Summary:

We are looking for a Water Systems Security Specialist. The Water Systems (Potable, Sewer/Waste) at Defense Distribution Susquehanna Pennsylvania are maintained by Government personnel. The primary tasks for these systems are Cybersecurity and Non-Routine/Ad Hoc support. To maintain existing Water Systems (Potable and Wastewater) equipment/structure, located throughout DLA Distribution San Joaquin, CA in good, operating condition.

Work in any of the following: DLA Headquarters Complex, Fort Belvoir, VA (HQC), Defense Supply Center Richmond, VA (DSCR), Defense Supply Center Columbus, OH (DSCC), DLA Distribution Center Susquehanna, PA (DDSP), New Cumberland, Pennsylvania.

Responsibilities

Essential Job Functions:

  • Is required to be directly responsible for the water and wastewater treatment systems. As such the Contractor is required to maintain on site staffing to meet the requirements below within 30 days of notice to proceed.
  • Ensuring this system remains in compliance with current Government cybersecurity standards throughout the lifecycle of the system. Software Maintenance (SM) includes patching of the firmware upgrades to the building level controllers and software patches if applicable. Contractor personnel supporting cybersecurity functions shall be appropriately certified according to DoD Manual (DoDM) 8140.03 Cyberspace Workforce Qualification & Management Program. The contractor shall provide Cybersecurity in accordance with all current policies, procedures, and statutes.
  • The maintenance and repair services are for the Potable Water plant, a designated T1 treatment & D2 distribution system and the Wastewater plant, a designated Grade II system.
  • Perform other duties as assigned.

Qualifications

Necessary Skills and Knowledge:

  • Knowledge of water and wastewater treatment systems and related regulations.
  • Strong problem-solving and analytical skills.
  • Ability to work collaboratively with government personnel, contractors, and stakeholders.
  • Strong problem-solving skills and attention to detail.

Minimum Qualifications:

  • High school diploma or equivalent.
  • Ability to pass a background investigation
  • Must be a US citizen

Preferred Qualifications:

  • Bachelor's degree in Cybersecurity, Engineering, Environmental Science, or a related field.
  • Experience in cybersecurity, critical infrastructure protection, or water/wastewater system management.
  • Previous experience in a DoD or federal facility environment.

Definition
Skilled technical and laboring work in repairing, maintaining, and servicing the town water and sewer systems, and in the operation and preventive maintenance of specialized equipment; all other related work, as required.

Supervision
Works under the general supervision of the Foreman, who provides oral and written instructions.

Performs responsible duties in accordance with established procedures and techniques, requiring the use of judgment in evaluating problem conditions and in determining repair methods, and operating machinery. Unusual cases are referred to the supervisor for review.

Work Environment
Some work is performed in town residences. Most work is performed outside, with exposure to constant loud noise and potential exposure to toxic or caustic chemicals, and equipment with moving mechanical parts, and in confined spaces; outdoor work may be performed in adverse weather conditions, with exposure to hazards associated with chemicals, trenches, construction sites, near moving mechanical parts and equipment operation. May be required to work with asbestos containing materials. Workload is subject to seasonal and unplanned fluctuations; the employee is frequently on call after hours and is required to respond to emergency situations. The employee is required to participate in the divisions on call overtime rotation.

The employee operates hand, power, and pneumatic tools, light and heavy trucks, jack hammers, sewer cleaning equipment, tapping machines, and various pipe cutting tools. The employee also uses mobile computer devices to receive work orders/ log work performed and in programing end points in water meter installation.

The employee has routine contact with other departments, town employees and town residents.

Errors could result in injury to self and others, delay or loss of service, damage to equipment or private property, and monetary loss.

Essential Duties and Responsibilities

Installs, maintains, and services the water and sewer system; locates and repairs water and sewer mains; lays water pipe, installs, repairs, and replaces lines; may plow snow.

Responds with crew to water line breaks and undertakes necessary manual work to begin repair of line; ensures that joints are properly sealed, bed trench is properly prepared and backfilled accordingly.

