Summary These positions are located within the USDA, Agriculture Research Service (ARS), National Bio and Agro-Defense Facility (NBAF) in Manhattan, KS. Physical Demands: The incumbent spends approximately 30% of the time at a desk. There is the potential for exposure to highly contagious diseases of animals and humans, and to fractious animals. For the health and safety of the incumbent and to prevent the spread of disease, immunization against diseases being studied at NBAF which are transmissible to humans may be required where the vaccine has been approved by the Food and Drug Administration (FDA) for safety and effectiveness under the provisions of the Federal, Food, Drug, and Cosmetic Act, as amended, 21 USC 321-392. Where the FDA for investigation purposes has approved the vaccine, the incumbent will be advised that such immunization is voluntary. Personal protective equipment (PPE) such as masks or respirators, boots, gloves, and coveralls may be used to perform laboratory and animal related tasks that represent a potential source of zoonotic disease or another biohazard. Incumbent may be required to wear a fully encapsulated positive pressure suit in BSL4 animal holding rooms. Restrictions against contact with birds and livestock outside the laboratory may apply after entering high security animal facilities that are working with disease agents foreign to the United States. Various forms of respiratory protection equipment must be worn when working with certain infectious agents, chemicals, and animal allergens. Certain environments may also necessitate the use of hearing protection. PPE provides necessary protection against biological and chemical hazards but may increase the risk of accidents due to decreased vision, hampered communication, limited mobility and dexterity. Physical well-being may be compromised by the prolonged usage of the PPE, which may lead to labored respiration, heat stress and dehydration. Strict agent safety regulations are applied to prevent the escape of animal pathogens from the work environment. The health status of personnel is monitored periodically using biologic and serologic tests and physical examinations. Work may be performed daily in the presence of hazardous chemicals such as formaldehyde, virucidal and bactericidal disinfectants and detergents. To prevent the transmission of disease out of biocontainment and retention of the position, the incumbent must meet the following medical standards in a pre-employment medical examination conducted after the receipt of a preliminary job offer and on a periodic basis: Ability to shower out of biocontainment one or more times per day; Not have any skin condition which would prevent this; Body piercings must be able to be removed prior to entry; External medical assistance devices must have the ability to be removed prior to entering or not impede the ability to enter biocontainment, and the individual must still be able to shower out safely without assistance; Ability to follow instructions regarding decontamination from biocontainment; Any medical condition which could create an unsafe environment for the individual or his/her co-workers, such as insufficient control of a medical disorder which could result in sudden loss of consciousness; and inadequate vision and hearing required for safety in a laboratory environment. Able to work in uncomfortable (hot and humid) environments wearing additional PPE. A baseline blood sample may be required for employees entering and working in the biocontainment facilities. Due to the contagious nature to livestock of Foot-and-Mouth disease, and other diseases under study at NBAF, Biological Safety Regulations specify a personal quarantine for employees working in BSL-3, 3 enhanced, 3 Ag and 4 biocontainment. As a condition for employment, all personnel entering the BSL-3 or higher biocontainment facilities at NBAF shall not be in contact with specific susceptible animals and their premises away from NBAF for a period of five (5) days after leaving biocontainment. Currently, restricted species are cattle, sheep, goats, deer, other ruminants, and swine. Contact with horses, birds (agricultural and pet birds) and rabbits are normally permitted, but restrictions may be placed on staff working with or near-contagious agents affecting these species. Restricted livestock or other restricted animals may not be housed on the premises where the employee lives and where quarantine cannot be enforced. Employees who violate this requirement may be removed from employment or subject to other disciplinary action. Additionally, an approved SRA investigation is required for access to select agent registered spaces. IHRC, Inc. provides scientific, bioinformatics, management consulting, information management, and administrative program support to the Centers for Disease Control and Prevention (CDC), Food and Drug Administration (FDA), and other Federal and private sector clients. The successful candidate will be a part-time employee of IHRC, Inc., and will be assigned to the Laboratory Research Branch (LRB), National Hansen's Disease Program (NHDP), Healthcare Systems Bureau (HSB), Health Resources and Services Administration (HRSA), 5 Skip Bertman Drive, Baton Rouge, Louisiana to provide care for animals including armadillos and mice, while practicing infection control to prevent any contaminations.

On-site federal contractors and approved visitors to federal sites may be required to have either a completed Certification of Vaccination form indicating they have been fully vaccinated or proof of negative COVID-19 test results in the last 72 hours in order to enter a federal facility. This impacts all IHRC employees that are assigned to work on a federal site.

SCOPE OF WORK

The Animal Health / Veterinary Technician (Part-time) will provide care for animals including armadillos and mice, while practicing infection control to prevent any contaminations.

