The
Workforce Solutions Manager will oversee and manage the work request
process for our IT staffing master contracts in our State & Local
government business unit, Cayuse Civil Services. This position will
play a critical role in ensuring seamless coordination between our
internal teams, candidates, and client procurement offices. This role
is a growth role, with a focus on engaging with our Business
Development teams and Client Buyers to staff IT skills in Agencies and
Departments within the state and local governments we serve. The ideal
candidate will have strong project management skills, an
entrepreneurial interest, excellent communication abilities, and a
detail-oriented approach to handling multiple tasks in a fast-paced
environment.
This position performs all duties and responsibilities
in accordance with the Mission, Vision, and Core Values of
Cayuse.
**Responsibilities**
+ **Client Engagement:**
+
Establish and nurture relationships with State & Local government
personnel with short and long-term IT staffing needs, understanding
specific needs and identifying how Cayuse can satisfy them.
Periodically meet face-to-face with potential clients to demonstrate
commitment to their mission and communicate the capabilities we bring
to them.
+ **Work Request Management:**
+ Source, review,
analyze, and prioritize incoming work requests under IDIQ (Indefinite
Delivery, Indefinite Quantity) and master contracts.
+ Ensure
timely and accurate responses to work requests, adhering to client
specifications and deadlines.
+ **Candidate Evaluation:**
+
Work with Cayuse's recruiting team to conduct initial screenings and
interviews to assess candidate qualifications and fit for specific
roles.
+ Ensure Cayuse's recruiting team performs relevant
background and reference checks to validate candidate experience and
suitability.
+ **Coordination with Internal Teams:**
+
Collaborate with internal Client Account Leads and Program Managers to
align candidate submissions with client and project requirements and
establish pricing to meet our internal objectives.
+ Facilitate
communication and feedback loops to ensure quality and compliance in
candidate selection.
+ **Client Relationship Management:**
+
Work with Cayuse's Client Account Leads and Business Development
Directors and serve as a point of contact with client procurement
offices, ensuring clarity and alignment on work request requirements
and expectations.
+ Work with Cayuse Client Account Leadership and
assist in addressing and resolving client concerns or questions
related to submissions, processes or subsequent performance.

**Tracking and Reporting:**
+ Maintain detailed records of all work
requests, submissions, and candidate statuses.
+ Track key metrics
such as recruiting data, submission success rates, and client feedback
for continuous process improvement.
+ **Compliance and Process
Optimization:**
+ Ensure all submissions adhere to contractual
requirements and industry best practices.
+ Proactively identify
opportunities to streamline processes and improve efficiency.
+
Communicate appropriately with Client Account Leadership, Business
Development Directors, and Recruiting management.

**Qualifications**
**Here's What You Need**
+
Education: Bachelor's degree in business administration, Human
Resources, Project Management, or a related field.
+ Minimum of 3
years of experience in managing staff augmentation or IDIQ/master
staffing contracts.
+ Preferred experience includes staffing
cooperative contracts and IT procurements such as Texas DIR IT Staff
Augmentation Contract (ITSAC), CA DGS Technology, Digital and Data
Consulting (TDDC), and WA DES IT Development vehicles with
demonstrated understanding of public sector compliance, vendor
engagement, and statewide technology or enterprise service
initiatives. Proven track record in coordinating with multiple
stakeholders, including clients and internal teams.
+ Experience
working in state and local government agencies or departments as a
government employee or contractor. Experience leveraging professional
and personal contacts to establish working relationships.
+
Experience working with state and local government contracting,
including familiarity with procurement processes and compliance
requirements.
+ Experience working with a recruiting team in staff
augmentation (mostly IT) resources and building and nurturing a bench
of candidates.
+ Must be able to pass a background check. May
require additional background checks as required by projects and/or
clients at any time during employment.
+ Must possess
problem-solving skills.
+ Strong organizational and project
management skills.
+ Excellent communication and interpersonal
skills.
+ Proficiency in tracking tools and reporting systems
(e.g., CRM, or contract management software).
+ Ability to
multitask and work under tight deadlines.
+ Ability to respond
effectively to customers with a sense of urgency.
+ Proficient in
Microsoft and Adobe toolsets, including Excel, Word, PowerPoint,
Acrobat, etc.
+ Ability to forge new relationships, individual and
teaming in nature.
+ Must be a Self-starter, that can work
independently and as part of a team.