Repairs hydrants and installs new hydrants; maintains sewer chambers and cleans sewer lines; maintains lift stations; changes water meters.

Installs, repairs and replaces fire hydrants; installs, repairs and replaces water meters.

Participates in a variety of trainings including but not limited to Trench Safety Awareness and Asbestos Cement Pipe training.

May perform water sampling in accordance with protocols.

Performs similar or related work as required, or as situation dictates.

Recommended Minimum Qualifications

Education and Experience
High school diploma; three years of experience in construction and/or public water system maintenance; or an equivalent combination of education and experience.

Additional Requirements
Valid Massachusetts Commercial Driver's License, Class B
Grade 1 Water Operators License

Knowledge, Ability and Skill
Considerable knowledge of the operating and maintenance procedures of the municipal water supply system. Knowledge of operation and repair of motor equipment. General knowledge of the layout of the town.

Ability to understand and follow mandated safety protocols.

Ability to perform strenuous laboring work. Ability to assemble, disassemble, and repair hydrants and water meters. Ability to isolate and repair broken water mains. Ability to use common sense in applying safety practices. Ability to work independently.

Good mathematics skills. Mechanical skills. Skill in operating various types of water works related equipment. Computer skills. Customer service skills.

Physical Requirements
Moderate to strenuous physical effort is generally required to perform duties. The employee is routinely required to lift objects weighing up to 60 pounds. Vision requirements include the ability to read routine documents and operate motor vehicles and other equipment.

Position Purpose:

This position is responsible for managing all activities related to the successful delivery of capital programs associated with linear assets, from inception to completion, the size and sensitivity of which have a significant impact to Operational, Financial, Regulatory, Reputation and/or other Company objectives.

Primary Duties/Responsibilities:
  • Manage $20M-$50M of water/wastewater programs annually, including project identification and priority evaluation, conceptual design/development, coordination of pilot testing, development of the project plans and internal funding approvals.
  • Manage the development of technical, bidding and contractual documents in accordance with corporate engineering guidelines including negotiations of agreements in coordination with supply chain management.
  • Ensure corporate Technical and Environmental Health and Safety/Security standards are incorporated into the design specifications.
  • Work directly with the Operations group to understand their needs in meeting operational, compliance, and health & safety goals.
  • Coordinate with the master planning department and hydraulic Modeller to identify projects, evaluate priority, and assure the focus of capital project planning meets the medium and long-term system needs.
  • Manage environmental and governmental permitting in coordination with local business unit staff.
  • Support the oversight of construction management personnel to ensure timely completion of assignments, budget compliance and adherence to applicable standards.
  • Drive efficiency into project delivery through the monitoring of delivery metrics and utilization of alternate procurement and delivery methods.
  • Provide monthly reports to management regarding the financial and progress status of capital projects and issues affecting project performance.
  • Participate in the development of engineering design and delivery processes and standards.
  • Provide technical expertise on engineering and operational issues and support facility condition assessments for our water/wastewater operations.
  • Ability to work transversally with corporate and local business units.
  • Effectively manages 2 - 6 direct report personnel.
Qualifications

Education/Experience/Background:
  • Bachelor's Degree in Civil or Environmental Engineering or related field, commensurate experience may be considered.
  • Minimum 10 years of experience managing water/wastewater design and construction projects and upgrade projects for wastewater collection systems and water transmission/distribution systems.
  • Experience leading and managing multi-faceted teams.
Knowledge/Skills/Abilities:
  • Proficient in transmission mission main and appurtenance design.
  • Strong project management skills (initiating, planning, executing, monitoring, controlling and closing).
  • Thorough working knowledge of water and wastewater Process applications.
  • Superior personal effectiveness skills, visible "leadership by example" utilizing participative management involving employees and teamwork whenever possible.
  • Strong communication, presentation and reporting skills.
  • Experience developing and adhering to budgets and schedules for multiple complex projects including budget management, and ongoing assessment of project risks/opportunities.
  • Ability to manage several small and mid-size projects simultaneously.
  • Computer skills (MS Project, Google Suite, Oracle PeopleSoft, Oracle Hyperion or other planning/performance/budgeting tools a plus).
  • Financial analysis skills, including budget management, ongoing assessment of project risks/opportunities and basic accounting knowledge.
  • Proficient in hydraulic modeling software preferred but not required (WaterGEMS or similar).
Required Certification/Licenses/Training:
  • Professional Engineer License (PE) required.
  • PMP certifications a plus.