MAJOR DUTIES AND RESPONSIBILITIES

• Provide care for a variety of M. leprae infected laboratory animals including immunocompetent and immunodeficient armadillos, nude mice infected, knockout mice and conventional mice along with the uninfected animals (all above mentioned species of mice and armadillos). To include:
  • Provide daily food and water supply for the research colony.
  • Sanitize cages for approximately 60 nude mice cages, 75 knock mice cages, 85 conventional cages, and 60 armadillos cages and environment of animal rooms including general sweeping, mopping, and pressure washing.
  • The mice (all species) cages and armadillo cages shall be cleaned at least twice a week.
  • All waste generated during cleaning shall be disposed of through the red bag waste stream.
  • Humanely euthanize animals by, CO2 gas, or by cervical fractures.
  • Handle and restrain armadillos, nude mice, knockout mice, and conventional mice for injection with experimental drugs, antibiotics, and other medical treatments.
  • Administer feed additives, special diets and medication as directed.
  • Handle and restrain armadillos and mice (all aforementioned species) during routine examinations.
• Perform standard operating procedures for animal care in the NHDP Vivarium, to include:
  • Animal husbandry, occupational health and safety, facility sanitation, equipment operation, processing of newly arrived animals, animal transportation, feed and bedding delivery, environmental and disease control, euthanasia, and Sorting and autoclaving laundry for the vivarium.
  • Make recommendations to the attending Vet, Research Staff, and technicians regarding animal care and facility operations.
  • Donning and doffing of the appropriate Personal Protective Equipment for the National Hansen's Disease Animal Vivarium
• Maintain population and cleaning records, to include:
  • Daily time, temperature, and date.
  • Cage Cards (Describe the animal's health, research experiment, and feeding habits).
• Operate large mechanical cage washing machine, high-pressure spray cleaner, and autoclave with the proper sterilization indicators.
• Provide basic nursing assistance to armadillos as follows:
  • First aid
  • Administer medication

• Physical ability to repeatedly lift bags weighing up to 55 pounds (25 kilograms) and frequently move wheeled cage racks through corridors

Position Description:

Under the direction of others, serve on teams of primary caregivers who maintain and promote the health and well-being of research animals by providing comprehensive husbandry, basic medical care, and facility support services to facilitate successful achievement of the BRC's mission in alignment with the BRC's vision and values and in a manner consistent with established policies, procedures, and regulations.

Primary Functions

• Perform daily observations of animals and their environment to assess their health status and detect abnormal conditions. Document and report findings consistent with established procedures. Administer prescribed treatments and other interventions, which may include animal euthanasia. Maintain relevant records.
• Perform essential, daily animal care to include cleaning animal enclosures, providing clean caging, bedding, and enrichment, and supplying feed and water.
• Handle and restrain animals as needed by using appropriate techniques to allow for the care and research to be performed in a safe and humane manner.
• Sanitize animal rooms, cages, equipment, corridors, and support areas using appropriate techniques per standard operating procedures. Operate rack washers, tunnel washers, bedding dispensers, vacuum bedding disposal system, autoclaves, and floor cleaning machines. Empty garbage dumpster and operate trash compactor. Properly package waste materials to be sent for incineration.
• Receive incoming animal shipments and distribute animals into assigned rooms.
  • Monitor environment and/or machinery and equipment by obtaining, documenting, and comparing data against established standards. Maintain records by collecting and recording data to facilitate management of the facility.
  • Cross-train in all areas of the facility.
    • Assist with the receipt, stocking, and maintenance of supply inventories.
    • Maintain routine recordkeeping of such items as environmental conditions, animal inventory, and daily husbandry activities.
    • Participate in unit/department education to become more knowledgeable in research animal science.
    • Assist in providing on-going compliance with policy and procedures and provide feedback in the development of policies and procedures. Actively participate in continuous improvement. Assist with special projects under the direction of others as needed.

Physical Requirements

Job Summary:

Performs daily health monitoring, minor surgery, clinical care, and enrichment for laboratory animals. Manages the rodent sentinel program and provides training to CCM and research personnel. Coordinates scheduling for coverage area.

Please note : Must be able to lift 20 to 25 lbs. Must be able to work a shift schedule that includes working both Saturdays and Sundays, possibly a staggered work schedule, occasional overtime and holidays as required. Must be able to read, write, and comprehend English in order to read signage and to read and update animal health records. Specific Responsibilities :

Surgical Support

• Performs minor surgeries and assists the clinical veterinarians or other qualified individuals with surgical procedures. Prepares sterile instrument packs and prepares surgical suite animals for aseptic surgery. Administers anesthetic agents, intravenous fluids, and monitors anesthesia and post-surgical recovery. Submits surgery billing statements to CCM business office on a monthly basis for recharge to investigators (essential function for cost recovery).

Clinical Rounds

• Performs daily rounds to triage new animal health reports and monitor ongoing clinical cases. Communicates with veterinary staff and laboratory personnel to notify and update regarding the status of clinical cases. Performs physical examinations, make treatment recommendations, performs treatments, and consults with clinical veterinarians regarding health reports.

Environmental Enrichment

• Ensures that environmental and social enrichment is provided to the laboratory animals. Facilitates training of a variety of research animals (NHPs, pigs, cats) in various areas (clicker training, etc.). Orders and prepares enrichment supplies. Observes and oversees pair and group housing.

