Description

The Safety Coordinator is responsible for the compliance of all city, county, state and federal safety and environmental compliance policies for Safe Harbor Marina/Service Facilities. This includes facility staff, all contractors and all vessels. Also responsible for all required safety and environmental compliance reporting. The position reports to the Health, Safety and Environmental Manager.

Essential Duties and Responsibilities
  • Performs formal and informal inspections of all work sites to monitor compliance with safety standards and to identify and record potential hazards; works with supervisors and employees to develop effective solutions for any problems that may be found.
  • Prepares, provides and conducts training and instruction in various safety related topics to employees and supervisors.
  • Organizes meetings, etc. designed to address safety issues.
  • Develop weekly safety topics / briefs for distribution.
  • Have knowledge of Scaffolding and its proper erection and inspection
  • Ensure we are Federal EPA and State of Florida DEP Environmental compliant to ensure a safe environment on land and surrounding Marina waters.
  • Conduct investigations of work related property damage accidents, injuries and near miss incidents to establish causal factors and to determine workable means to prevent recurrences. Prepares concise but accurate reports of findings and recommendations.
  • Investigates and satisfactorily resolves employee complaints or issues involving potentially unsafe or unhealthful working conditions.
  • Assists in the administration of several programs including personal protective equipment, medical surveillance, workers' compensation, etc.
  • Performs the duties of a Shipyard Competent Person, as directed by the Certified Marine Chemist, on a daily basis.
  • Have ability to enter into and out of Vessel Tanks, Voids, Spaces, often in tight, restricted quarters and declaring those spaces as Safe for Work
  • Must serve as a member of the Facility Emergency Response Team (ERT). Part of this role is to respond to medical emergencies, chemical spills and other emergencies as part of a coordinated team and provides guidance and expertise in these situations.
  • As a member of the ERT, you must be able to meet the physical demands of the role which include the ability to wear a respirator, enter small cramped spaces if necessary. Must remain clean shaven to wear a respirator.
  • Training may be provided by the company, as necessary in order to carry out assigned duties.
  • Performs other related duties as required and assigned.

Safety and Environmental Responsibilities
  • Follow SHM Safety and Environmental rules and complete required related training.
  • Wear proper personal protective equipment (may include safety glasses, gloves, life jackets and/or hard hats) as required for the task or work area.
  • Report all accidents, injuries, spills and near misses immediately.
Work Environment
  • Environmental exposures are similar to those found in medium size Shipyards, and may include noise, tropical heat, cold, vibration, dust, fumes and smoke.
  • Work may be carried out indoors or outdoors, and may involve exposure to inclement weather conditions.
Technical and Physical Requirements
  • Associates Degree in Occupational Safety and Health, or engineering, chemistry related field. (Bachelor's preferred)
  • 2-5 years of HS&E Experience.
  • Ability to achieve OSHA Outreach instructor.
  • Computer skills (MS Office or similar).
  • Familiarity with U.S. Coast Guard, OSHA, EPA, and other maritime regulations
  • Ability to conduct safety briefings and toolbox talks

**The base pay range for this role is $27.93/hr - $37.69/hr MAX. (Actual range is higher for the following office locations: Denver, CO and Chicago, IL - 5%, Seattle, WA, and Portland, OR - 10%, Washington, D.C. - 12.5%).

Base pay is positioned within the range based on several factors including an individual's knowledge, skills, and experience, with consideration given to internal equity. This position is eligible for Mortenson's incentive plan.

This position will be responsible for site HSE leadership and compliance. • Lead and own plant recycling & ‘Zero Waste to Landfield’ program, including working with outside vendors to manage waste / recyclables.

• Timely completion of all Government Inspection reports.

• Lead Employee Safety Committee to drive a culture of safety at the plant level Provide HSE new hire onboarding Report all Environmental and Safety metrics on-time adhering to required intervals.

• Maintain plant HSE supplies (PPE, LOTO equipment, Spill Kits, etc.)

• Partner with Plant Leadership and employees to adopt new standards and develop site level programs.

Summary:
Duluth Public Schools is seeking an Individual that direct plans and promotes the District's occupational safety and health programs, environmental health programs, hazardous waste programs, motor vehicle accident prevention, personal injury and prevention programs for the purpose of lowering the District's loss profile for general liability and property loss areas. Administers workers' compensation programs, injured employee case management and early return to work programs.

Minimum Qualifications:
  • Requires a minimum of a Bachelor of Science in Occupational Safety, Health and Environment
  • Or a closely-related field with three years of experience as a coordinator of health, safety and environmental programs in a medium-to-large public or private organization; or an equivalent combination of education, training and/or experience necessary to meet the minimum degree requirement.
  • Master of Science in Industrial Safety/Industrial Hygiene will be considered too equal to 3 years minimum experience.