Physical Requirements:

Successful candidates must be willing to travel to the various business unit sites as per job requirements. Job sites generally located within a 50 mile radius of the local offices (Harrisburg and Dallas) with the occasional requirement for sites that are a longer distance.

The candidate works to ensure Asset Owner satisfaction by delivering projects in accordance with the success criteria defined in the project plan (i.e. operational performance, budget, schedule, regulatory compliance, etc.).
**Primary Duties/Responsibilities:**
+ Manage $20M-$50M of water/wastewater programs annually, including project identification and priority evaluation, conceptual design/development, coordination of pilot testing, development of the project plans and internal funding approvals.
+ Manage the development of technical, bidding and contractual documents in accordance with corporate engineering guidelines including negotiations of agreements in coordination with supply chain management.
+ Ensure corporate Technical and Environmental Health and Safety/Security standards are incorporated into the design specifications.
+ Work directly with the Operations group to understand their needs in meeting operational, compliance, and health & safety goals.
+ Coordinate with the master planning department and hydraulic Modeller to identify projects, evaluate priority, and assure the focus of capital project planning meets the medium and long-term system needs.
+ Manage environmental and governmental permitting in coordination with local business unit staff.
+ Support the oversight of construction management personnel to ensure timely completion of assignments, budget compliance and adherence to applicable standards.
+ Drive efficiency into project delivery through the monitoring of delivery metrics and utilization of alternate procurement and delivery methods.
+ Provide monthly reports to management regarding the financial and progress status of capital projects and issues affecting project performance.
+ Participate in the development of engineering design and delivery processes and standards.
+ Provide technical expertise on engineering and operational issues and support facility condition assessments for our water/wastewater operations.
+ Ability to work transversally with corporate and local business units.
+ Effectively manages 2 - 6 direct report personnel.
**Qualifications**
**Education/Experience/Background:**
+ Bachelor's Degree in Civil or Environmental Engineering or related field, commensurate experience may be considered.
+ Minimum 10 years of experience managing water/wastewater design and construction projects and upgrade projects for wastewater collection systems and water transmission/distribution systems.
+ Experience leading and managing multi-faceted teams.
**Knowledge/Skills/Abilities:**
+ Proficient in transmission mission main and appurtenance design.
+ Strong project management skills (initiating, planning, executing, monitoring, controlling and closing).
+ Thorough working knowledge of water and wastewater Process applications.
+ Superior personal effectiveness skills, visible "leadership by example" utilizing participative management involving employees and teamwork whenever possible.
+ Strong communication, presentation and reporting skills.
+ Experience developing and adhering to budgets and schedules for multiple complex projects including budget management, and ongoing assessment of project risks/opportunities.
+ Ability to manage several small and mid-size projects simultaneously.
+ Computer skills (MS Project, Google Suite, Oracle PeopleSoft, Oracle Hyperion or other planning/performance/budgeting tools a plus).
+ Financial analysis skills, including budget management, ongoing assessment of project risks/opportunities and basic accounting knowledge.
+ Proficient in hydraulic modeling software preferred but not required (WaterGEMS or similar).
**Required Certification/Licenses/Training:**
+ Professional Engineer License (PE) required.
+ PMP certifications a plus.
**Physical Requirements:**
Successful candidates must be willing to travel to the various business unit sites as per job requirements. Job sites generally located within a 50 mile radius of the local offices (Harrisburg and Dallas) with the occasional requirement for sites that are a longer distance.

