SCOPE OF WORK

Purpose of Request: We are seeking an ADA Accessibility Compliance Specialist to ensure that all digital and physical forms comply with the Americans with Disabilities Act (ADA) and Web Content Accessibility Guidelines (WCAG). The ideal candidate will have expertise in accessibility best practices for digital documents (PDFs, Word, HTML forms, etc.), screen reader compatibility, and assistive technologies. Primary Responsibilities:

JOB SUMMARY

The position of Title IX, ADA & EO Compliance Coordinator supports the mission of St. Thomas by coordinating the university’s nondiscrimination, equal opportunity and Title IX compliance efforts and working to strengthen a culture that supports a learning, working, and living environment that is safe, respectful, and free from unlawful discrimination on the basis of all protected classes.

The Title IX, ADA & EO Compliance Coordinator oversees the University’s compliance with the Sexual Misconduct Policy and Nondiscrimination and Anti-Harassment Policy, as well as relevant state and federal laws and statutes. The Coordinator is responsible for understanding and assuring appropriate education of the St. Thomas community regarding applicable legal and regulatory requirements, as well as St. Thomas community standards, and continuously identifies and integrates best practices to prevent, address, and eliminate the recurrence of all aspects of discrimination. The Coordinator provides oversight and support in the areas of harassment, discrimination, equal opportunity, and sexual misconduct response. The Coordinator will provide guidance to the University's discrimination prevention efforts and its response to and resolution of reports of bias, harassment, and sexual misconduct in accordance with the St. Thomas sexual misconduct policy, nondiscrimination policies, and other applicable policies and applicable law.

ESSENTIAL FUNCTIONS

1.  Responsible for coordinating the institution's policies and programs to assure compliance with federal, state and local laws and St. Thomas community standards regarding discrimination, including, but not limited to, laws and standards regarding discrimination and sexual misconduct:

    • Keep apprised of applicable federal, state, and local laws and developments related to discrimination of all protected classes.
    • Ensure the university maintains compliant, up-to-date, and effective policies and procedures to eliminate, prevent and address the effects of unlawful sex discrimination in the university’s employment, educational and extracurricular programs and activities.
    • Be available to meet with students, faculty, and staff regarding bias and sexual misconduct issues, reports and complaints or concerns about any form of bias, discrimination or sexual misconduct.
    • Track and assess reports and complaints of bias, discrimination and sexual misconduct and related determinations to identify patterns, and use the information learned to continuously enhance awareness and prevention programs, policies and resolution processes.
    • Serve as the University’s Title IX Coordinator
    • Serve as the University’s Pregnant and Parenting Student Navigator.
    • Serve as the University Section 504/ADA Coordinator.

2.  Oversee and assure the appropriate management of the university’s response to all reports of bias, discrimination and sexual misconduct.

    • Ensure timely and appropriate application of the university’s sexual misconduct policy and procedures by (1) overseeing and monitoring the handling of reports, complaints, fact-finding, resolutions and appeals; (2) serving as the response manager for formal complaints of sexual misconduct and the related resolution process; (3) making or authorizing decisions and directing appropriate school officials regarding interim actions to protect the parties and the broader UST community when a complaint is made; (4) reviewing fact-finding reports and determinations to ensure consistency with applicable policy, procedures and practices and directing appropriate action when issues arise; and (5) maintaining official university records of sexual misconduct and other discrimination assertions, reports and complaints and the related resolution processes.
    • Work alongside campus partners to shepherd the bias incident report process. Work with campus leaders to coordinate investigation of cases and resolve concerns. For students, faculty, and staff, establish and manage a consistent process for response to reports of incidents of discrimination of any protected class, including incidents that involve ADA compliance and racial bias.
    • Ensure timely and appropriate application of other applicable university policies and procedures intended to prevent and respond to discrimination.

3.  Assure the university maintains appropriate educational programs and training regarding bias, discrimination and sexual misconduct, including:

    • In consultation with the Center for Well-Being, ensure campus community (faculty, staff, students, and others as appropriate (e.g., volunteers, licensees and contractors)) receives appropriate educational programming, primary prevention training and ongoing awareness training on issues of sexual misconduct. Training must meet federal and state legal requirements and be consistent with emerging best practices and the specific needs of St. Thomas community.
    • Ensure that all members of the St. Thomas community who are involved in handling reports of sexual misconduct receive training, at least annually, on: (1) handling of sexual misconduct reports and complaints, (2) applicable policies and procedures, and (3) applicable law and regulations. Training must meet federal and state legal requirements and be consistent with emerging best practices and the specific needs of St. Thomas community.
    • Personally attend training and engage in professional development to ensure comprehensive knowledge in all areas over which the Title IX, ADA & EO Compliance Coordinator has responsibility.

4.  Coordinate, consult, and collaborate with appropriate University offices, including Athletics, Public Safety, Student Affairs (Center for Wellbeing, Dean of Students, Residence Life), Office for Diversity, Equity, and Inclusion, The Office of General Counsel, and the Diversity, Action and Response Team (DART), to assure the university maintains a robust culture of awareness and prevention with respect to bias, discrimination and sexual misconduct.

    • Monitor effectiveness of applicable policies, procedures and training and work with appropriate university leaders to recommend changes to university policies and practices based on assessments, findings, emerging best practices and needs.
    • Identify and work with appropriate university leaders to address patterns and systemic issues related to bias, discrimination and sexual misconduct.
    • Work with other departments to ensure Title IX and sexual misconduct and anti-discrimination policies are effectively communicated to all constituencies.
    • Provide annual bias, discrimination and sexual misconduct reporting to the university community and select constituent groups, as appropriate, including but not limited to an annual Title IX, ADA & EO Compliance Coordinator Report, MOHE reporting, and contributing to Clery reporting.

5.  Develop and maintain content for the OneStThomas and external Title IX webpages.

6.  Other related duties as assigned.

QUALIFICATIONS

Minimum Qualifications

  • Bachelor’s degree in a related field
  • Five years of relevant professional experience to include any or all of the following: experience in law, education, counseling, human resources, compliance, social work, or related field working on issues related to sex discrimination, sexual harassment and sexual violence, relationship violence and/or stalking, bias.

Any equivalent combination of education and experience from which comparable knowledge and skills have been acquired may be substituted.
