Responsibilities:

The employee shall support tasks within the Therapeutics Discovery Branch of the Molecular Biology Division. Key skills include proficiency in EXCEL, MS Project, and the ability to work independently, lead teams, multitask, and communicate effectively. A minimum of two years experience in a science laboratory environment, one year of project management experience, and a degree or PMP certification in project management are required. A T3 investigation is also required.

This role involves working mostly independently, maintaining visibility on project costs, schedules, performance, issues, and risks. The employee shall understand and apply standardized project management processes and interpret project metrics. Skills in risk mitigation, organization, and communication are essential. The role comprises approximately 90% project management duties supporting PIs and 10% program management, including metrics collection and reporting.

Responsibilities:

Employee shall support tasks within the Bacteriology Division and shall be proficient in EXCEL, MS Project, and have demonstrated ability to (a) work independently (b) form and lead teams, (c) multi-task in a high-paced environment, (d) assist in gap coverage and training of new PMs as appropriate, and (e) communicate effectively both verbally and in writing. Employee should have two years of experience working in a science laboratory environment. Additionally, the employee should have a minimum of one year project management experience, a degree in project management or a current PMP certification. A T3 investigation is required.

Employee shall work independently or in teams to maintain visibility on cost, schedule, and performance programmatic parameters of the Division's portfolio. Knowledge must be maintained of all financial, business and project execution processes used within the Institute to manage science. Also required is the ability to multi-task in a dynamic environment, ability to organize time and tasks, demonstrate skills in identifying and mitigating risks, and ability to communicate effectively with scientists, technical staff and leadership at all levels within the Institute. Division level portfolio management duties within an assigned Division will consist of approximately 50% effort.

This Task also requires exercising project management best practices to support select research projects. Project management assignments may be based on Command or Directorate priorities and study complexities. Details of specific project's cost, schedule and performance parameters will be managed throughout the life-cycle of the project and project success will depend on effective communication, coordinating teams, maintaining detailed schedules and coordinating with a wide range of scientific support staff. Division level project management will account for approximately 50% effort.

