Reporting directly to the Senior Vice President, External Relations and Reputation, the Vice President, Corporate Communications, Digital and Social Media will lead the development and execution of comprehensive digital and social media strategies, inclusive of all aspects of the company's online presence across social media platforms, website and other digital channels.
This leader will be accountable for optimizing digital and social engagement with the company's key stakeholders and audiences, defending, protecting and enhancing the company's reputation, improving the company's brand awareness, affinity and trust, promoting stronger, more durable engagement with all key stakeholders and audiences and furthering the company's overall business strategies and objectives.
This leader will collaborate with other digital and social media leaders and their teams across the enterprise, including UnitedHealthcare, Optum as well as each of their respective businesses to establish a comprehensive and strategic digital and social media approach, ensuring cross-business and cross-functional alignment and execution.
The leader will serve as one of the company's senior most strategic communications advisors and regularly interface with many of the company's executive leaders as well as other communications, external affairs, legal, marketing and other key functional leaders to provide sound and effective counsel.
This role requires regular contact with senior leaders across the enterprise and will be accountable for the social media strategies and content that these leaders publish on their personal social media accounts.

**Primary Responsibilities:**
**Strategic Planning**
+ Establish a clear vision for the company's digital and social reputation and brand identity across all platforms
+ Design internal and external digital and social media plans to enhance reputation and visibility aligned with the company's overall business, reputation and brand strategy, including the establishment of goals, key performance indicators (KPIs) and budget allocation
+ Ensure strategy promotes consistency while allowing for business unit uniqueness
+ Conduct in-depth stakeholder and environmental research to identify trends, competitor analysis and target audience insights to inform strategy development
+ Identify target audiences on various social media platforms and create tailored engagement strategies
+ Develop training programs for executives on best practices for social media management
**Intelligence, Analysis, Insights and Reporting**
+ Work closely with internal and external data, analytics and insights team to regularly track and report on key digital metrics, including website traffic, social media engagement, conversion rates and ROI to senior management
+ Utilize data insights to inform real-time strategic decision-making and optimize digital and social engagement efforts
+ Track key social media metrics to measure campaign performance
+ Prepare regular reports for senior management, highlighting key insights and recommendations
+ Monitor and optimize the performance of third-party platforms and tools (e.g., Sprinklr)
**Social Media Strategy and Management**
+ Lead the development and execution of integrated, multi-channel social media campaigns across all relevant platforms (Facebook, Instagram, X/Twitter, LinkedIn, etc.)
+ Monitor and respond to social media interactions, managing brand, reputation and stakeholder inquiries effectively
+ Analyze social media data to identify trends, measure campaign performance and optimize strategies accordingly
**Operationalization of Rapid Response Capabilities**
+ Refine and operationalize the company's rapid-response protocol to ensure consistent and real-time readiness to address immediate/critical/emerging issues of relevance to the company's reputation and operating environment
+ Establish and fully-operationalize the company's first social/digital media command center, including all required infrastructure, platforms and analytics
**Digital Advertising and Paid Media**
+ Develop and manage paid digital campaigns across various channels including social media, search engine marketing (SEM) and display advertising
+ Collaborate with other communications, external affairs, marketing and functional teams to optimize campaign targeting, bidding strategies and ad creative for maximum ROI
+ Monitor and analyze campaign performance to identify areas for improvement
**Website Management**
+ Oversee the website development and maintenance, ensuring a user-friendly, best-in-class experience and seamless navigation

+ Manage content creation that supports key organizational messages and aligns with strategic direction, including maintaining a content calendar

**Required Qualifications:**

+ 10+ years of experience in digital marketing, social media, either agency or in-house
+ 8+ years of experience in a large, matrix organization
+ Deep and demonstrated understanding of digital media including social media platforms and their functionalities

Minnesota's contracted Managed Care Organizations (MCOs) are required by federal rule and as a condition of contracting with the State of Minnesota to conduct a variety of program integrity activities and establish Special Investigations Units (SIUs) that conduct specific activities designed to prevent, detect and respond to fraud, waste, abuse and noncompliance with certain contractual or other regulatory requirements that results in improper payments. In turn, the State of Minnesota, through its Office of Inspector General (OIG), is required to ensure that MCOs implement and maintain effective integrity programs designed to detect and prevent fraud, waste, and abuse in the Medical Assistance (MA) program.
Responsibilities include but are not limited to the following:
+ Plan, design, develop, conduct, and report on results of focused monitoring and auditing of MCO compliance with program integrity requirements
+ Enforce accountability when deficiencies are identified.
+ Serve as a technical expert on MCO program integrity requirements and compliance monitoring to advise division leadership, proposing strategies and coordinating engagements with MCOs.
+ Act as a key liaison between the Office of Inspector General (OIG) / Program Integrity Oversight (PIO) and the MCO SIUs and Restricted Recipient Programs, as well as state and federal partners such as the MN Attorney General's Office, Office of Legislative Auditor, Department of Health, and Centers for Medicaid and Medicare Services.
+ Evaluate and report on MCO compliance with federal rules, Minnesota statute and rules, and Department of Human Services (DHS) policies, and in accordance with their contracts.
**Minimum Qualifications**

Three (3) years of experience monitoring, auditing and overseeing activities related to program compliance.
Experience must demonstrate the following:
+ Knowledge of the health care fraud, waste and abuse, as well as program integrity and anti-fraud initiatives.
+ Assess integrity program effectiveness and recommend solutions.
+ Format, analyze, and/or prepare computer generated reports containing narrative and numeric data.
+ Develop and track quality and performance metrics for the monitoring and audit program.
**Preferred Qualifications**
+ Knowledge of the Minnesota Medicaid Information System (MMIS) as well as benefit administration systems used by the Managed Care plans.
+ Understanding of Minnesota Health Care Programs (MHCP), and specifically Medicaid (Medical Assistance).
+ Knowledge of Federal oversight authority of the Medicaid program, as it relates to both Fee-For-Service (FFS) and Managed Care, and an understanding of the State's role in administering Medicaid to assure compliance with federal mandate.
+ Knowledge of data and systems used in MCO program integrity and anti-fraud environments
+ Coordinate and direct the work of others, as well as develop presentations and educational materials sufficient to influence, train, or motivate individuals and groups.
+ Strong analytical, problem solving, and organizational skills with the ability to produce and measure performance and results.
+ Working knowledge of Microsoft Word, Excel, and basic computer programs.
+ Variety of experiences working effectively with others from different backgrounds and cultures.
