SUMMARY : Under supervision, serves as the technical leader responsible for managing a complex IT department, supporting user needs, and overseeing the operation of the data processing center; performs related duties as required.

ESSENTIAL DUTIES AND RESPONSIBILITIES include, but are not limited to, the following. Additional duties or job functions may be assigned as deemed necessary by supervisory staff.
• Provide leadership and daily supervision, delegating work assignments to all IT staff.
• Plan, manage, and execute a comprehensive, effective, and efficient management and financial information system.
• Coordinate effectively with the Executive Director and department heads for the preparation of required monthly reports for submission to the Board of Commissioners.
• Skilled in database performance tuning and maintenance, with strong troubleshooting skills. Ability to research infrastructure and database issues, standards, and products as needed.
• Prepare clear, technically sound, accurate, and informative reports with findings, conclusions, and recommendations.
• Ensure that HACC hardware and software systems are properly maintained, upgraded as needed, and that staff support is available.
• Evaluate, select, and use software and hardware monitors, analyzers, and simulators to measure system performance and project future performance to improve hardware utilization and optimize application programs.
• Assess data processing equipment and service requests and prepare cost-benefit analyses showing alternative solutions in terms of operating and development costs, advantages, disadvantages, and implementation timelines.
• Provide technical guidance for application conversions, hardware upgrades, and operating system updates.
• Oversee and monitor the progress of external consultants in accordance with contractual agreements.
• Test and evaluate new hardware systems, software products, and terminal devices.
• Prepare clear, sound, accurate, and informative reports with findings, conclusions, and recommendations.
• Maintain the enterprise-wide phone system (currently IP-based), evaluating and recommending upgrades.
• Learn to operate various electronic and manual recording and computerized information systems used by the agency and related units.
• Perform other related duties as assigned.

KNOWLEDGE AND SKILLS REQUIREMENTS:
• Excellent oral and written communication skills.
• Ability to work independently.
• Knowledge of information system design concepts and the various manual, mechanical, and electronic methods for data collection, storage, and conversion into useful information at minimal cost.
• Familiarity with the capabilities, operating characteristics, and programming of all data processing and data preparation equipment and software.
• Knowledge of procedures and techniques for using software and instrumentation to measure equipment and software performance.
• Ability to manage project teams and interact tactfully and professionally with a diverse workforce, including external stakeholders and vendors.
• Capable of overseeing and monitoring the performance of external consultants.
• Ability to follow directions and work within established guidelines.

MINIMUM TRAINING AND EXPERIENCE: The minimum educational requirements for an Information Technology (IT) Manager are:
• Bachelor's degree in computer science or programming is preferred.
• At least five (5) years of experience in designing and analyzing information systems, with significant responsibility for developing and implementing large-scale data processing systems.
• An Associate's Degree in a related field (such as information systems, human-computer interaction, interactive media, software engineering, computer networking, cybersecurity) plus six (6) years of additional professional IT experience or related experience may substitute for the bachelor's degree.

ADDITIONAL REQUIREMENTS : New hires must pass a comprehensive background check and drug screening. All information will be kept confidential, except for reporting findings and actions taken.

Special Note: Background checks and drug screening are mandatory. A valid driver's license with an acceptable driving record is required.