Position Overview:

The Health, Safety, and Environmental (HSE) Coordinator is responsible for developing, implementing, and maintaining effective health, safety, and environmental programs across all DMA Industries, LLC Distribution Centers (DCs). Key Responsibilities:

1. Health & Safety Program Oversight:
  • Develop and implement health and safety policies, programs, and procedures in alignment with federal, state, and local regulations across all DC locations.
  • Conduct weekly, regular site visits and facility audits to ensure compliance and identify potential risks; recommend and follow up on corrective actions.
  • Maintain up-to-date records for all OSHA-required logs, safety reports, and inspection documentation for each DC.
  • Serve as the subject matter expert (SME) on safety issues, providing real-time support to DC management and employees during site visits.
2. Training & Safety Culture Development:
  • Coordinate and conduct safety training for new hires and existing employees at all DCs, covering topics such as PPE use, equipment safety, emergency procedures, and hazard communication.
  • Support the development of safety champions within each DC to assist in promoting and maintaining local safety culture.
  • Distribute regular safety communications, toolbox talks, and best practices to DC teams.
3. Environmental Compliance:
  • Ensure each DC maintains compliance with applicable environmental regulations, including waste management, hazardous materials handling, and air/water quality standards.
  • Maintain environmental permits and documentation and liaise with regulatory agencies as needed.
  • Assist in implementing sustainability initiatives and environmental improvements across the DC network.
4. Incident Response & Risk Management:
  • Lead incident investigations, perform root cause analyses, and support the implementation of corrective and preventive actions.
  • Assist local management with incident documentation and reporting.
  • Monitor and analyze safety data across all DCs to identify trends and develop targeted improvement strategies.
5. Emergency Preparedness & Support:
  • Evaluate and enhance emergency response plans at each DC location, ensuring all facilities are equipped and trained for various emergency scenarios.
  • Coordinate drills and emergency equipment inspections at regular intervals.
6. Documentation & Reporting:
  • Maintain safety dashboards, KPIs, and training records for all sites.
  • Provide regular reports to the Director of HR and senior leadership on HSE performance, key metrics, and identified risks.
  • Ensure consistency and standardization of HSE documentation and protocols across all locations.
7. Additional Responsibilities:

Requirements

Key Requirements:
  • Experience : Minimum 3-5 years of experience in workplace health, safety, and/or environmental compliance, preferably in a multi-site or distribution/logistics environment.
  • Education : Bachelor's degree in Occupational Safety, Environmental Science, Industrial Hygiene, or a related field preferred. Equivalent combination of education and relevant work experience (typically 5+ years in a dedicated HSE role) will be considered in lieu of a degree. OSHA 30-Hour, HAZWOPER, or similar safety certification is a plus .

Clackamas Water Environment Services (WES) is searching for a skilled Environmental Program Coordinator to join our dedicated team in environmental program management. If you are selected for this position, you will be primarily responsible for planning, coordinating, and directing the development, implementation, and administration of environmental utilization programs with countywide impact. The Environmental Program Coordinator will lead development and maintenance of environmental data tracking systems for biosolids quality, water reuse, and energy distribution to support regulatory reporting, internal decision making, and customer transparency. Plan, organize, and implement work activities to meet established program goals and objectives within an assigned area. Prepare, schedule, coordinate, and implement work plans with assigned professional and technical staff performing pretreatment, stormwater, and reuse program activities. Analyze and resolve work problems. Coordinate operations with other staff and personnel within and outside of the district.

Review, research, and report on federal, state and local laws, regulations, rules, compliance orders and court decisions relating to environmental protection issues. Recommend policy and procedure changes to comply with environmental regulations. Review and evaluate the impact of federal and state standards and requirements on department operations and activities. Work with representatives of regulatory agencies to resolve technical and compliance issues and to explain program activities and objectives. Ensure compliance with all applicable regulatory rules and regulations.

Evaluate consultant proposals and qualifications and recommend selection. Participate in developing program partnerships with external agencies and organizations. Conduct research and stakeholder outreach to explore new market opportunities for biosolids and recycled water by identifying contacts, assessing feasibility, and supporting strategic expansion initiatives. Maintain contracts with landfills for alternate disposal options.

Respond to and resolve agency concerns with environmental and safety practices. Maintains accurate records and assist in preparing regulatory compliance reports. Maintains program and regulatory databases. Lead the implementation of compliance oversight and environmental management systems. Monitor and evaluate program effectiveness.

Contribute to the production and refinement of key planning and technical documents, including the annual Biosolids Report and Water Recycling Report by analyzing data, updating charts and language for management plans, and ensuring compliance with environmental requirements.

Serve as project team member across biosolids applications in agriculture, and transportation, collaborating with interdisciplinary teams and ensuring timely completion of project deliverables in support of division priorities.

Serve as internal coordinator on pollution prevention, environmental monitoring, climate mitigation, and/or energy conservation projects. WORK SCHEDULE

This position works 40 hours during a standard workweek of 7:00 am-3:30 pm, Monday-Friday. Specific hours of work will be discussed with the candidate selected for this position at the time an offer of employment is extended.

This position is eligible for hybrid on-site/telework subject to the and based on the Department's business needs.

The exact amount of on-site/telework and schedule will be discussed with the hiring manager during time of offer. Telework locations cannot be located outside of Oregon or Washington. Washington residents must perform 50% of their time on-site at Clackamas County.

