Key job responsibilities Based on the inputs from the Global Business Owners and Subject Matter Experts, design assessments that measure cognitive abilities, competencies, or job-specific skills for a wide range of technical roles. Work with Certification Methodologist to choose the right assessment tool (e.g., behavioral interviews, psychometric tests, situational judgment tests) to accurately measure the defined competencies. Develop test items (e.g., multiple-choice questions, situational judgment tests, simulations) based on job analysis findings and inputs from Certification Methodologist. Use best practices in test construction to minimize bias and maximize accuracy. Develop guidelines and procedures for secure test delivery (online, proctored, or in-person). Provide technical documentation and user-friendly reports explaining assessment results. Gather feedback from stakeholders, assessors, and participants to refine the assessment program regularly. Monitor program impact and effectiveness, updating competencies or tools as organizational needs evolve. BASIC QUALIFICATIONS BA/BS Degree or equivalent experience in a relevant field such as certifications, instructional technology, educational technology, organizational development or several years of relevant experience in instructional design. Several years program management experience and developing and executing strategies. Several years utilizing learning evaluation data to improve training content. Several years managing certification programs. PREFERRED QUALIFICATIONS Strong project management skills - Ability to manage complex development projects with multiple moving parts and stakeholders. Skilled at scope, timeline, resource, risk and budget management. Technical learning and assessment knowledge - Solid understanding of exam development, psychometrics, credentialing standards, and adult learning principles. Knows how to build valid, reliable assessments. Data analysis and Reporting - Synthesizes data and creates reports on learning program effectiveness, certification psychometrics, industry trends, etc. to inform strategic decisions. Knowledge of learning technology - Understands online learning, LMS systems, and technologies that enable and enhance certification programs. Needs analysis - Working with SMEs and stakeholders to determine the domains, skills, knowledge and competencies to be covered in the certification. Essential Job Duties
Occupancy
- Conduct interviews of clients/Residents.
- Determine eligibility, both initial and continuing.
- Request, prepare and complete forms, correspondence, and documents to verify eligibility including but not limited to criminal background checks, income verification, and family composition; create/maintain computer and hard copy confidential client files. Refer to community and public agencies for assistance; terminate assistance when appropriate and required by HUD.
- Apply independent judgment to complex housing needs in a fair and consistent manner in accordance with continually changing regulatory rules, HUD regulations, and HK policy and procedures.
- Maintain files, logs and other paperwork related to participant households to ensure all files meet HUD and LIHTC audit Standards. Coordinate information with supervisor for denials, non-compliance, and termination of participants.
- Provide federal and local housing program information including policies and procedure to the public; work with and build relationships with the property manager and other agencies as needed.
- Meet high customer service standards, including prompt return of phone calls and handling walk-in clients, according to protocol standards. Cooperate with external parties to evaluate and /or assist in the maintenance of Section 8 participation.
- Build HK's compliance capacity through clear communication, information sharing and mentoring.
- Prepare, post and mail notices to tenants.
- Process change of circumstances submitted by tenants in a timely manner.
- Review waiting list of assigned properties for compliance.
- Be present for all agencies file audits, and work with compliance team to close out any findings.
- Work with on-site management to correct findings and prepare response, jointly create and maintain master calendar to ensure all reporting to the appropriate agencies and/or Director of Compliance are completed and delivered by the required deadline.
- Monitor overall property compliance performance in regard to timeliness and accuracy of certifications and reporting. Maintain an accuracy rating of 80% or higher.
- Be knowledgeable in areas of Fair Housing laws for the state of Washington.
- Be knowledgeable in Landlord Tenant Laws for the state of Washington.
- Provide Property Management Team with advice and information regarding compliance processes and other aspects of tenant relations and property management.
- Provide Director of Compliance with insight and advice on issues related to property operations and portfolio performance.
- Work with Director of Compliance to provide training classes as needed, at least quarterly, to staff with updates, new regulations, or review of identified weak areas in regard to HUD, Tax Credit, Landlord Tenant Laws, Fair Housing, etc.
- Monitor releases on new policies and regulations on a regular basis
- Monitor to ensure updated income and utilities information is in Housing Kitsap software and the Web Based Annual Reporting System (WBARS) for all applicable properties.
- Process timely certifications to remove liability of Housing Kitsap responsibility for market rate.
- Organize and maintain records of compliance reports and responses for compliance operations.
- Observe/follow guidelines on confidentiality rights of residents and respect their privacy.
- Maintain accurate record of hours worked and turn in timesheets and mileage records on schedule.
- Attend trainings required of employees and staff meetings as scheduled. Attend external trainings as appropriate/approved to improve knowledge and job skills.
- Contribute to and support a positive, team-oriented work environment.
- Perform other job-related duties as assigned.
Minimum Qualifications:
- Education: High school diploma or GED.
- Experience: 2+ years' experience in the affordable housing industry.
- Certified Occupancy Specialist, C3P, HCCP Certification strongly preferred or obtained within first year of employment.
- Must have experience and be able to use the following modern office business equipment: Telephone; personal computer; computer printer; FAX machine; copier; and other equipment as technology evolves and needs arise.

