Proposal Summary:
MSI, a Tetra Tech Company, is bidding to provide Third-Party Monitoring (TPM) services under a World Bank Framework Agreement to support project oversight in fragile and conflict-affected settings globally. The initial framework agreement will span five years, with a possible extension of an additional five years based on performance. TPM activities may be conducted in regions including Africa, the Middle East, South Asia, Latin America, and Eastern Europe, with specific country assignments determined by purchase orders. The objective is to independently monitor implementation progress, fiduciary compliance, and environmental and social safeguards across a range of World Bank-financed operations. Through physical site visits, financial reviews, stakeholder engagement, and data-driven reporting, MSI will help ensure that project funds are used for their intended purposes and in accordance with legal and procedural standards. The work will be delivered in close coordination with the World Bank and implementing partners, with an emphasis on adaptive methods, secure data handling, and local engagement.
Position Summary:
The Data Collection Lead will be responsible for overseeing the design, planning, and implementation of field data collection activities across all TPM assignments. This includes selecting appropriate data collection methods, developing protocols, coordinating enumerator recruitment and training, and ensuring quality assurance during fieldwork. The Data Collection Lead will ensure that data collection is timely, efficient, and aligned with World Bank standards and TPM objectives.
Responsibilities:
• Lead the design of data collection methodologies and field protocols.
• Develop survey instruments and ensure contextual and cultural appropriateness.
• Oversee recruitment, onboarding, and training of enumerators and field supervisors.
• Plan and coordinate logistics for large-scale field data collection in FCV settings.
• Supervise real-time monitoring and troubleshooting during data collection rounds.
• Ensure compliance with data privacy, security, and quality assurance standards.
• Collaborate with M&E, QA, and technical teams to align data collection with analytical needs.
• Prepare data collection summaries, fieldwork debriefs, and lessons learned documentation.
• Contribute to continuous improvement of tools and processes based on field experience.
Qualifications:
• Master's degree in public policy, international development, statistics, or a related field.
• Minimum of 10 years of experience leading data collection for evaluations or monitoring assignments.
• Prior World Bank experience and strong knowledge of World Bank monitoring protocols required.
• Demonstrated experience organizing fieldwork in complex environments, including FCV settings.
• Strong knowledge of quantitative and qualitative research methods and digital data collection tools.
• Experience managing large field teams and coordinating logistics under pressure.
• Excellent problem-solving, planning, and interpersonal skills.
• Fluency in English is required; additional languages preferred.
• Willingness and ability to travel to field locations as necessary.

Qualifications:
- Bachelor's degree in GIS, Geography, Cartography, Computer Science, or other related fields
- Ability to apply strategic recommendations on decisions impacting overall geospatial data management, technology implementations, and geospatial infrastructure modernization to meet emerging DHS missions.
- Proficient in Geospatial Sciences, to include cartography, information systems, symbology, data management.
- Ability to apply advanced expertise in data management, analysis, and research for homeland security mission.
- Leading technical demonstrations, exchanges, and other presentations on materials and analysis generated in collaboration with stakeholders and other team members
- 5+ years of experience working with ArcGIS Pro, ArcGIS Enterprise, ArcGIS Online, Camtasia, Python Scripting, and Drupal
- Develop and refine methodologies for data collection, acquisition, and maintenance.

