Program Financial Analyst / Tool SME (Deltek Cobra, Oracle, and/or Microsoft tool-sets)
Role Description & Responsibilities:
- Position will require client travel at least 50% of the time.
- Oversight of program Earned Value Management Systems (EVMS) for tracking program compliance, schedule, and cost performance.
- Responsible for preparing, analyzing, and reviewing program performance measurement and cost variances.
- Provide cost control and financial support for program management and program cost control managers.
- Prepare monthly CPR Formats 1-5 or IPMR deliverables.
- Supports customer audits and reviews. Communicates with DCMA on a regular basis regarding EVMS assessments.
- Track and manage program Post and Copy billings and cash collections.
- Generate and analyze quarterly program Estimates at Complete (EACs) in accordance with Corporate policies.
- Work independently to identify solutions and provide strategic direction in a dynamic ambiguous environment.
- Support management reviews and audits on a monthly and quarterly basis consisting of operations, planning, program management, and EAC reviews.
Experience Requirements:

Full-Time on-site on Redstone Arsenal in Huntsville, Alabama
Duties:
- Financial execution of appropriated funds, including Research, Development, Testing and Evaluation (RDT&E), Operation and Maintenance (OMA), Procurement, and Congressional Adds.
- Executing customer reimbursable funds, including processing reimbursable and direct fund cite orders to ensure they are accepted and executed appropriately.
- Review and analysis of commitments, obligations, and disbursements of financial data for accuracy using GFEBS ERP and GFEBS BI functions.
- Provide general financial support utilizing the Army's General Fund Enterprise Business System (GFEBS) and other financial systems.
- Experience with GFEBS financial execution.
- Review, analyze, and interpret various GFEBS financial documents and reports against established financial metrics.
- Provide support with research, analysis, and documentation to support special projects and tasks.
- Research open and aged financial balances, including Unliquidated Obligations (ULOs) and Unmatched Financial Transactions (UMTs), and make required corrections, including working with DFAS to have transactions posted to the accurate line of accounting (LOA).
- Coordinate with various agencies and personnel to resolve discrepancies between financial systems; to include DFAS, DCMA, Contracting Officers, and Budget Analysts.
- Utilize various financial systems to research and reconcile contracting actions; to include SOMARDS, MOCAS, EDA, WAWF, and SDW.
- Ability to export, organize, analyze, and consolidate large volumes of financial data.
- Provide Contract Modifications to Other Government Agencies (OGA) once funds/projects have been awarded.
- Familiar with Dormant Account Review-Quarterly (DAR-Q), also referred to as Joint Reconciliation Program (JRP).
- Creates, compiles, and distributes multiple excel workbooks to government employees for funds reconciliation and out of balance corrections.
- Reviews forecasts and accounting data to ensure accuracy by cross-referencing and analyzing data against GFEBS and LMP.
- Bachelor's degree in a related field.
- 3-5 years of relevant experience.
- ACTIVE security clearance.
- The ability to work onsite 5 days per week.
- Experience using General Funds Enterprise Business System (GFEBS)
- A general understanding of Army accounting processes and accounting systems.
- Proficiency in Microsoft Excel, PowerPoint, and Word, with the ability to manage and manipulate large volumes of data and translate findings into easily interpreted reports or briefings.
- Outstanding verbal and written communication skills, with the ability to clearly communicate with all levels of an organization to include senior military and government civilian personnel.
- Ability to work independently with minimal supervision, and as well as closely interact with other team members as necessary for issue resolution, troubleshooting and solution identification.
- Ability to think strategically and be comfortable working in a rapidly changing environment.
- Exceptional attention to detail.
- Excellent organizational and time management skills, including ability to prioritize work and meet deadlines.
- Ability to think critically and perform sound analysis.
- Must be comfortable working in a fast paced, high visibility environment.