CERTIFICATION SPECIALIST
JOB DESCRIPTION
Reports to: Community Manager
FLSA Status: Non-Exempt. Position is eligible for overtime.
The Certification Specialist will receive general supervision, direction and guidance from the Community Manager.
CRM Residential requires a background and drug screening as a condition of employment.
Certification Specialist will be required to travel to all necessary training sessions. A valid driver’s license and reliable transportation are required.
Qualifications:

Education: High School diploma or equivalent education required.

Experience: Previous certification experience. Experience level may vary due to the special needs of the property.

Skills: The position requires the ability to deal well with people and get them to feel comfortable quickly. Proficiency in MS Office (MS Excel and MS PowerPoint, in particular).

Must be fluent in Spanish.
Attendance: Due to the property staffing limitations, it is extremely critical that the individual be able to work their scheduled hours plus any other hours necessary to complete the job.

The Certification Specialist will comply with established policies and authorized approval. Certification Specialist responsibilities include, but are not limited to the following:

Resident selection and orientation. In accordance with the Resident Selection Plan.
-
The assistance of leasing of vacant apartments in an expeditious manner per company policy striving for 100% occupancy.
-
The timely recertification and interim recertifications of residents in accordance with HUD regulation and Low Income Housing Tax Credit Program.
-
Maintaining the waiting list book and keeping it up to date in the computer following
HUD regulations.

Assist with the development of goals and objectives for the property.

Resident Files
-
Maintain resident files according to policy outlined in CRM’s Occupancy Manual
-
Assist Property Manager in preparation of various file reviews such as:
-
Management Review
-
Mortgagee Inspection
- Accept daily resident requests and write up corrective work orders as directed by the
Maintenance Plus program.
- Daily management of office duties
-
Open office at prescribed time
-
Immediately handles daily work orders that come in
-
Take applications for prospective residents
-
Compute applications for eligibility, with supporting documents
-
Send out billing notices
-
Greet in-coming guests, respond to mail and handle all incoming telephone calls

Summary: The Certification Specialist shall provide Internal Review and Program Analysis services for National Guard Bureau's (NGB) Certification Program to the Family Programs Branch. NGB Certification Program is an OSD requirement that focuses on quality control management of Family Program services and delivery within the 54 states and territories designed to review the delivery of services to Service members, family members, and veterans (when eligible) to ensure a basic level of continuity among all State Family Program offices. Responsibilities Essential Job Functions: Provide support to the NGB Certification Program through coordination with NGB, G1, A1, SFPDs, AFRPM, and other certification POCs. Coordinate with states virtual upload of required documents for standards. Review and report state's certification status at monthly meetings and as requested by leadership. Provide administrative support and author reports, briefings, information papers, and other documents as required. Support on site certification visit in an administrative and logistical support role. Attend and assist with all onsite certification visits, if determined required by the government. At site visit, act as the primary lead for administrative actions, such as cataloging daily reports from the onsite inspection team, coordinating any logistical needs of the team, tracking progress of team, and providing a daily recap of accomplishments of the team and developing out briefs. Maintain OSD's Family Program Certification Management Tool with up to date information. Provide training to states on using OSD's Family Program Certification Management Tool. Submit After Action Reviews (AAR) after every onsite visit Author a Site Visit Report based on data collected from the onsite visit and input by the inspection team and a final State Certification Report Complete all required training for both Contract Company and the Government. Submit monthly status reports. Qualifications Necessary Skills and Knowledge: Must have experience with using Microsoft Office (Word, Excel, PowerPoint, Outlook) and with using Adobe Acrobat. Excellent oral and written communication and presentation skills. Excellent computer skills. Minimum Qualifications: Minimum Three (3) year's experience in related field. Must be able to pass a background check and obtain a Common Access Card (CAC). Preferred Qualifications: Familiarity with the military, family programs, other military Service member support programs. The International Motors Certification Engineer is a member of the Certification and Compliance organization and is responsible for ensuring our vehicles are designed and validated to meet all applicable regulatory requirements. A key component of this responsibility is being able to understand regulatory requirements and validation test procedures, and assist design and test teams in ensuring procedures and reports support statements of compliance.
In addition to program-related responsibilities, the Certification Engineer will be the lead expert in assigned regulatory areas and assist in regulatory program planning for those areas. This role is also expected to identify and implement improvements in the way we work, may manage regulatory agency audits, and may mentor lesser experienced team members.
The Certification Engineer will join us in demonstrating and fostering the values and principles of the International Way.
Responsibilities
Specific role responsibilities include but are not limited to:
+ Identify regulations that apply to programs implementing new technologies
+ Assist program engineering teams with developing plans to create and document evidence that demonstrate regulatory compliance of new technologies
+ Maintain a library of compliance documentation for assigned vehicle models and technology areas
+ Monitor product changes for potential regulatory compliance impacts and ensure compliance documentation is in place when applicable
+ Manage regulatory agency information requests and audits for assigned areas
+ Identify areas for improvement and implement improvement ideas
Minimum Requirements
+ Bachelor's degree in Engineering, Engineering Technology or Computer Science

+ Understands phase-gate program management principles and can accomplish assignments within this type of working structure
