Purpose of the Job
This position is responsible for leading and implementing direct prevention services, as well as public health policy, system, and environmental change strategies to improve health outcomes for Gila County communities. Position will: lead the development and implementation of evidence-based strategies that promote health programs and services; assess and identify the community health requirements; and assist with developing and implementing community health programs.

ESSENTIAL DUTIES AND RESPONSIBILITIES
% OF TIME SPENT
- Leads the planning, development, coordination, and implementation of direct health services and comprehensive policy, systems, and environmental strategies to address neighborhood-level changes that have a positive influence on the health of community residents, especially in low-income communities.
- Works collaboratively with multiple sectors and partners to identify common interests and to formulate systemic and collaborative approaches that improve health education and prevention programs, projects, and activities.
- Leads and provides administrative guidance to assigned personnel; ensures compliance with departmental policies and procedures; ensures that public health programs are consistent with appropriate public health laws and regulations; and acts as liaison between the funding representatives and Health Equity & Prevention Manager.
- Prepares monthly/quarterly/annual reports in accordance with grant reporting requirements.
- Performs other duties as assigned
This position reviews, edits and provides recommendations on Project and Team budgets.
PROJECT RESPONSIBILITIES
Provides project research and clerical support on organizational planning, organizational development and human resources projects.
ORAL COMMUNICATION DUTIES
This position trains colleagues, explains County procedures, negotiates and persuades and responds to public inquiries.
WRITTEN COMMUNICATION DUTIES
This position creates or edits documents, internal memos, emails, procedures and guidelines for public release, formal letters and reports.

Minimum Education/Directly Related Experience Required
MINIMUM EDUCATION REQUIRED
Bachelor's Degree or demonstrated public health experiences performing work requiring considerable analytical skill and project follow-up in a public health setting; or an equivalent combination of education, training and experience.
MINIMUM YEARS OF EXPERIENCE REQUIRED
Two (2) years directly related experience; or equivalent combination of education, training and experience.
PROFESSIONAL CREDENTIALS REQUIRED
Must possess and maintain a valid Driver's License.

The Director of Behavioral Health will be a Licensed Clinical Social Worker (LCSW) who has significant clinical and management experience in Behavioral Health in a community based/primary care setting.This individual will also have program development and management experience and will assist the organization to achieve program goals and objectives which will include supervising large staff of LCSW's as an integrated part of the Primary care practices of JWCH Institutes clinics.
Principal Responsibilities:
- Be responsible for the overall planning and development of new and existing behavioral health programs and related substance use disorder programs.
- Coordinate and plan the efforts of the behavioral health department with other departments in developing joint multidisciplinary programs.
- Hire, train and supervise other Behavioral Health supervisors and leads.
- Oversee all Associate Social Work (ASW) activities within the BH Department to ensure uniform compliance with BBS standards and regulations.
- Represent behavioral health services in the community, by working with other related organizations, working with appropriate governmental organizations, attending events, participating in conferences, etc.
- Assume responsibility for all personnel practices to ensure that staff comply with agency policy and procedures, and that they are applied consistently.
- In conjunction with the Behavioral Health Medical Director coordinated intradepartmental functions and quality assurance activities.
- Responsible for the recruitment, hiring, training, development and evaluation of personnel and interns or volunteers including assisting and implement staff planning and team building activities.
- Provide monthly, quarterly, and annual reports pertinent to the programs, projects, and services of the department.
- Supervise analysis and development of corrective actions for programs that fail to meet established goals.
- Develop department budgets as requested, provide variance reports and/or budget modifications if indicated.
- Participate in management meetings, staff meetings, planning meetings, credentialing, operations, quality assurance meetings and other meetings as needed.
- Develop and provide training for both Behavioral Health/SUD staff and primary care staff on behavioral health interventions including tests, screenings, reports, evaluations, community resources, care planning and other ground-breaking behavioral health & medical management interventions.
- Oversee and assist with recruitment and hiring of LCSW's, ASW's Behavioral Health Aides and support staff.
- Lead cross-functional meetings and foster teamwork; drive escalation and resolution of issues, while promoting collaboration and coordination across broad categories of stakeholders.
- Other duties as assigned.
- 10 years of Program Development/Management experience post master's preferably in behavioral health and primary care setting.
- 10 years as Licensed Clinical Social Worker.
- 5 years' experience supervising and providing training and in services for clinical staff and interns.
- Demonstrate leadership ability to increase strategic collaboration between primary care providers and JWCH Clinicians.
- Demonstrated understanding of the impact of trauma on behavioral and medical conditions
- Knowledgeable of evidence-based treatments (sand and play therapy, DBT, CBT, Seeking Safety, Motivational Interviewing)
- Knowledge of principles, procedures, methods and techniques of mental health emergency procedures such as: 5150, CPS reporting, APS reporting, and Tarasoff reporting

**Qualifications**

Graduate from a nationally accredited nursing program preferred, including, but not limited to, Commission on Collegiate Nursing Education (CCNE), Accreditation Commission for Education in Nursing (ACEN), and National League for Nursing Commission for Nursing Education Accreditation (NLN CNEA).
Five years clinical experience to include supervisory/leadership and/or program management experience preferred. Experience in Occupational Health is desirable.
