JOB SUMMARY

MAJOR DUTIES AND RESPONSIBILITIES
- Actively and consistently supports all efforts to simplify and enhance the customer experience.

- Acquires new residential customers through door-to-door contact from assigned leads.
- Conducts proactive consultative needs analysis with new prospective customers.
- Develops and presents sales presentations/proposals on products and services that meet customers needs.
- Accurately completes all necessary paperwork to support sales activities in a manner consistent with quality control guidelines, including but not limited to the following: dispositioning, entering sales orders, and reporting on sales.
- Supports team and team goals by actively participating in all sales meetings and training programs as assigned.
- Achieves monthly sales quotas in high-speed data, mobile, landline phone, and video sales.
- Completes all administrative tasks related to products sold in accordance with department practice, policies, and procedures.
- Well-informed about our competitors' activities in assigned territory; informs manager of any changing competitive pricing programs, marketing directives, or door-to-door sales tactics.
- Attends and successfully completes training programs.
- Performs other duties as requested by supervisor.
REQUIRED QUALIFICATIONS
Required Skills/Abilities and Knowledge
- Ability to read, write, speak and understand the English language.
- Engaging interpersonal skills.
- Ability to listen, formulate needs-based sales strategies, and articulate pitches to sell products and services.
- A passion to succeed and a strong personal drive to sell to prospective customers.
- Ability to travel (including during inclement weather) to and from assigned territories and company facilities using a reliable personal vehicle.
- Familiarity with computer operating systems and software applications as well as consumer and commercial communication devices (e.g., PDAs, smartphones, routers, modems, set-top converters, and wireless devices).
- Must be able to work evenings and weekends, as business needs dictate to maximize prospective customer contact.
- A valid drivers license, car insurance, a satisfactory driving record, and the use of a reliable personal vehicle.
- Ability to work independently with little or no supervision.
Required Education
High School Diploma or equivalent work experience.
PREFERRED QUALIFICATIONS
Preferred Skills/Abilities and Knowledge
- Success in a previous sales position, prospecting, or cold calling; direct sales experience is preferred but not required.
- Knowledge of cable or telecommunications services, with an emphasis on data networking fundamentals and the ability to educate consumers on related products and services as needed.

- Spends approximately 90% of the time in an outside environment for extended periods in any season, with potential exposure to inclement weather.

The **Vice President of Business Development (VP BD)** owns Pearl's go-to-market strategy and revenue growth. The role combines strategic market planning with hands-on capture and proposal leadership to expand Pearl's footprint in federal, state, and commercial beneficiary-support programs. The VP BD will identify new contract vehicles, cultivate C-suite and program-level relationships, shape requirements ahead of solicitation, and close high-value, multi-year opportunities that align with Pearl's social-impact mission and contact-center capabilities. Pearl's focus areas include contact center services, behavioral and mental health, and helpdesk/digital transformation.

**Essential Duties and Responsibilities** **:**
+ Develop and refine a 3-year growth roadmap covering target federal agencies (CMS, VA, HHS, SSA, DOD), state agencies (including Medicaid/Exchange programs) and strategic commercial verticals.
+ Build, qualify, and maintain a $300M+ qualified pipeline that supports 20%+ annual revenue growth.
+ Conduct market intelligence and competitive analysis to position Pearl for prime and subcontract wins. Increase prime contract percentage YoY relative to the overall contract portfolio.
+ Lead captures from "identify" through "proposal submit," including teaming, solution design, pricing strategy, and color-team reviews.
+ Establish executive-level relationships with government program directors, systems integrators, and large primes.
+ Represent Pearl at industry events (ACT-IAC, AGA, CX Summit, HIMSS, etc.) and in BD partner forums.
+ Oversee proposal center operations-staffing, tools, and quality control-to consistently deliver compelling, compliant, and on-time proposals.
+ Direct integrated campaigns (thought leadership, case studies, digital demand gen) that highlight Pearl's consultative, compassionate contact-center model.
+ Monitor market trends, competitor activity, and regulatory changes to identify opportunities and mitigate risks.
+ Drive continuous improvement initiatives to optimize business development processes and enhance efficiency and effectiveness.
+ Provide regular updates and reporting on sales activities, pipeline development, and performance metrics to senior leadership.
**Ancillary Duties:**
+ Provide input for press releases, website updates, capability statements, and LinkedIn profiles.
+ Ensure accurate representation of Pearl's interests in bids on Deltek GovWin.
+ Stay updated on industry trends via platforms like G2Xchange.
+ Maintain Salesforce records for sales opportunities.
+ Evaluate opportunities from Deltek GovWin and GSA, leading "Go-No-Go" assessments.
+ Develop bid strategies, including win themes and value propositions.
+ Lead negotiations for teaming agreements.
+ Overview proposal strategies, win themes, value propositions and selected past performance.
+ Engage with COIs and provide strategic recommendations.
+ Assist with the CPARs process for performance evaluations.
**Education and/or Work Experience Requirements** **:**
+ Bachelor's degree in Business Administration, Marketing, or related field; MBA preferred.
+ 12 + years in business development or capture leadership within contact-center/BPO, healthcare services, or citizen-services domains; at least 5 years closing opportunities >$25 M TCV.
+ Deep familiarity with federal acquisition lifecycles (FAR, IDIQ, BPA, GSA, CMS SPARC), state procurement, and commercial CX outsourcing trends.
+ Demonstrated access to decision-makers in CMS, VA, DoD health agencies, or large commercial payers.
+ Understanding of omnichannel contact-center technology (CCaaS, AI/IVR, WFM/WFO) and the ability to translate operational capabilities into differentiating win themes.
+ Experience with commercial and government systems that support the Federal capture process, e.g., Deltek GovWin, FedBizOpps (FBO), Federal Procurement Data System (FPDS), and the System for Award Management (SAM).
+ Strong leadership skills with experience managing and motivating high-performing sales teams.
+ Tech-savvy with proficiency in CRM systems, sales automation tools, and Microsoft Office suite.
+ Ability to travel as needed to meet with clients and attend industry events.
