Job Description
The City Managers Office is seeking a collaborative, detail oriented and hardworking individual with strong leadership and communications skills to fill an Administrative Officer position. They will be located at City Hall and report directly to the Chief of Staff to the City Manager, supporting the City Managers Office and the Office of Innovation and Economic Development.Under the limited direction of the Chief of Staff, this position will provide leadership of a team of five. They will coordinate, manage, provide training and leadership to this team, and oversee all administration functions in the City Managers Office and the Office of Innovation and Economic Development. In addition to contract management and fiscal oversight and reporting, they would also be responsible for quality control of City Council reports.
Under general direction, an Administrative Officer plans, directs, and supervises centralized administrative services for a department operation; handles one or more major portions of centralized administrative services; conducts studies and makes recommendations.
DISTINGUISHING CHARACTERISTICS
This advanced journey level classification may be populated with multiple incumbents who perform human resources/personnel functions, fiscal analysis, resource development, and management functions. The Administrative Officer is distinguished from the next lower class of Administrative Analyst in that the former supervises professional level staff who perform support services work, or has the responsibility for handling major portions of centralized administrative services. The Administrative Officer is distinguished from the next higher classification of Support Services Manager in that the Support Services Manager is responsible for all administrative and regulatory processes for a departmental operation. The Administrative Officer is distinguished from the Program Specialist in that the latter has responsibility for the management and administration of large or complex programs within a department.
SUPERVISION RECEIVED AND EXERCISED
General direction is provided by higher-level department or division administrative staff. Responsibilities include the direct or indirect supervision of professional, technical, and clerical staff.
- Plans, coordinates, supervises, and participates in administrative services including personnel, budget, methods and procedures, procurement, and various office services.
- Develops, amends, and interprets existing policies, procedures, and regulations concerning administrative matters.
- Confers with department heads, division chiefs, members of professional staff, and other officials concerning the administrative needs and requirements of departmental programs, policies, rules, and regulations.
- Performs fiscal analysis and prepares recommendations relating to the status of various enterprise fund balance projections, fiscal transactions, and related financial activities pertaining to the preparation and maintenance of the departments capital and operating budgets; analyzes and prepares enterprise rate setting recommendations; conducts studies, surveys, and collects information on department service fee structures; analyzes findings; prepares recommendations for department management.
- Represents the department in contacts with news media, business and civic organizations, other City departments, and various outside public and private agencies; serves as staff to City Council Committees and Commissions.

This role will support complex and high-volume calendaring, travel planning, and expense reporting for a number of clients. Administrative Specialists provide remote support to clients across the Company and its locations. This is a full time position.

We're seeking Administrative Support Specialists to deploy to Kansas City, Missouri and West Des Moines, Iowa to support FEMA in providing services to their applicants. You'll help deliver the Public Assistance grant process (from applicant assignment to exit briefing) for applicants in the states of Iowa, Kansas, Missouri, and Nebraska. As a part of the FEMA program, we'll lean on you to support our technical professionals and aid in various or all phases of the Public Assistance grant delivery process. You'll be a key member of the team in assisting project managers or engineers in major segments of moderate to complex projects or tasks and provide reporting and management assistance for the overall efficiency of the disaster operation. We'll rely on your expertise and attention to detail to ensure compliance with overall FEMA Public Assistance policies and procedures.
As an Administrative Support Specialist you'll assist both FEMA and CCPRS with the administrative and staffing support of deployed technical specialists in the field; assist the FEMA Technical Monitor and other FEMA management with multiple duties and reports including the "in-processing" of deployed staff and "out-processing" of demobilized staff; be responsible for weekly reporting submissions on work performed by the contractor as requested by the FEMA Technical Monitor; provide weekly Labor/Over Time reports, requested by, and submitted to the Technical Monitor; and timesheet review for concurrence with hour caps that may change on a weekly basis due to overtime approval by the Technical Monitor.

You'll deploy Missouri, Kansas, Iowa, or Nebraska in remote disaster conditions, and most of the job responsibilities will be conducted in a FEMA office. Due to the awarding of this Task Order, you must be ready to mobilize within 24-48 hours of official notice, commit to a deployment of up to 6 months or longer, and be flexible for contingent type of project work.

Minimum Qualifications - For full consideration, applicants are encouraged to upload license and/or certification if required of the position
- High school diploma, GED, or equivalent experience/training.
- Experience supporting senior managers in an executive-level office within a healthcare or similar environment
- Administrative office support experience to include but not limited to meeting preparation, complex calendaring, coordinating logistics, travel arrangements and etc
- Experience scheduling, coordinating, and managing multiple and complex electronic calendars, meetings , projects and events.
- Experience coordinating tasks and/or projects
- Experience working with contract management, accounts payable and receivables
- Experience providing HR support in recruitment, position management and maintaining personnel records.
- Experience providing front office/receptionist support.
- Ability to communicate effectively and professionally, both verbally and in writing, with individuals possessing differing levels of comprehension.
- Interpersonal skills to establish and maintain a friendly, welcoming environment; to demonstrate an interested, understanding, compassionate and caring manner; to maintain a courteous and calm demeanor; to establish and maintain rapport with administrative and clinical staff; to work as part of a team and to collaborate with colleagues; and to negotiate with and persuade others to take required action.