Division research portfolios may also consist of reimbursable projects executed through contractual agreements with government, industry or academic partners. Within the Research Program Office (RPO), the Office of Research Technology Applications (ORTA) has authority to execute these agreements with Command approval. This Task will require close interaction with the ORTA and Principle Investigators (PIs) to initiate and revise agreement documents, track status of approval, maintain visibility of milestone completion and invoicing, and ensuring that all deliverables are met. Serving as an assigned Division's liaison to the ORTA will be included in the duties of this Task.
  • Research Proposal Support. Employee shall assist Division PIs in the preparation and review of all new research proposal submissions and/or change requests impacting in-progress research. Verify that Project Review Committee (PRC) document packets are complete and properly routed. Work with various support areas to resolve any issues. Track the status of all assigned Division's submissions to RPO's BIP Office and works with BIP staff to resolve any issues during the review and approval processes.
  • Research Agreement Support. Work with Division PIs to ensure completeness of agreement packets and ensures correct routing for approval. Work closely with RPO's ORTA to maintain a working knowledge of agreement processes and procedures to provide knowledgeable support to Division PIs.
  • Budget Estimates and Service Rate Calculations. Track project-related staffing coverage (FTE; full time equivalents) for assigned Division's scientific personnel funded by projects by month. Consolidate and report Division-level data for Command Budget Estimate (CBE) and other financial or project related taskers. May assist with service rate calculations if assigned to Core support divisions. Assists with Directorate-level and Division-level changes in budgets/execution.
  • Tracking Project Schedule and Performance. Consolidate, review and report on assigned Division's task execution metrics. Identify, prevent or resolve project issues and risks. Inform Division and RPO leadership of significant issues and risks, assist in developing risk mitigation strategies, and assist in develop of get-well plans for in-trouble projects. Participate in the development and conduct of Division, Directorate and Command level Review & Analysis (R&A).
  • Monthly Budget Execution. Consolidate, review and track budget execution reports for the assigned Division. Assess Spend Plans to ensure projects are being executed according to approved plans. Assist Division PIs in identifying solutions to issues/risks and report status to Division leadership regularly. Maintain accessto the GFEBS and DMLSS system, to be able to track expending and expiring funds. A ssist PIs in fund execution and expending. Interact with budget officials to better communicate spending plans and deliverables. Manage and monitor equipment acquisition and correct funds appropriation. Ensure correct execution of travel and printing funds.
  • Project Change Requests (CR). Track all Division CR submissions and monitors status. Conduct quality checks of CR documentation prior to submission and assist in the identification of causes and solutions related to cost, schedule and scope changes. Create, revise, review, and manage CR requests IAW standardized/established rules.
  • Data, document and manuscript support. Provide quality control/quality review support of all project-related documents to enhance quality through standardization. Compile Division level data as requested to support project/science related taskers (Institute or higher Command requests). Assist with initiation of Dual Use Research of Concern (DURC) reviews when necessary. Monitor due dates of project report deliverables and assist Division PIs to complete internal reviews prior to sponsor submission.
  • Training and mentorship. Provide training and mentorship for newly hired or current PMs on USAMRIID-specific procedures, systems and processes as required. May provide project management support to other Directorates or Divisions as determined and directed by Institute leadership. May also support special efforts within the Institute in cases where project management skills support a collective Institute mission.
  • Project Execution. Communicate and coordinate with Division Chief, PIs, study staff, and service areas to facilitate project execution. Track and assist with completion/documentation of critical tasks, deliverables, milestones, agreements, and purchases required to execute projects. Conduct required product/service research, documentation, and obtain approvals required to procure equipment, supplies, and service contracts.
  • Participate in weekly meeting with Division/Branch leadership and funding agency to facilitate PM discussion and provide updates and progress execution. Participate in Scientific Progress report meeting with researchers to track project progress and adjust timeline and spending plans.
  • Assist in the preparation of technical reports, new proposals, and manuscripts as requested. The May be required to travel and participate with the government at scientific conferences or meetings with funding agencies to assist in the identification of funding opportunities. The employee shall identify, record, and report potential opportunities to the TPOC for consideration and evaluation.

Cape Fox subsidiary Eagle Health, LLC is accepting resumes for a Senior Bacteriology Division Project Management Support to support the members at Ft. Detrick, Maryland.This position is contingent upon contract award.

The salary range (or hiring range ) for this exempt position has been established at: $105,000-$19,000 .

The above salary range represents the companys good faith and reasonable estimate of the range of possible compensation at the time of posting. We offer a variety of benefits including holidays, paid time off, health, dental, vision insurance, life and disability insurance, tuition reimbursement, and 401K with company match. This job will be posted until filled or withdrawn.

Responsibilities:
  • Support tasks within the Bacteriology Division, proficient in EXCEL, MS Project, capable of working independently, leading teams, multitasking in a high-paced environment, assisting in training of new PMs, and communicating effectively both verbally and in writing.
  • Minimum two years of experience in a science laboratory environment and at least one year of project management experience, with a degree in project management or PMP certification. A T3 investigation is required.
  • Maintain visibility on cost, schedule, and performance of the Divisions portfolio, understanding all financial, business, and project processes used within the Institute.
  • Support research projects using project management best practices, managing project lifecycle parameters, and coordinating with scientific support staff.
  • Manage reimbursable projects through contractual agreements, working closely with ORTA and PIs to initiate, revise, and track agreement documents and deliverables.
  • Support proposal preparation, review, and research agreement processes; track project staffing, budgets, schedules, and performance metrics; assist with change requests and financial tracking.
  • Provide quality control for project documents, support data compilation, manuscript preparation, and assist in DURC reviews.
  • Provide training and mentorship for PMs, support project execution, participate in meetings, and assist in technical report and proposal preparation. May require travel for conferences and meetings.
  • Facilitate annual research project execution of approximately 10-15M and oversee a research portfolio of approximately 20-30M.

The R&D IT Cell Therapy Project Management Director is responsible for leading a series of interrelated global projects and programs with a total value of up to $10M. This role ensures project accountability from initiation through to closure, delivering effective IT solutions that meet the prioritized needs of the cell therapy R&D sector.

