The Markets Supervisory Officer will be responsible for:
+ **Overseeing Investment Activities:** Candidate will be responsible for providing oversight of various activities performed by the trade desks. The Office of Chief Counsel provides legal guidance to, and legal representation of, CBP management in matters relating to the activities and functions of CBP. General Statement of Duties:

The Supervisory Program Analyst will report to the Director for Center for Operation. The work of the Supervisory Program Analyst includes the administration and performance of analytical and evaluative work related to the development, execution and evaluation of operating programs in a major department or in a substantial and complex segment of a large department. A Supervisory Program Analyst plans and performs analytical and evaluative work involved in identifying operational problems affecting the efficacy of main-line operating programs. He/she administers collection of information about program operations and the extent to which statutory, professional, or other requirements are being met, formulates recommendations for changes in program policies, procedures, content, methods and/or management processes and prepares new or revised policies and procedures. He/she directs a subordinate staff. Some originality is required in dealing with unusual, incomplete or conflicting data; unusual conditions are referred to the supervisory officials at the next higher level of authority. An incumbent independently conceptualizes, organizes and carries out most work assignments under minimal supervision. Special assignments are outlined by program officials and/or subject-matter specialists in terms of the end product required. Work progress and accomplishment are reviewed in work conferences and regularly scheduled meetings during which completed work is assessed, evaluated and work efforts redirected, if necessary.

Examples of Duties:
  • Plan and perform analytical and evaluative assessments of departmental operations, providing recommendations for ensuring compliance with established policies and procedures.
  • Participate in implementation and refinement of department-wide performance evaluation and operation assessment frameworks.
  • Provide senior leadership with actionable insights and recommendations for performance improvement, derived from both qualitative and quantitative data analysis on program and operation outcomes and audit findings.
  • Develop and propose recommendations for revisions to operation policies, procedures, content, methods and management processes, including drafting new or revised policies and procedures.
  • Design and implement coordinated reporting systems and dashboards for departmental programs and operations.
  • Serve as a central point of contact for audit planning, response coordination, and follow-up. Work with relevant leads to collect necessary audit documentation, ensure its accuracy before submission, and monitor the implementation of audit response actions.
  • Serves as liaison to coordinate and implement new initiatives and projects to strengthen, integrate, and optimize departmental processes and workflows including hiring, facility maintenance, etc.
  • Prepares project proposals (including project plans, charters and budget requests) for the introduction of new initiatives and implementation of new systems, or upgrades to existing systems.
  • Initiates contracts, oversee ongoing interactions with contractors and vendors, ensuring compliance with contractual terms and conditions.
  • Performs related work as required.
Essential Knowledge, Skills, and Abilities:

Thorough knowledge and understanding of the substantive nature of departmental programs and the interrelationships among them, including knowledge of the principles and practices of public administration; good knowledge of the principles, concepts, methods and techniques of program analysis, including understanding of personal-computer-based and mini-computer-based database management information systems, general computer operations and pertinent statistical, accounting, budgetary and economic principles and techniques; analytical ability and skill in establishing mutually productive working relationships with program officials; ability to supervise the work of technically-trained and administrative and clerical personnel; ability to communicate clearly and effectively, both verbally and in writing.

An Overview The work of the Supervisory Program Analyst includes the administration and performance of analytical and evaluative work related to the development, execution and evaluation of evidence-based programs/city-wide initiatives within the Youth Development Division of the Department of Community and Human Services. The Supervisory Program Analystprovides direct coordination and input into the operations, management and implementation of the City’s teen pregnancy prevention initiative, the Alexandria Campaign on Adolescent Pregnancy (ACAP). Supervisory Program Analyst assists ACAP in improving the efficiency and effectiveness of coalition operations through responsibility for special projects and on-going tasks related to such management functions as short and long-range strategic planning, program evaluation, program development, performance measurement, grantsmanship, management and organizational analysis, and management systems design and implementation.The Supervisory Program Analystprovides training and consultation to coalition members and the community. They direct subordinate staff in their implementation of evidence-based programs, provision of prevention services for youth and families and management of grant activities. What You Should Bring The ideal candidate should have thorough knowledge and understanding of the substantive nature of departmental programs and the interrelationships among them; knowledge of the principles and practices of public administration; knowledge of the principles, concepts, methods and techniques of program analysis budgetary and economic principles and techniques;ability to write grants; ability to collect, analyze, interpret and prepare data, and the ability to utilize this data in order to evaluate programs and community needs; ability to interpret policies and assess operations; analytical ability and skill in establishing mutually productive working relationships with program officials; ability to supervise the work of program staff;ability to establish short and long-range plans related to program needs; thorough knowledge of the philosophy, objectives, and rationale of youth development programs; ability to communicate clearly and effectively, both orally and in writing. The Opportunity Direct work of Management Analyst II/Grant Coordinator in planning, management, implementation and evaluation of Personal Responsibility Education Program and supervision of Youth Engagement Specialist; direct work of Human Service Specialists in planning, organizing and implementing evidence-based prevention activities/programs/services at City school and community sites; Lead short and long-range strategic planning related to ACAP needs; Coordinate the development and implementation of ACAP’s community assessment, logic model, strategic and action plans, evaluation and sustainability plans; Coordinate evaluation activities for ACAP initiatives, reviews goals and objectives, and recommend improved efficiency and effectiveness measures; identify operational and develop and/or implement recommendations for change to resolve issues; Provide training and technical assistance to youth serving organizations on Developmental Assets, teen pregnancy and other evidence-based prevention strategies; Manage ACAP general fund budget and provide support to Grant Coordinator in management of Personal Responsibility Education Program grant budget; Prepare grant reports, memoranda, and other correspondence; Represent ACAP on various committees and task forces; Supervise work of interns and volunteers; Develop volunteer training and protocol for ACAP; Research teen pregnancy prevention resources, topics and funding; Apply for grants to sustain and expand capacity of ACAP; Support ACAP member recruitment outreach to new and diverse community partners; Collaborate with national and state organizations to ensure that ACAP is meeting best practices regarding teen pregnancy prevention; Act as liaison to the media regarding ACAP and teen pregnancy prevention; Coordinate and participate in the preparation and presentation of printed material, news releases, publications and other program publicity; Respond to requests from ACAP members and committees; Maintain current ACAP website and social media outlets; Maintain collaborations with community partners; Perform related work as required. Four-Year College Degree; completion of college-level courses in public or business administration or statistics; At least three to five years of experience in program evaluation, program analysis or policy development work; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. At least two years of experience working directly with teens. At least two years of experience in the field of prevention of youth risk behaviors. At least one year of experience in managing budgets. Master’s degree in public or Business Administration, Public Health, Psychology, Social Work or a related field; At least two years of experience providing support to community coalitions and/or high level and diverse work groups; At least two years of direct supervisory experience for multiple subordinates. At least three to five years of experience in a position involving public administration, program planning and evaluation, policy development work and the forecasting of budget and other program/departmental needs. At least one year or more, providing direct service in the areas of youth development, prevention, mental health, substance abuse and/or intellectual disability; Familiarity with Federal HIPAA regulations.