The Assistant Civil/Environmental Engineer will work under the supervision of a licensed professional engineer to assist project teams with planning, design, and construction phase services for a variety of water, wastewater, and stormwater projects?The Assistant Civil/Environmental Engineer will work with the project team throughout the planning, design, and construction process, adapting plans according to budget constraints, design factors or client needs. Job duties for an Assistant Civil/Environmental Engineer in Systems include:

  • Perform water, wastewater, and stormwater planning analyses using hydrologic and hydraulic modeling software as applicable.

  • Assist with water and sewer pipeline design, including pump stations, hydraulic profile development, alignment selection, from the conceptual phase through the design completion.

  • Assist with stormwater design, including stormwater conveyance, detention, flood control, and green infrastructure, from conceptual phase through design completion.

  • Assist with site civil design for water and wastewater treatment facilities, including grading, pavement, and yard piping, from conceptual phase through design completion

  • Performs field inspections, installation, measurements, or calculations for public and private clients.

  • Prepare, present, and/or participate in technical reports for clients and industry publications.

  • Responsible for compliance with QA/QC process.

  • Responsible for effective communication with project team.

  • Responsible for compliance with company and site safety policies.

  • All other duties as assigned.

Qualifications

  • Bachelor of Science in Civil Engineering, Environmental Engineering, or related degree from an ABET accredited program?

  • Or Bachelor of Science in Civil, Environmental, or related Engineering Technology from an ABET accredited program and successful completion of Fundamentals of Engineering (FE) exam.

  • Master of Science degree in Engineering may be substituted for one year of experience.

  • Successful completion of Fundamentals of Engineering (FE) or Engineer-in-Training (EIT) strongly preferred.

  • Minimum of a 3.0 GPA strongly preferred?

  • Prior internship and/or related consulting experience preferred?

  • Involvement on campus or in the community?

  • Basic knowledge in standard civil engineering techniques, principles and procedures? ?

  • Excellent written and verbal communication skills.

Key Responsibilities:

  • Estimate Development & Strategy:
    • Develop, configure, and manage comprehensive cost estimates for technically complex water treatment system proposals.
    • Collaborate extensively with Applications Engineering, Project Sourcing, Order Execution, Product Management, and Project Management teams to establish optimal costing strategies for each proposal.
    • Determine vendor quoting requirements and responsibilities in partnership with Applications Engineering and Project Sourcing.
    • Provide expert costing advice for all conceptual, budgetary, and firm proposals exceeding $250K, ensuring compliance with company guidelines for cost sourcing and timing.
    • Take ownership of the Summary Costing & Application Template (SCAT) development and data integrity for all firm proposals over $M.
  • Costing Tool Management & Training:
    • Maintain, enhance, and ensure the accuracy of primary costing tools and models, particularly the Excel-based Summary Costing & Application Template (SCAT).
    • Provide training and support to relevant teams on the proper use of costing tools and methodologies.
  • Analysis, Monitoring & Improvement:
    • Continuously monitor the accuracy of costing models against actual execution costs; make necessary adjustments to improve future estimates.
    • Analyze Negative/Positive Cost Corrections (NCC/PCC) data, identify root causes for significant variances (e.g., 20K+), and advise on data integrity.
    • Implement corrective actions related to material costing and Order Execution labor identified through variance analysis and claims data.
    • Identify and communicate potential risks related to cost competitiveness or incurring NCCs during the proposal phase.
    • Develop, implement, and monitor metrics to evaluate the effectiveness of costing methodologies and the quality/accuracy of the SCAT.
    • Partner with manufacturing, vendors, procurement, and installation teams to identify and implement opportunities for reducing material and subcontracting costs.
  • Cross-Functional Alignment & Communication:
    • Conduct regular meetings with Project Sourcing, Order Execution, Project Management, and Manufacturing teams to ensure costing methodologies accurately reflect current execution capabilities and market conditions.
    • Collaborate regularly with Product Management to incorporate the latest product developments and innovations into the costing methodology.
    • Verify alignment on costing assumptions and methodologies among Field Service Engineers, Order Execution Engineers, Project Managers, and Sourcing teams.
    • Actively participate in Project Kick-off meetings to ensure clear communication and alignment on project cost structures and goals.
  • Culture:

Qualifications:
