Instrumentation & Controls Engineer - Position and Responsibilities
As an Instrumentation & Controls Engineer (I&C) with Middough, you will collect and prepare data / information and perform detailed engineering calculations. In this role, you will also interact with design staff, senior department team members, project management, contractors, and clients. The I&C Engineer will demonstrate technical and professional growth annually by maintaining active membership in professional organizations. Responsibilities include, but are not limited to, the following :
- Work on multiple projects of moderate size or portions of major projects.
- Design complete I&C solutions based on project scope definition.
- Prepare project documentation including but not limited to bills of material, calculations, data sheets, detailed drawings, specifications, technical reports, and test plans.
- Coordinate tasks with engineers, designers, and administrative staff.
- Perform technical evaluation of bids and recommend best value design which meets client requirements for operability, reliability, maintainability, and safety.
- Participate in safety reviews (i.e., HAZID, HAZOP).
- Lead field work by evaluating installations and performing problem-solving activities.
- Perform calculation checks and vendor drawing reviews.
- Serve as discipline lead on single and multi-discipline projects by estimating work hours, developing scope of work, making staffing recommendations, and checking drawings.
- Interact with other disciplines and suppliers to obtain pertinent information.
- Manage the scope of the project work, address scope and work changes, adjust the project deliverables as necessary, and complete the project work based on the budget and scheduled time frame.
- Present project information to both internal and external client audiences.
Education, Experience and Skills
The successful candidate will possess the following :
- Bachelor of Science in an Engineering discipline required.
- Professional Engineer license (preferred).
- 5+ years of experience performing engineering analysis and design for instrumentation and controls systems.
- Understanding of NEC / ISA standards.
- Strong understanding of PFD's, P&ID's, and Cause & Effect Matrices.
- Interface experience with DCS / PLC platforms including HMI and reporting software packages.
- Strong background in control system architecture and interface solutions including configuration of switches, servers, and operator workstations.
- Experience specifying field instrumentation and process analyzers for applications including basic process control, safety instrumented systems and fire and gas detection; includes development of installation details and loop drawings.
- Experience with estimating engineering project costs.
- Working knowledge of Smart Plant Instrumentation would be an asset.
- Working knowledge of Databases and AutoCAD.
- Working knowledge of Microsoft Office products.
- Excellent analytical, problem-solving, and attention to detail abilities.
- Ability to multitask and organize for project efficiency.
- Strong interpersonal and communication skills.

**BRIEF POSITION SUMMARY:**
The EC&S Specialist has experience in all four EC&S Foundations:- Product Stewardship, Facility Compliance, Transportation Compliance, and Sustainability.- This position will begin to focus and specialize in one or more of the foundations.-
**DUTIES and RESPONSIBILITIES:**
+ Researches assigned regulations and guidance documents to determine risk and impact to MSC. Prepares summary reports for management on findings.
+ Has intermediate level of understanding of compliance regulations in area of expertise.
+ Provides customer service to internal/external customers and responds to requests in person, by phone, and/or through email in a timely and professional manner.
+ Understands and applies all company policies, procedures and precedents in specialty area.- Uses this knowledge to conduct daily activities and respond to emergencies, irregularities and special circumstances.
+ Writes company procedures in specialty area under guidance of Senior Specialist or Department Management.
+ Prepares training under guidance of Senior Specialist or Department Management.
+ Works with Coordinators and Senior Coordinators to prepare, review, and vet required government reports within area of expertise.-- Trains and oversees efforts of coordinators preparing government reports.
+ Responsible for preparing and updating specific procedures and/or processes in areas of expertise of the Environmental Management System. -Assists coordinators with areas under their review.-
+ Establishes cross functional relationships and works with other MSC departments on continuous improvement of mutual areas of responsibilities.
+ Leads audits and inspections at branches and CFCs when applicable to foundation focus. Assists sites with corrective action plans and follows plans through to completion. Audits plans after implementation to ensure the corrective actions are successful and are being maintained.-
+ Monitors metrics established for area of expertise and determines trends in productivity and compliance.- Reports findings to management.-
+ Works-on EC&S teams as either a subject matter expert or as a gatekeeper.
+ Completes customer questionnaires in areas of expertise (e.g. Contractor Qualification questionnaires, ESH, and Sustainability).- Trains Coordinators in basic knowledge to complete questionnaires.
+ Reviews and assesses compliance records and EC&S performance from MSC sites or departments. Reports findings to department management.
+ Stays current with EC&S department training and mandated regulatory training.- Obtains and maintains current certifications and/or required training for this position.
+ Leads department projects requiring high level of technical knowledge and skill.
+ Creates compliance surveys and analyzes results in reports to department management
+ Maintains technical accuracy while meeting strict deadlines.
+ Identifies opportunities for risk reduction programs and participates in continuous improvement activities.
+ Determines need for third party consultants and" reviews their work for accuracy and completeness of scope.
+ Works cohesively and effectively with others to deliver excellence in written/verbal communications, planning, documenting, organizing and executing multiple tasks simultaneously.
+ Assists EC&S management as requested with responding to both long and short term strategic plan initiatives and projects.
+ Conducts incident investigations and ensures appropriate corrective actions are completed.
+ Fosters the MSC Culture in the department and throughout the company to ensure fulfillment of MSC s vision and unity of purpose.
+ Participation in special projects and performs additional duties as required
**EDUCATION and EXPERIENCE:**
+ Bachelor s degree, preferably in Engineering, Science or Environmental Science, with a minimum of three years of applicable compliance experience required.-
+ Master s degree preferred.
+ Recognized third party certification a plus.
**SKILLS:**
+ Proficient in Microsoft Office Suite- including Word, PowerPoint, and Outlook required.- Intermediate proficiency in Excel is preferred.
+ Interpersonal, communication, time management, organizational and analytical skills are required.
+ Presents a professional image when interacting with team members and internal and external customers.
+ Possesses high integrity and ethical standards.
+ Knowledgeable of incident investigation techniques.
+ Understands and uses statistical analysis.
+ Demonstrates level of knowledge to identify impacts of regulations, non-compliance, and risks to company.

Compensation starting at $56280 - $88440 depending on experience.
The salary range represented is based on similar roles in comparable industries, and the cost of labor in respective cities. Actual compensation is based on the candidate s relevant experience, education requirements and peer pay equity.- The Company reserves the right to modify the range as market conditions change.-
