Description :
The NC SLPH requires the services of a senior Business Analyst role to work with the business and other stakeholders to support the business process analysis. This senior Business Analyst role will work with multiple internal and external stakeholders to capture requirements, business process workflows and develop other BA artifacts using North Carolina Department of Information Technology Business Analysis Team tools and templates. The DHHS preference is to use the agile methodology for the project.
RESPONSIBILITIES:
- Develop a strong understanding of the functions, uses and requirements for the Lab Information Management System (LIMS)
- Identifying and documenting current and future state process workflows
- Developing documents such as: Business objects inventory list Reports, email notifications and Forms List, Email Notifications/Letters Inventory List, User Stories, Permission Matrix, Wireframes
- Additional development of documents may include but is not limited to entity relationship diagrams, data dictionaries, system context diagrams
- Assisting in performing functional and integrated testing
- Preparing and maintaining project documentation and artifacts including analysis, reports and user documentation
- Working with project manager, developers, and end-users to ensure LIMS designs meet business requirements
- Providing UAT support, including developing test scenarios and cases using DHHS methodology
- Supporting required system go-live activities
- Documenting gap analysis
- Track delivery and review/approval progress of each deliverable in accordance with approved Project Work Plan and RACI
- Attending PMO meetings
Employee will perform other related work as required
May require traveling in the local Raleigh area to attend meetings
KNOWLEDGE, SKILLS AND ABILITIES / COMPETENCIES:
- Demonstrated experience participating in the documentation of functional requirements and technical specifications for existing and new applications
- Strong writing and communication skills
- Collaboration and relationship-building with their team members and clients

Responsibilities
- Responsible for documenting business requirements that are clear, unambiguous, testable, and satisfy the business need in accordance with standard templates and adherence to DTMB and MDOT policies, standards, and guidelines.
- Responsible for facilitating requirement gathering meetings to identify impacted business processes and document the project business requirements. Attendees include relevant project team members and stakeholders as identified in the Communication Plan.
- Responsible for adhering to the project schedule by developing and maintaining the project backlog during Agile projects and working with the product owner to set priority throughout the duration of project.
- Responsible for understanding project scope and actively monitoring requirements process to maintain adherence to the objectives set for the project.

- Oversee the Agile transformation for multiple teams at both the team and program level to enable successful delivery of large strategic system development initiatives.

We are looking for an experienced Agile Coach to help transition our business from its existing work practices to infusing a real agile understanding from the top-down. The Agile Program Coach is an expert in agile methodologies, a proven thought leader and collaborator responsible for working with Program teams to lead and execute training and coaching efforts for ***'s Medicaid business for Next Generation Digital Agile Transformation Office. This role also includes supporting Program strategy, roadmap, processes, structures, guidelines, architecture and creating communities of practice for Agile delivery. To coach, mentor and guide our people to figure out the best solutions for their specific department challenges. You will analyze the organization's existing infrastructure and implement improvements to help streamline processes and create efficiencies. Ultimately, you will play a key role in the long-term strategy across the entire organization, helping our teams to deliver better products in a faster, more efficient manner.
Duties:
1 .Facilitate learning and development through individual, team and senior management coaching in agile practices to ensure adoption of best practices. Effectively communicate agile principles, scrum practices and overall operating model across the organization, working to empower business leaders in key Agile roles at all layers of the organization. Can proactively identify the most valuable mentoring & coaching opportunities.
Coaching objectives include:
- - Working with project teams to analyze current systems and processes and design a strategy for the adoption of agile best practices.
