships.

+ Master Degree required.
+ Min 15 relevant years of experience.
+ Project Management / Design Management on complex rail projects in Southern California. Experience working on LA Metro rail projects in a project management or design management capacity.
+ Code knowledge

RESPONSIBILITIES:

  • Provides strategic business partnering to T&R business unit leaders to support business objectives, including direction and counsel on employee relations and development, organizational development, workforce and succession planning, diversity, equity, and inclusion (DEI), performance management, and other HR policies and programs.

  • Engages with teams and employees across the organization to build trust, understand concerns and opportunities, and drive continuous improvement on employee relations so that MPC will continue to be the employer of choice.

  • Responsible for the planning and implementation of HR programs, employee development and policies including staffing, compensation, employee relations, and talent management.

  • Partners with HR Centers of Excellence (CoE) to implement HR programs in support of business objectives. Oversees delivery of human resources initiatives and programs (salary allocation and other compensation programs, performance management, leadership and career development, succession planning, DEI, and benefit plans).

  • Provides guidance and counsel to HR team members on significant matters related to the application of programs, policies, and processes Consistently administers HR programs throughout MPC.

  • Performs labor relations activities for MPC where applicable, including negotiations, contract administration and other union activity, as well as ensuring continued positive employee relations at non-represented locations.

  • Responsible for the implementation and administration of established compensation programs and policies such as salary administration, bonus plans, and employee recognition awards.

  • Develops and reviews HR budget; initiates actions to ensure that budget expectations are met; reviews operating data and makes decisions on recommendations from staff and operating departments.

  • Aligns goals to T&R and MPC People Strategy and ensures that activities also support client business unit objectives.

  • Serves as Human Resources point of contact for emergency response activities as needed.

EDUCATION AND EXPERIENCE:

  • Bachelors degree required. Degree in Human Resources, Business Administration, Labor & Industrial relations or related field.

  • Minimum of eight (8) years of broad HR experience required. Prior HR Business Partner experience is highly preferred.

  • Supervisory experience highly preferred.

  • Prior experience in petroleum, utilities, or manufacturing supporting field employees is preferred.

SKILLS:

  • Knowledge and understanding of business, HR processes, and organizational processes; with the ability to think strategically and analytically

  • Ability to develop and support a team

  • Strong time management and organizational skills with the ability to communicate effectively

  • Result orientated with an ability to work both independently and collaboratively to meet organization needs and goals

  • Comfortable working with ambiguity and limited information and engaging clients to reach clarity

  • Ability to manage multiple projects and organization needs simultaneously and work effectively in a fast-paced, high-output environment

We are seeking a Subject Matter Expert in operations and maintenance (O&M) for urban rail transit systems to support the development of O&M procedures, concept of O&M, system definition, system-level requirements, and conceptual system architecture— with a focus on CBTC and Platform Screen Door (PSD) systems. The expert will work across concept, system definition, engineering lifecycle planning (per EN50126), and integration with signaling, rolling stock, PSD and other systems.

Tasks & Responsibilities:

  • Develop and lead the creation of standard operating procedures, concept of O&M documentation, O&M strategies for CBTC and PSD systems.
  • Support the definition of system architecture and technical specifications from an operational and maintenance perspective.
  • Define normal, degraded, and emergency operating scenarios and failure management strategies.
  • Provide expertise in RAMSS (Reliability, Availability, Maintainability, Safety, Security) planning and support integration of O&M best practices in the project lifecycle.
  • Review system specifications to ensure compliance with operational and maintainability requirements.
  • Develop and validate O&M manuals, inspection procedures, work instructions, O&M strategies, and staff training plans.
  • Interface with clients, operators, maintainers, and multidisciplinary teams to align O&M specifications with user needs and project constraints.
  • Support testing, commissioning, trial running, and operational readiness with a focus on maintainability, safety, and human factors.
  • Ensure compliance with applicable codes, regulations, and safety integrity level requirements.

Requirements:

  • Bachelor’s degree in engineering, transportation, or a related discipline.
  • 10+ years of experience in rail transit O&M, including direct involvement with metro systems.
  • Proven track record in developing O&M concepts for highly automated rail systems.
  • Strong working knowledge of U.S. rail standards and regulations, desired working knowledge in demonstration of RAMS, lifecycle planning, verification and validation in accordance with CENELEC standards.
  • Familiarity with automated train control, depot operations, and modern predictive maintenance strategies.
  • Excellent communication, report writing, and stakeholder engagement skills.
  • Ability to lead workshops, mentor junior team members, and coordinate technical disciplines.
  • Resilient, flexible, independent and well-structured working approach.
  • Strong written and verbal presentation and communication skills.
  • Experience in using MS-Office (Excel, PowerPoint, Word).
  • Ability to work effectively in a fast-paced, team-oriented environment with strong interpersonal skills.
  • Occasional domestic / international travel may be required.

Working Conditions and Travel :

You may work from your home office and/or a well-lighted, heated and air-conditioned indoor office setting with adequate ventilation. Minimal overnight travel by land and air.

We offer an annual gross salary between$100,000 and $160,000 USD for full-time employment, depending on professional qualifications and experience.