Colony Health Sentinel Program

• Coordinates the rodent colony health monitoring program (Sentinel Program) and incoming rodent quarantine program. Responsibilities include scheduling of quarterly and quarantine sentinel shipments with the diagnostic laboratory, ordering of replacement sentinels and review of the testing results.

Drugs, Supplies and Testing

• Dispenses non-controlled drugs and supplies form the CCM pharmacy to laboratory personnel. Performs periodic inventories of drugs, supplies, assay kits and instruments. Prepares and submits animals or specimens (blood, tissue, feces) for testing at diagnostic laboratories as determined necessary by the clinical veterinarians.

Teaching/Training

• Trains animal care staff, laboratory personnel and interns in proper animal restraint, barrier technique and asepsis. Trains laboratory personnel, interns, and AHTs in technical procedures such as intravenous injections, blood collection, intubation, catheterization, etc.

Regulatory

• Remains current with all regulations pertaining to laboratory animals including the Guide, Animal Welfare Act, etc. Maintains technical familiarity with a wide range of clinical and experimental procedures for a variety of laboratory animal species. Participates in various staff meetings, staff training and continuing professional education. Becomes familiar with relevant Animal Study Protocols and meets with investigators and laboratory personnel to discuss research needs and animal health concerns.

• Successful completion of a college level curriculum in veterinary technology requiring a minimum of two years of full-time academic study in a program accredited by the American Veterinary Medical Association OR completion of a 4-year degree in animal science, biology, veterinary science, zoology or related field.
• Minimum of 4 years' experience as an animal health technician in laboratory animal medicine OR 5 years' experience as a veterinary assistant or veterinary technician in a veterinary medical facility and
• AALAS certified ALAT or equivalent combination of relevant work or education experience.
• Excellent verbal and written communication.
• Must be able to type and have working knowledge of spreadsheet, word processing and e-mail software.
• Lab animal care

Preferred Qualifications:

• At least 1 year experience in a laboratory animal research facility
• Certification by the American Association for Laboratory Animal Research at the LAT level
• Current state board licensure in veterinary technology in at least one state
• Experience in animal research

Target hiring range for this position will be between $28.00-$34.00 per hour. Offered salary will be determined by the applicant's education, experience, knowledge, skills and abilities, as well as internal equity and alignment with market data

Job Title: Regulatory Affairs - Animal Health
Location: Rahway, NJ - Onsite from day 1
Pay Rate: $42/hr
Duration: 11 Months

We are inviting applications for the role of CMC 2 Regulatory affairs.
Responsibilities:
• Well versed in performing CMC compliance activities including Gap Analysis; assessment for Annex 3 comparative table with reference EU Member States
• Manage execution / authoring and review of CMC documentation (Module 1 , 2 and 3 / Part II ) for life cycle management - post-approval supplements, baseline dossiers, annual reports, registration renewals, response to health authority questions, assessment reports and Expert reports
• Experience in reviewing of CMC quality documents like Product development report, process validation, method validation, stability data, finished product specification as per guideline.
• Knowledge on relevant regulatory guidelines VICH guideline, USP, EU, ICH guidelines and relevant applications.
• Ph. Eur requirements for veterinary products and guidance (not limited to QRD veterinary template, guideline on SPCs for antimicrobials, MRL etc.)
• Lead development and execution of global product and project regulatory, strategy(ies) for assigned Veterinary products in accordance with global regulations and guidance.
• Review of artworks / labelling, SmPC and pack insert.
• Comparison of CPCs (Critical Pharmaceutical Characteristics), Prepare and submit a proposal of a harmonised SPC.
• Evaluation and Assessment of change control and develop a plan with timeline to implement the same.
• Knowledge and experience on reviewing the DMF and assessment of Drug substance related changes, gap analysis and authoring of corresponding variation packages.
• Hands on experience on authoring CMC documentation for worldwide marketing of Veterinary products for initial registration and life-cycle management.
• Planning the project by understanding the client needs, managing project deliverables and providing solutions in real time.
• Work with cross-functional teams to track and follow up outstanding documentation, coordinate on project status & reporting to stakeholders
• Deliver all regulatory milestones as per agreed SLAs with clients
• Identify, communicate and escalate potential regulatory issues / risks and propose mitigation.

Qualifications we seek in you!
• Experience should be 4 to 7 years
• Bachelor's or master's degree required in science, engineering or related field (advanced degree preferred).
• Proven and relevant regulatory affairs experience in pharmaceutical, vaccine, or biological products; or related fields

• The Associate Doctor position is performed onsite at our hospital or an approved offsite event location. Remote work is not available for this position
• The hospital environment includes limited space, smells from pet waste, and noise (barking, etc.)
• Schedules may include 10+ hour shifts, Saturdays, evenings, and holidays
• Good hand-eye coordination, arm-hand-finger dexterity with the ability to reach and grasp, and visual acuity to use a keyboard, operate equipment, and read information
• Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus
