POSITION TITLE: Natural Resources Technician

REPORTS TO: Stewardship Program Manager
FLSA STATUS: Nonexempt, fulltime
WAGE RANGE: $24.00 - $27.60 per hour

Position Summary:

Assists in protecting the Cowlitz Indian Tribe's natural resources by maintaining and improving the lands. Provides technical support to the Natural Resources programs for land management of tribal lands. Honors and represents the mission, vision, values of CIT and of the Natural Resources program.

Essential Duties & Responsibilities:

• Performs tree hazard abatement, mowing and clearing lands of trees and brush; noxious weed and invasive species control according to established policies and procedures and safety protocols.
• Assists in habitat restoration projects; plants, prunes, and trims trees and shrubs to provide better habitat.
• Constructs, maintains and/or repairs building and other structures, roadways, pathways, and fences using a variety of power tools and light equipment.
• Operates, cleans, greases, oils, services, and makes minor repairs to tools and equipment; makes emergency adjustment.
• Picks up fish from hatcheries and delivers for processing.
• Distributes fresh fish to tribal members according to safe food handling practices.
• Receives shipments; cleans and packages vacuum sealed fish filets for shipment to tribal members.
• Ensures safe and sanitary conditions at all work sites; removes garbage and debris.
• Participates in the Eulachon Spawning Stock Biomass Study by collecting, monitoring and reporting samples and data; conducts annual evaluation of vegetation on tribal properties.
• Gathers or assists in gathering detailed resource inventory information on plant communities and marine resources.
• Maintains wildlife habitats through effective conservation practices.
• Assists in the coordination of community natural resources, education and cultural awareness projects and events.
• Maintains professional and technical knowledge by conducting research, attending seminars, educational workshops, classes and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
• Contributes to a team effort and accomplishes related results as required.
• Performs other duties as assigned.

• Knowledge of traditional form of government and tribal customs and traditions.
• Knowledge of applicable federal, state, tribal laws, regulations and requirements.
• Knowledge of current natural resource issues pertinent to the Cowlitz Indian Tribe.
• Knowledge of a variety of federal and state environmental and natural resources programs and agencies.
• Knowledge of business English, proper spelling, grammar, punctuation, and basic arithmetic.
• Skill in operating various word-processing, spreadsheets and database software programs as well as GPS, Adobe and Google Earth.
• Skill in treating internal and external customers with tact, courtesy, and respect.
• Ability to operate and repair a variety of equipment including mowers, tractors, jet sled boat, trailers, string trimmers, pole saws, chainsaws, hedge trimmers, sod cutters, drill and impact drivers, skid sprayer, backpack sprayers, concrete mixer, brush hog, pressure washer, auger, backpack blower, and microscopes.
• Ability to identify a variety of fish and wildlife species,
• Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
• Ability to communicate efficiently and effectively both verbally and in writing.
• Ability to handle multiple tasks and meet deadlines.
• Ability to work independently with minimal supervision.

• Associate's degree in biology, zoology, fisheries, wildlife, chemistry, natural sciences, or a closely related field
• Three years of related experience in natural resources or a related field of agriculture, range management, land management, animal husbandry, or wildlife management.
• A combination of relevant education and related work experience may be considered.
• Obtain and maintain a Pesticide User License.
• Obtain and maintain a Washington State Boater Education Card and Washington State Scientific Collection Permit.
• Valid driver's license is required.
• Fluency in the Cowlitz language preferred
• Must be able to successfully pass a background screening / investigation according to the established requirements below.

Responsibilities

• Work with marketing and sales teams to develop new business
• Manage complex projects and programs
• Support customers with developing meaningful strategies that have long-term business
• Support novel approaches to implementing Esri's software in support of our customers across multiple industries as the capabilities of the software evolves

Requirements

• 8+ years of experience supporting the design, implementation, and administration of enterprise geospatial technology (ArcGIS Online, ArcGIS Pro, ArcGIS Enterprise, and/or ArcGIS Platform)
• Ability to clearly communicate technical ideas to technical peers, project managers, and customers
• Demonstrated ability to translate a customer's business goals, objectives, and strategies into technical solutions
• Professional experience winning new work in collaboration with sales and business development teams including proposal management experience preparing executive summaries, solution definition, scope of work, staffing, and pricing
• Experience leveraging Esri's software capabilities including, mapping, field operations, spatial analysis and data science, 3D visualization and analytics, data management, and developer APIs
• Entrepreneurial attitude and willingness to learn - you must thrive in a dynamic, cross-functional team environment

• Project management : Manage projects through the development of the scope of work, consultant selection, review of design and construction plans, permitting, and final construction completion.
• Consultant selection : Leads the consultant selection process in collaboration with the Procurement Department, reviewing project bids and qualifications. Conducts interviews and shortlists vendors for final selection, and negotiates the scope and fees for professional services related to assigned projects.
• Technical design work : Performs complex technical and professional work necessary to design, permit, and construct Capital Improvement Program (CIP) projects.
• Engineering knowledge : Possesses working knowledge of one or more engineering disciplines associated with natural resources projects, including watershed hydrology and hydraulics, stormwater management, computational hydrology and hydraulics, including modeling techniques and software, and/or construction engineering.
• Problem-solving : Performs detailed technical research and seeks practical solutions to solve project problems.
• Interdepartmental coordination: Coordinates with the County Departments, including but not limited to Parks and Recreation, Transportation, Utilities, and Community Development, or any other stakeholders in fulfillment of assigned project needs.
• Stakeholder engagement: Liaisons with local municipalities and third-party stakeholders on topics relevant to assigned projects.
• Invoice review : Review pay applications of consultants and contractors.
• Site inspections: Site visits during design, permitting, and construction stages to ensure successful completion of the project.
• Surface water expertise : Review Lee Plan Amendments, Zoning, and Development Order applications to provide surface water engineering expertise.
• FEMA compliance reviews : Review FEMA floodway encroachment applications (LOMR, No-Rise, etc.) submittals for compliance with federal, state, and local regulatory requirements using hydrology and hydraulic (HEC-RAS) models.
• Drainage solutions : Investigate and find solutions to drainage and flooding complaints; coordinate with other departments and/or agencies as necessary.
• Customer service : Display excellent customer service skills while interacting with the public.
• Storm preparation : Coordinate the operation of hydraulic weirs controlled by Lee County Division of Natural Resources during the rainy season in preparation for large storm events.
• Field surveying ; Operate GPS Field Survey equipment for measuring elevations as needed.

• Requires any combination of education and/or experience equivalent to graduation from a four-year accredited college or university with a Bachelor's degree in Civil Engineering, Construction Management/Engineering, or a closely related field, and a minimum of two (2) years of experience in the delivery of civil engineering projects, or closely related field.

• Possession of a valid driver's license with an acceptable driving record is required.
• Engineer Intern Certification in the state of Florida is required, with the ability to obtain a Professional Engineer license in the state of Florida within six (6) months.

• Five (5) years of experience in the delivery of civil engineering projects, construction management/engineering, or a closely related field.
• General understanding of South Florida Water Management District's Environmental Resources Permit standards and specifications is desirable but not required.

• Communication skills: Ability to communicate effectively, both verbally and in written form, with various levels of employees and stakeholders.
• Project management: Demonstrated skills in project management related to stormwater are highly recommended.
• Computer proficiency: Strong computer skills, including Microsoft Office products.