Each year, we clean more than seven billion gallons of water which we recover and turn into natural energy and fertilizer. We also help reduce pollution in local rivers, streams, and wetlands caused by surface and stormwater runoff, the number one source of water pollution in Oregon.

PAY AND BENEFITS

Annual Pay Range: $93,581.75 - $18,476.45

Hourly Pay Range: 44.991225 - 56.9589833

Salary offers will be made within the posted pay range and will be based on a candidate's experience (paid or unpaid) that is directly relevant to the position.

JOB DETAILS AND QUALIFICATIONS

Clackamas Water Environment Services (WES) is searching for a skilled Environmental Program Coordinator to join our dedicated team in environmental program management. If you are selected for this position, you will be primarily responsible for planning, coordinating, and directing the development, implementation, and administration of environmental utilization programs with countywide impact. The Environmental Program Coordinator will lead development and maintenance of environmental data tracking systems for biosolids quality, water reuse, and energy distribution to support regulatory reporting, internal decision making, and customer transparency. To be successful in this position, the ideal candidate will apply their considerable knowledge of relevant environmental protection laws and regulations, and support compliance with environmental requirements from federal and state authorities. This position regularly engages internal and external clients, stakeholders, and County staff, with responsibilities in coordination, planning, decision-making, and leading work.

Required Minimum Qualifications/ Transferrable Skills:*
  • A minimum of four (4) years of related experience that would provide the required knowledge and skills to perform the responsibilities of this position
  • At least one (1) year of experience planning, organizing, and coordinating the activities involved in environmental programs
  • Experience organizing and managing data and records
  • Experience preparing clear, concise written reports and correspondence
  • Experience interacting with a variety of stakeholders, such as officials, industrial users, the public, and/or consultants
  • Experience providing excellent customer service and answering customer questions and/or complaints
Preferred Special Qualifications/ Transferrable Skills:*
  • Bachelor's degree in engineering, physical, biological, and/or ecological sciences or related field of study
  • At least one (1) year of lead work experience that may include leading projects, programs or initiatives, or leading the work of others, such as providing daily work direction and/or scheduling, assigning work, checking completed work, and training
  • Experience with Microsoft Office Suite, Adobe, Geographic Information Systems (GIS) software, and standard and custom databases
  • Experience writing compliance reports for state or other regulatory agencies
  • Demonstrated experience delivering educational programs, working with and interacting with the public
  • Ability to evaluate, analyze, and interpret data and clearly present information

TYPICAL TASKS

Duties may include but are not limited to the following:
  1. Lead development and maintenance of environmental data tracking systems for biosolids quality water reuse and energy distribution to support regulatory reporting, internal decision-making, and customer transparency, in alignment with Clackamas County's resource recovery and climate goals.
  2. Develop and recommend program policies, design, priorities, and operational and administrative procedures. Plan, organize, and implement work activities to meet established program goals and objectives within an assigned area. Prepare, schedule, coordinate, and implement work plans with assigned professional and technical staff performing pretreatment, stormwater, and reuse program activities. Analyze and resolve work problems. Coordinate operations with other staff and personnel within and outside of the district.
  3. Review, research, and report on federal, state and local laws, regulations, rules, compliance orders and court decisions relating to environmental protection issues. Recommend policy and procedure changes to comply with environmental regulations. Review and evaluate the impact of federal and state standards and requirements on department operations and activities. Work with representatives of regulatory agencies to resolve technical and compliance issues and to explain program activities and objectives. Ensure compliance with all applicable regulatory rules and regulations.
  4. Evaluate consultant proposals and qualifications and recommend selection. Participate in developing program partnerships with external agencies and organizations. Conduct research and stakeholder outreach to explore new market opportunities for biosolids and recycled water by identifying contacts, assessing feasibility, and supporting strategic expansion initiatives. Maintain contracts with landfills for alternate disposal options.
  5. Respond to and resolve agency concerns with environmental and safety practices. Maintains accurate records and assist in preparing regulatory compliance reports. Maintains program and regulatory databases. Lead the implementation of compliance oversight and environmental management systems. Monitor and evaluate program effectiveness.
  6. Contribute to the production and refinement of key planning and technical documents, including the annual Biosolids Report and Water Recycling Report by analyzing data, updating charts and language for management plans, and ensuring compliance with environmental requirements.
  7. Serve as project team member across biosolids applications in agriculture, and transportation, collaborating with interdisciplinary teams and ensuring timely completion of project deliverables in support of division priorities.
  8. Serve as internal coordinator on pollution prevention, environmental monitoring, climate mitigation, and/or energy conservation projects. Solicit and coordinate external technical support from financial or regulatory entities. Research, coordinate, and implement environmental compliance or energy projects.


WORKING CONDITIONS

Duties require physical labor, including walking, reaching, squatting, kneeling, bending, balancing, climbing, shoveling, fine motor control, and ability to lift up to 50 pounds, carry, and push/pull up to 70 pounds. Duties also involve exposure to bacteria, viruses and toxins in wastewater, chemicals, exhaust fumes and dust, loud noises, and vibration. Some duties involve exposure to adverse weather conditions and hazardous locations, such as streets, live sewers, confined underground areas and on elevated platforms.