Accountabilities

  • Oversee the determination and delivery of solutions within approved budget and schedule constraints, ensuring compliance with required quality standards.

  • Focus on stakeholder management, risk management, and the realization of business benefits.

  • Adhere to established project management standards and contribute to the continuous development of project/program management capabilities.

  • Build and nurture relationships with business and IT leaders to support strategic planning and project prioritization, ensuring alignment with the organization's strategic goals.

  • Apply robust knowledge of portfolio management to enhance practices, standards, reporting, and tools.

  • Act as a leader and advocate, working collaboratively within a business-facing R&D IT cell therapy team.

  • Oversee, drive, and approve plans for projects/programs, including activities, resources, costs, roles, responsibilities, and quality as defined in the IT Project Management Methodology (ADF).

  • Manage and coordinate project/program budgets, forecasts, tasks, schedules, risks, change management, and status to support effective decisions and project reporting to stakeholders and review boards.

  • Manage and coordinate interdependencies between projects and program workstreams (both intra-program and across the portfolio).

  • Manage relationships with senior business stakeholders to ensure effective capturing of business requirements and commitment to project/program objectives. Responsible for steering/stakeholder meetings and communication of status, issues, and risks.

  • Drive effective risk and issue management, ensuring processes are in place and effectively used. Ensure problems are resolved and escalate as appropriate.

  • Build a cohesive project/program team and provide the leadership necessary to maximize the teams success.

  • Own project/program improvement plans and oversee the execution of remediation plans.

  • Manage changes to project/program scope, ensuring that all impacts and changes are approved and appropriately communicated to stakeholders and review boards.

  • Assure/develop service transition plans to ensure project-delivered solutions are sustainable within a BAU operations environment, including controlled hand-over into operational support.

  • Ensure the project team adheres to all standards, including ADF, quality, and compliance, as well as processes, defined technical capabilities, and best practices. Establish program governance and lead Decision Point reviews; attend Steering Committee meetings.

  • Ensure expected benefits realization is consistent with project deliverables and clearly understood by stakeholders and the project team.

  • Support/lead the development of a world-class center of excellence for project management capabilities and ensure that best practices are adopted and reinforced.

Essential Skills/Experience

  • College / University Degree Science, Technical or Business

  • 8+ years of proven relevant experience as a project / programme manager, or equivalent role

  • Experience in cell or gene therapy

  • Proven skills and experience managing and controlling large project, programme and portfolio budgets

  • Experience managing and leading global project teams

  • Evidence of shaping innovative solutions that have a major impact within the business area and organization

  • Experience working in a global organization where stakeholders and project team members are geographically dispersed

  • Experience at the associate director or equivalent level in a major biopharmaceutical company, or manager-level experience in a major consulting firm

  • Project/Program Management certifications (APM/PMI)

  • Portfolio Management certification

  • Experience with JIRA

  • Experience with SNOW PPM (project and portfolio budget and resource management)

  • Strong understanding of the biopharmaceutical R&D process and data

  • Strong Project and Programme Management Skills

  • A capable knowledge of Financial Management and Benefits Delivery practices

  • Agile and Waterfall project management methodology experience

  • Broad understanding of IT systems and technology implemented within a business context.

  • Excellent communication and relationship management skills

  • Strong knowledge and experience with internal and external suppliers and solutions

  • Excellent business acumen with sensitivity to environment

  • Knowledge of GxP and SaMD standards

The annual base pay for this position ranges from 142,740.80 - 214,111.20 USD Annual (80% - 120%). Hourly and salaried non-exempt employees will also be paid overtime pay when working qualifying overtime hours. Base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, and experience. In addition, our positions offer a short-term incentive bonus opportunity; eligibility to participate in our equity-based long-term incentive program (salaried roles), to receive a retirement contribution (hourly roles), and commission payment eligibility (sales roles). Benefits offered included a qualified retirement program (401(k) plan); paid vacation and holidays; paid leaves; and, health benefits including medical, prescription drug, dental, and vision coverage in accordance with the terms and conditions of the applicable plans.