Position Description: Ardent is seeking a Geospatial Data Collection and Quality Manager that will serve as the primary point of contact for acquiring new geospatial data critical to Homeland Security missions. This role requires advanced expertise in geospatial data management, acquisition, quality control, and stakeholder engagement to ensure delivery of high-value, licensed, and mission-relevant data products.This position supports data acquisition, quality assurance/quality control (QA/QC), documentation of processes, and effective communication with data providers and internal teams to maintain a high standard of geospatial data integrity and usability. Responsibilities and Duties: Lead the development and refinement of methodologies for geospatial data collection, acquisition, and maintenance ensuring alignment with mission needs. Manage data intake, prioritize data needs based on use cases from DHS components and Mission Partners, and ensure quality control throughout acquisition and delivery processes. Maintain and update Standard Operating Procedures (SOPs) related to data acquisition, refresh, quality assurance, and data publishing. Oversee budget management for data acquisition to secure high-priority and high-value data products. Define and enforce requirements for geospatial data including accuracy, coverage, resolution, formats, licensing, update frequency, and system compatibility. Maintain comprehensive lists of data providers and datasets; identify and engage high-quality geospatial data providers. Utilize professional networks and government guidance to identify potential new data sources and providers. Manage procurement or production activities to ensure timely delivery of high-quality, licensed geospatial data. Maintain ongoing communication with data providers regarding data use, dissemination, security, quality, and acceptance criteria. Negotiate licensing agreements and purchasing options to achieve best value while ensuring compliance with usage permissions. Provide technical support and oversight to ensure data products meet acceptance criteria and mission requirements. Facilitate technical demonstrations and presentations of geospatial data and analyses for stakeholders and Mission Partners. Support integration of data products into government systems and ensure seamless coordination with other program activities. Lead QA/QC efforts, including data review, validation, and application of standardized checklists to ensure accuracy and consistency. Manage feedback loops with data users and providers to identify and implement content improvements and resolve data quality issues. Develop and maintain geospatial metadata, ensuring completeness, consistency, and usability for downstream applications. Automate data processing workflows where feasible, maintaining documentation and tools for reproducible data review. Oversee data registration, cataloging, publication, hosting, and federation within government geospatial platforms. Ensure compliance with applicable standards and regulations (e.g., FGDC, ISO) and apply best practices in geospatial data lifecycle management. Monitor and analyze performance metrics and user feedback to continuously improve data acquisition and management processes. Maintain documentation of all processes, data integration plans, and QA/QC plans to support program transparency and continuous improvement. Inform government stakeholders promptly of any issues impacting cost, schedule, or performance. Requirements: Proven experience leading geospatial data acquisition and quality management activities in complex government or commercial projects. Expertise in geospatial sciences including cartography, GIS, data management, and geospatial infrastructure. Demonstrated ability to manage vendor/provider relationships and negotiate data licensing and acquisition contracts. Experience developing and applying QA/QC procedures and standards to geospatial datasets. Strong analytical, communication, and presentation skills to engage with technical teams and mission partners. Experience with scripting, automation, and geospatial data processing tools. Familiarity with geospatial data standards, metadata management, and federal data policies. Proven track record managing large-scale data projects with multiple stakeholders and distributed teams. Preferred Qualifications: Prior experience supporting DHS or other federal agency geospatial programs. Familiarity with commercial and open-source geospatial tools and platforms. Experience with federated data architectures and integration of RESTful geospatial services. Advanced knowledge of geospatial data lifecycle management and best practices. Ability to lead cross-functional teams and coordinate complex data delivery schedules. Strong network within the geospatial data provider community. ICF is seeking motivated **Analytical Laboratory Leads** in **Environmental Chemistry** to support an EPA contract, the Environmental Services Assistance Team (ESAT) across the country. The team performs soil, water, air, waste, and tissue sample analysis for chemical contaminants primarily supporting Superfund site assessment, remediation, and emergency response but also for compliance under the Safe Drinking Water Act and the Clean Water Act. Additional support provided by the team includes sample receipt and tracking, maintenance and monitoring of laboratory support equipment, inspections of safety equipment, chemical and supply inventory, environmental compliance activities, field sampling and analysis, warehouse support, and analytical subcontracting.

**Basic Qualifications**

+ 5+ years of experience managing an environmental analysis group and/or laboratory of comparable size
+ Proficiency with data acquisition, instrument reporting, and Laboratory Information Management systems (LIMS)
+ Experience in a NELAC-certified, DOD or DOE environmental laboratory is required
+ Experience in analytical chemistry for determination of trace contaminants in environmental samples included automated preparation and analysis processes with emphasis on emerging contaminants
+ Recent "hands-on" experience operating GC, GC/MS, ICP, ICP/MS, LC/MS-MS, HPLC, or similar systems, including full use of applicable data acquisition and reporting software
+ **US citizenship is required per federal contract requirements.**

**Job Qualifications**
The following are the minimum requirements related to Research Support Specialist I:

- 2-3 years' experience working with non-human primates in biomedical research or 2-3 years Veterinary Hospital technical experience preferred.
- Must have computer program proficiency such as MS Word / Access / Excel. Must have a proficient technical vocabulary.
- RVT/CVT/LVT or LAT certification preferred
